Industry Questions with Government Responses AFTER FINAL RFP (Amendment 01)

Aerial Target Systems 2 W31P4Q-17-R-0004

19 January 2018

NOTE: Questions 1 – 14 relate to the draft RFP and Questions 15 – 47 relate to the final RFP posted on 7 December 2017.

Question 1. Reference Draft RFP Section L.4.c.2) n) Page 76 (Volume II Cost/Price)

Requirement states: An assumed percentage of labor category types shall be identified by the offeror for engineering and logistical services to determine composite labor rates.

This assumed labor mix shall be consistent with the labor mix described in the Technical/Management Volume to include the labor used to describe the offerors approach to the two sample tasks detailed in the Technical/Management Volume.

However, the answer to question 9 states:

Response: The Government has reviewed the requirement. The bidder should provide labor rates associated with the labor categories listed in Section L.

Question: Will the Government please clarify if they will request a schedule of fully burdened rates for the labor categories listed in Section L and if this will serve as a ceiling rate for task order proposals?

Response: The Government has reviewed the RFP and the language in this section has been revised in the Final RFP Amendment 02. The offeror shall furnish pricing for the listed labor categories. These labor rates will serve as a ceiling rate for task order proposals for the identified labor categories.

Question 2. Reference Draft RFP Section L.4.c.2) e, Page 76 (Volume II Cost/Price)

Requirement states: Direct labor hours and rates shall be delineated by labor category by contract year for the offeror and each subcontractor. The labor hour delineation must be directly traceable to the same information proposed in the Technical Volume.

Will the government clarify if the hours references are those estimated to support Sample Tasks A & B and that these costs should be in the FAR 15.408, Table 15-2 format even though Certified cost and pricing data is not required?

Response: Yes, the offeror shall provide pricing in accordance with FAR 15.408, Table 15-2 format for the notional efforts described in all Sample Tasks. Certified Cost and Pricing Data is not currently required; however the Government reserves the right to request it.

Question 3. Reference Draft RFP Section 2, Page 76 (Volume II Cost/Price)

Aerial Target Systems 2 W31P4Q-17-R-0004

19 January 2018

Will the Government be providing the applicable WD schedule?

Response: No, the applicable Wage Determination schedule will not be added. The language referencing Section I will be removed from the Final RFP in Amendment 02

Question 4. Reference Draft RFP Section 2) Page 76 (Volume II Cost/Price)

Will the Government please identify all the applicable places of performance and if any labor category rates should be presented by location?

Response: The Government does not have any current task order requirements and cannot provide the requested information. Labor category rates should not be presented by location.

NOTE: Competitive task orders specify the scope of work, location and, when required, travel requirements. Historically the Government has awarded task orders with mission requirements in both Continental United States (CONUS) and Outside Continental United States (OCONUS) locations.

Question 5. Reference Draft RFP Section 2) Page 76 (Volume II Cost/Price)

Will the Government please clarify if a contractor’s proposed rates will be applicable for all places of performance including CONUS and OCONUS?

Response: Yes, the contractor proposed rates are applicable to all places of performance, including CONUS and OCONUS locations. Historically, task order requirements are restricted to temporary travel assignments to OCONUS locations.

Question 6. Reference Draft RFP L.2.a.2) Page 72 (Proposal Submission Requirements)

Requirement States: “The table of contents shall include reference to page number and paragraph of all major items and shall include a cross reference of proposal sections, paragraphs, and subjects with corresponding sections and paragraphs of the RFP (including any referenced or attached documents) to which they relate (Proposal Crosswalk).”

Question 6a: The requirement listed above appears to be different from the Table of Contents required in L.4.c Content Requirement. Will the Government please clarify if a Proposal Crosswalk is to be included in each of the four volumes or just the Technical volume?

Aerial Target Systems 2 W31P4Q-17-R-0004

19 January 2018

Response: The offeror shall provide a Proposal Crosswalk only in the Technical Volume.

Question 6b: Will the government please clarify if a Table of Contents is also required in addition to the proposal crosswalk?

Response: Yes, Table of Contents are required.

Question 7. Reference Draft RFP Section L.2.d Page 73 (Proposal Submission Requirements)

Requirement states: “*Manpower charts and the small business subcontracting plan are excluded from the page count”.

Will the government please provide clarification on what is to be considered manpower charts and therefore, outside of page count? For example, in the Technical Volume,

(2) Key Point #2: Labor: Is this entire section a-e considered to be manpower charts and outside of page count?

Response: The Government removed references to manpower charts from the Final RFP in Amendment 01. In addition, the Government increased the total page count for the Technical Volume to 40 pages.

Question 8. Reference Draft RFP Section L.4.c.1)(a)(1) Page 74 (Key Point #1:

Technical Approach)

Requirement states: “Address each requirement defined in the SOW in the order it appears”.

In the previous solicitation, the page count was at 40, adequate enough to answer each SOW element in the technical response. With the reduction in page count to 20 pages, will the government please consider removing the requirement to address EACH SOW element or increasing page count allocation?

Response: The Government increased the total page count for the Technical Volume to 40 pages in the Final RFP in Amendment 01.

Question 9. Reference Draft RFP Section L.4.c.1)(a)(3) Page 75 (Key Point #3:

Sample Tasks)

Aerial Target Systems 2 W31P4Q-17-R-0004

19 January 2018

Requirement states: “The response shall specifically identify and detail what contractor activities will be performed and define the personnel resource allocations for Sample Tasks A & B to demonstrate the offerors capability and approach”.

Is this considered to be part of the manpower charts and excluded from page count?

Response: The Government removed references to manpower charts from the Final RFP in Amendment 01. In addition, the Government increased the total page count for the Technical Volume to 40 pages.

Question 10. Reference Draft RFP Section L.4.c.1)(a)(3)(a) Page 75 (Sample Task A)

Requirement states: “Show the schedule, material, and equipment planned to accomplish this task.”

Is this part of the manpower charts required to answer the Sample Task and considered outside of page count?

Response: The Government removed references to manpower charts from the Final RFP in Amendment 01. In addition, the Government increased the total page count for the Technical Volume to 40 pages.

Question 11. Reference Draft RFP Section L.4.c.1)(a)(3)(b) Page 75 (Sample Task B)

Requirement states: “Describe your approach to providing this support including resources, man hours, and labor mix needed as well as an estimated schedule”.

Is this part of the manpower charts required to answer the Sample Task and considered outside of page count?

Response: The Government removed references to manpower charts from the Final RFP in Amendment 01. In addition, the Government increased the total page count for the Technical Volume to 40 pages.

Question 12. Reference Draft RFP Section L.4.c.3) Page 78 (Volume III Past Performance and Small Business Participation)

Requirement states: “The Offeror shall also submit the written consent of its major subcontractors to allow the disclosure of its subcontractors past performance

Aerial Target Systems 2 W31P4Q-17-R-0004

19 January 2018 information to the Offeror. In addition, letters of commitment shall be included for all major subcontractors for their past performance to be considered.

Will the Government please clarify if the written consent and letters of commitment are considered outside of page count?

Response: Yes, written consent forms and letters of commitment are considered outside the page count. In addition the total number of pages for Volume 3, Past Performance and Small Business Participation is was increased from 10 to 15 pages in Amendment 01.

Question 13. Reference Draft RFP Section L.4.c.3) e) Page 79 (Past Performance Questionnaires)

Requirement states: “For all contracts identified in Section 1, Contract Descriptions, a Past Performance Questionnaire must be completed and submitted. The offeror shall complete Part I of the Past Performance Questionnaire and e-mail the questionnaire to both the Government contracting activity and technical representative responsible for the past/ current contract”.

Will the government clarify if the PPQs are required to be inserted into the proposal response or rather a table of who the PPQs were sent to?

Response: No, the PPQ’s are not required to be inserted into the proposal – only a table listing Past Performance Questionnaire recipients contact information as part of Volume 3.

Question 14. Reference Draft RFP Section L.4.c.5) Page 80 (Volume 4 Solicitation, Offer and Award Documents and Certifications / Representations)

Requirement appears to be misnumbered as Past Performance is 3) and Volume 4 Solicitations, Offer, and Award Documents and Certifications / Representations is numbered as 5)

Will the Government please clarify if this is a numbering error or is there a Section 4 that was omitted from the DRAFT solicitation?

Response: Yes, this was a numbering error. There are no missing requirement paragraphs between Section 3 and Section 5. Corrections will be provided to the Final RFP in Amendment 02.

Question 15.

Aerial Target Systems 2

Reference CLIN 0002 RDT&E, as this CLIN is for labor cost but lists Economic price break, is it the Government's intent to use price breaks on labor as normally would be used for material purchases such as targets?

Response: The Economic Price Break language under CLIN 0002 is incorrect and will be removed from the Final RFP in Amendment 02. Contract language related to Economic Pricing only applies to CLINs 0003 and 0004.

Question 16.

Reference CLIN 0005 Tech Flight Engineering and Field services support, as this CLIN is for labor cost Economic price break, is it the Government's intent to use price breaks on labor as normally would be used for material purchases such as targets?

Response: The Economic Price Break language under CLIN 0005 is incorrect and will be removed from the Final RFP in Amendment 02. Contract language related to Economic Pricing only applies to CLINs 0003 and 0004.

Question 17.

Reference CLIN 0006 Logistical & Technical Support, as this CLIN is for labor cost but lists Economic price break, is it the Government's intent to use price breaks on labor as normally would be used for material purchases such as targets?

Response: The Economic Price Break language is incorrect and will be removed from the Final RFP in Amendment 02. Contract language related to Economic Pricing only applies to CLINs 0003 and 0004.

Question 18.

Reference CLIN 0004 Material = Non-Commercial, as this CLIN is for non-commercial material at a cost contract type, without detailed information as to what is needed, would the Government consider providing a plug number so that all costs can be evaluated equally?

Response: Yes, the Government agrees to provide a “plug number” to allow costs to be evaluated equally. The Government’s plug number for CLIN 0004 is $ 12,500,000.00 per option year will be provided in the Final RFP Amendment 02 under

CLIN 0004.

Question 19.

Aerial Target Systems 2

Reference CLIN 0009 Travel, as this CLIN is for travel at a cost contract type, and Task Orders will specify what travel may be needed, would the Government consider providing a plug number so that all costs can be evaluated equally?

Response: Yes, the Government agrees to provide a “plug number” to allow costs to be evaluated equally. The Government’s plug number for CLIN 0009 Travel is $ 1,000,000.00 per option year will be provided in the Final RFP Amendment 02 under

CLIN 0009.

Question 20.

Reference page 52 of the solicitation, the Government states an assumed percentage of labor category types shall be identified. Should this mix be determined by the sample task only?

Response: The Government deleted the composite rate requirements from the RFP.

These changes will be provided in the Final RFP Amendment 02.

Question 21.

I was tracking the effort for Global Tactical Advanced Communications Systems (GTACS II) and Services. I was hoping you might be able to inform me if the estimated value for this effort is still $93.3M or is there a new value?

Response: Yes, the estimated ceiling value for the Aerial Target Systems 2 RFP W31PP4Q-17-R-0004 effort is still $93 Million.

Question 22.

I’m going over the documents released last night on ATS 2 and I cannot find a due date and time. Would you mind directing me? Usually it is on the FBO site as well as in the Section A, but I am totally missing it.

Response: The due date for comments was December 19, 2017 and was located on Page 2, Reference A-12 of the Final RFP Amendment 01. The due date for the proposal WAS January 17, 2018 and was located on Page 2, Reference A-8 in the Final RFP Amendment 01. However, the due date for the proposal has since been extended to February 8, 2018. Notice was provided on FedBizOPPS and will be included in the Final RFP Amendment 02.

Question 23.

Aerial Target Systems 2

REF L-3 (c) – RFP states “Each offeror shall negotiate nondisclosure agreements with support contractors, listed above, who MAY be utilized in the government's evaluation process. Offerors shall provide a copy of such agreements with their proposal in the Past Performance and Administrative Matters Volume.”

Does the government intend for the NDA copies to be in Volume 3, Past Performance and Small Business Participation or in Volume 4, Solicitation, Offer and Award Documents and Certification/Representations?

Response: The Government has reviewed the RFP. The Government requests the Non-Disclosure Agreements (NDA) be included in Volume 4, Solicitation, Offer and Award Documents and Certification/Representations.

Will the NDA’s be excluded from the page count?

Response: Yes, NDA will be excluded from the page count

Question 24.

REF L-4 (c) (1) (b) (e Key Point #2) – RFP states, “The offeror shall provide (for each labor category below) an actual resume (education, training and experience) for key personnel which will establish the minimum qualifications for personnel during contract performance.” Since highly qualified key personnel typically exceed the minimum qualifications, it is not in the best interest of the offeror or government to use these resumes to establish the minimum qualifications for the labor category.

Question: Does the government intend for offerors to submit actual resumes that “meet” rather than “establish” minimum qualifications for each labor category proposed?

Response: Yes, the Government agrees that these resumes shall “meet” the minimum qualifications for the labor category. The language will be revised in this section for clarifications purposes in the Final RFP Amendment 02.

Question 25.

Attachment 11, CLIN STRUCTURE, does not tie back to Schedule B of the RFP. For example, CLIN 0004 in Schedule B is for “Material – non-commercial” but in Attachment 11 reads “Technical Flight and Field Services Support”.

Can the government confirm that Section B is the correct CLIN structure and possibly eliminate Attachment 11?

Aerial Target Systems 2

Response: The Government agrees that Schedule B is correct and Attachment 11 will be revised accordingly.

Question 26.

Section K appears to be missing from the RFP. Is this an oversight?

Response: Yes, Section K was inadvertently omitted from the Final RFP in Amendment 01 but will be included in the Final RFP by Amendment 02; however FAR Clause 52.204-8, Annual Representations and Certifications will not be included in Section K as offerors should register in the System for Award Management (SAM) and FAR Clause

52.204 is included.

Question 27.

REF L-4 (2) (b) – the Cost/Price instructions state, “The proposal shall set forth a summary of the total estimated costs by cost element and shall provide a breakdown of the proposed estimated costs of each CLIN separately, including all direct and indirect charges and fees. “

Question: Since this is an IDIQ contract and performance requirements will be determined at the task order level, is the government’s expectation that the offeror only submit pricing for each of the sample tasks using the recommended CLINS, fixed price labor rates for each of the labor categories listed on pages 51-52 of the RFP, and a Firm Fixed price for the Capability Information requested under CLIN 0001?

Response: This assumption is correct.

Note: The Government is providing default annual ‘plug numbers’ for CLIN 0004:

Materials (Non-Commercial) at a value of $12,500,000.00 annually and CLIN 0009:

Travel at a value of $1,000,000.00 annually. These plug numbers are included in the Final RFP by Amendment 02 underneath the respective CLINs.

Question 28.

L (5) (a), page 54 - Volume 4 requires offerors to submit a signed SF-33. However, the Final RFP only includes an SF-30.

Aerial Target Systems 2 W31P4Q-17-R-0004

19 January 2018

Should offerors use the SF-33 that was issued with the Draft RFP (marked DRAFT) or will the Government issue an SF-33?

Response: Offerors should submit the signed SF33 (Draft RFP) as well as all subsequent SF30’s (Amendments). Instructions for submitting all signed documents will be provided in the Final RFP Amendment 02.

Question 29.

L (5) (a), page 54 - Volume 4 requires offerors to submit Section G with completed fill-ins. However, there is nothing for offerors to fill-in. All the TBDs are for the Contracting Officer to complete. Please clarify.

Response: The reference to Section G will be deleted from the Final RFP by Amendment 02.

Reference RFP pages 19, 20 and 54

Question 30.

L (5) (a), page 54 - Volume 4 requires offerors to submit Section K, however the Final RFP does not include a Section K.

Is the Government going to provide Section K or will a statement from offerors stating that their reps and certs current in SAM?

Response: Section K Clauses have been added back to the Final RFP by Amendment 02; however, FAR Clause 52.204-8, Annual Representations and Certification is not included as offerors should register in SAM. Also, clauses have been added back to Section L which include FAR Clause 52.204-7, System for Award Management (SAM).

Question 31.

L (2) (d), page 47 - In the table identifying Volume page limits and copies, there is an asterisk next to the Technical Volume page limit of 40*. The asterisk information says "*Small Business Subcontracting Plan, Quality Systems Plan, Proposal Crosswalk, and Resumes are excluded from the page count." Later on in Section L (3) (h), the location of the Small Business Participation Form is identified in Volume 3.

Would you please clarify there is not also a Small Business Subcontracting Plan required in Volume I, and just the form goes in Volume 3? Our assumption is you were

Aerial Target Systems 2 W31P4Q-17-R-0004

19 January 2018 identifying items not limited by page count, not necessarily which volume they specifically were to be inserted.

Response: Your assumption is correct, an asterisk should have been placed by the Volume 3 page count. The Small Business Subcontracting plan is required in Volume 3 and not Volume 1. This correction will be made in the Final RFP Amendment 02.

Question 32.

SOW 5.0, page 17 - The links provided in PWS 5.0 to the EPA websites which describe the hazmat restrictions are no longer valid as the EPA has changed their website mapping. We request updated links.

Response: The Government has reviewed the Statement of Work. The Government concurs that the Environmental Protection Agency has changed their website. The following revised links are provided for your reference.

1) Class I or Class II Ozone Depleting Chemical/Ozone Depleting Substance (ODC/ODS) identified by the lists at http://www.epa.gov/ozone-layer-protection/ozone-depleting-substances

2) U.S. Environmental Protection Agency (EPA) Significant New Alternatives Policy (SNAP) program at http://www.epa.gov/ozone/snap/lists/.

Question 33.

L-1 & L-4 (a), pages 46 & 48 - L-1 states that "…the use of hyperlinks in proposals is prohibited." Section L-4 (a) says "A Table of Contents should be created using the Table of Content feature in Word. A Table of Contents auto-generated in MS Word contains hyperlinks.

Are hyperlinks allowed in the Table of Contents when the document is converted to the required PDF format for electronic submission?

Response: Yes, the Government will allow hyperlinks in the Table of Contents. The language in Final RFP Amendment 02 is revised for clarification.

Question 34.

Aerial Target Systems 2 W31P4Q-17-R-0004

19 January 2018

Since responses to questions submitted on 19 Dec 2017 are not expected until after the New Year's holiday, will the government consider extending the proposal due date to 02 Feb 2018 to allow sufficient time for a fully compliant proposal to be prepared?

Response: The Government has reviewed the request and will allow an extension to 8 February 2018 due to the delayed responses. Narrative regarding this extension will be included in the Final RFP Amendment 02.

Question 35.

Reference: SF 30, Cover Page, block 2 “Amendment/Modification No.”

Solicitation Wording: 0001

Question: The “0001” indicates this is the first amendment to this solicitation. Please confirm that the draft solicitation dated 27 Feb 2017 is the original. If yes, are offerors required to sign the draft (original) as well as Amendment 0001?

Response: The Government has reviewed the request. Yes, the draft solicitation is the original RFP. However, Amendment 01 serves as the Final RFP. The offeror is instructed to sign and return the SF33 from the Draft RFP as well as all subsequent SF30’s which were provided by amendments.

Question 35.

Reference: SOW, page 6, paragraph 3.1 and page 11-12, paragraph 3.4.6. Solicitation, Section L, paragraph 2) o), page 51 of 59, Solicitation Wording: SOW Paragraph 3.1 includes the statement “In accomplishing the work outlined in this SOW, the Contractor shall not duplicate any work required by any other Government contract under the Contractor’s purview”.

Paragraph 3.4.6 includes the statements “b) Provide warehouse functions (within buildings and outside storage) at TMO’s Target Field Support Office (Orogrande, NM) and other locations…” and “c) Provide technical support to the Targets Management Office. This support shall include any area of administrative, general, logistical or engineering to support and assist in the program management of aerial target programs”.

Solicitation Section L includes the labor categories “Administrative Support and Graphics Specialist”, “Logistics Analyst (Junior)”, “Logistics Analyst”, “Logistics Analyst (Senior)”, and others.

Aerial Target Systems 2 W31P4Q-17-R-0004

19 January 2018

Question: It is our understanding that some, if not all, of the work described in paragraphs 3.4.6 b) and c) is included in another recently awarded TMO contract, along with the associated labor categories, specifically the “Administrative Support and Graphics Specialist” and the three “Logistics Analyst” categories.

Does the Government intend for awardees on the ATS 2 contract to work in the same facilities at Orogrande and provide program management and administrative and graphics support in Huntsville for aerial target programs while that work is included in/being accomplished through another contract? If so, will the Government clarify the intent of SOW Paragraph 3.1? If not, will the Government remove the redundant requirements and labor categories in the ATS 2 solicitation?

Response: The Government has reviewed the RFP and does not agree with the contractor’s assessment of redundant requirements. The Aerial Target Systems 2 statement of work and associated labor categories is designed to cover a broad set of activities, which are currently undefined. All task orders are based on customer requirements. These task orders will specify the scope of work, location and, when required, travel requirements.

Question 36.

Reference: SOW page 8, section 3.4.1

Solicitation Wording: Section 3.4.1 states “Contractor shall provide to the TMO documentation, videos, and photographs IAW DI-MISC-80508 that fully show the Contractor’s capabilities in the areas covered under this statement of work”.

Question: This section, when taken literally, requires Offerors to provide “…videos, and photographs…” with proposals. Did the Government intend to say “When specified by Task Order, contractor shall provide to the TMO documentation, videos, and photograph …”?

Response: The Government has reviewed the SOW. Yes, SOW Paragraph 3.3 has a typographical error and should reference section 3.4 instead of section 3.2. The task areas listed in paragraph 3.4 are not deliverables unless directed by an individual task order. The requirements in paragraph 3.4.1 will be required when task order 0001 is awarded.

Question 37.

Reference: RFP Section J, page 45, List of Addenda, Aerial Target Systems 2 W31P4Q-17-R-0004

19 January 2018

Solicitation Wording: Attachment 0013

Question: We have been unable to find Attachment 0013 in any of the documents available on FedBizOpps. Will the Government provide the referenced Attachment?

Response: No, Attachment 0013 will not be provided in the Final RFP. Information regarding the omission of this document was provided on FEDBIZOPPs shortly after the Final RFP Amendment 01 was posted.

Question 38.

Reference: RFP Section L, page 47, paragraph L-2, d. and Section L, page 49, paragraph L-4, c), 1), (b) Key Point #2: Labor Solicitation Wording: The asterisk in paragraph L-2, d. states “Small Business Subcontracting Plan, Quality Systems Plan, Proposal Crosswalk, and Resumes are excluded from the page count”.

Section L-4, identifies seven labor categories that require resumes. It also states “The following information concerning the labor shall be provided” and then lists many requirements such as “labor mix”, “education, training and experience for each proposed labor category”, “cross-reference for any contractor equivalent category”, “letters of commitment”, and “If these categories are to be including under a sub-contractor, then that shall be shown as well”. The Government later listed over 80 labor categories.

Question: The Government states that resumes are not included in the page count, but requires what could be many pages of other labor/personnel related requirements. For example, the requirement to provide education, training and experience for each of the 85 labor categories could result in four or five pages by itself. Does the Government intend to exclude all labor related information it is requiring in Volume I from the page count? Please clarify.

Response: The Government has reviewed the RFP. The requirement to provide resumes, education, training and experience only applies to key personnel listed in section L-4 c. 1) (b). At a minimum, the offer shall provide pricing for the list of labor categories identified under section L-4 c. 2) (o). Resumes are not required.

Aerial Target Systems 2 W31P4Q-17-R-0004

19 January 2018

Question 39.

Reference: RFP Section L, page 48, paragraph L-4, c), 1), (a), (i) and SOW page 7, section 3.3

Solicitation Wording: RFP paragraph L-4, c), 1), (a, (i) states “Address each requirement defined in the SOW in the order it appears” and SOW section 3.3 states “The Contractor shall provide aerial target hardware or services, IAW individual TO, in the task areas shown in section 3.2 of this SOW…”

Question: Did the Government intend for SOW Section 3.3 to say "...task areas shown in section 3.4 of this SOW..." instead of "...section 3.2..."?

Response: The Government has reviewed the SOW. Yes, SOW Paragraph 3.3 has a typographical error and should reference section 3.4 instead of section 3.2.

Question 40.

Reference: RFP Section L, beginning page 49, paragraph L-4, c. , 1) , c), (a) Sample Task A and (d) Sample Task C

Solicitation Wording: Sample Task A states “The Government has a requirement to record vibration data during aerial target flights” and Sample Task C states “The Government has been informed by the Army Test & Evaluation Command (ATEC) of a new threat which will require testing/targets in the future”.

Question: Neither of these sample tasks provide enough specifics to generate a detailed response. For example, Sample Task A does not define size or weight limitations.

Sample Task C does not indicate what kind of a threat, such as ground-to-air, air-to-ground, or ground-to-ground. These (and many others) are important elements of information necessary for Offerors to provide the Government a clear understanding of the Offerors’ approaches. If the Government prefers not to provide detailed specifications, will the Government allow Offerors to define specifications and state assumptions for a notional system and then describe our approach of how we would meet the requirements? If not, will the Government provide more detailed specifications?

Response: The Government has reviewed the RFP. The following information is provided for Sample Tasks A and C.

Aerial Target Systems 2 W31P4Q-17-R-0004

19 January 2018

Sample Task A: The vibration recorder must fit within a space that is 6 inches long x 6 inches wide x 6 inches high. The vibration recorder must weigh less than 10 pounds and be capable of recording acceleration levels up to (+/-) 15 G’s in all axes.

Sample Task C: The new threat is a fixed wing unmanned aerial vehicle.

This language has been included in the Final RFP Amendment 02 under the respective Sample Tasks sections.

Question 41.

Reference: RFP Section L, page 50, paragraph L-4, c., 1) , c), 3. (c) Sample Task C

Solicitation Wording: Sample Task C states “The Contractor shall provide pricing for the following notional procurement using CLIN 0006 Logistical and Technical Support”.

Question: We are unable to find the “…following notional procurement…” mentioned by the Government. Did the Government mean to say “…previously described notional procurement…” or is there a defined “notional procurement” specified somewhere? If so, please indicate where we can find it.

Response: The Government has reviewed the RFP. The offeror is correct, there is no ‘following notional procurement’. The Final RFP Amendment 2 language is being changed:

From: “The Contractor shall provide pricing for the following notional procurement using CLIN 0006 Logistical and Technical Support.”

To: ““The Contractor shall provide their proposed labor mix and labor hours needed to complete Sample Task C using CLIN 0006 Logistical and Technical Support.”

Question 42.

Reference: RFP Section L, page 52, paragraph L-4, c. 2), o)

Solicitation Wording: At the end of the labor category list, the Government states “An assumed percentage of labor category types shall be identified by the offeror for engineering and logistical services to determine composite labor rates. This assumed labor mix shall be consistent with the labor mix described in the Technical Volume to include the labor used to describe the offerors approach to the two sample tasks detailed in the Technical Volume”.

Question: On page 49, paragraph L-4, c., 1), (b) the Government requires Offerors to provide “The labor mix for RDT&E, technical support and also the labor mix for the logistical services…”, yet in this paragraph, the Government does not mention RDT&E.

Is this an oversight? What does the Government mean by the statement "...to determine composite labor rates" and how does the Government intend to use the composite labor rates it comes up with?

Response: The Government has reviewed the RFP and has deleted the composite rate requirements in the Final RFP Amendment 02.

Question 43.

Reference: RFP Section L, page 53, paragraph L-4, c., 3) VOLUME III Past Performance and Small Business Participation

Solicitation Wording: This paragraph states "This volume shall not exceed 15 pages plus five pages for each major subcontractor..." It also states that "The offeror shall also submit the written consent of its major subcontractors.." and "...in addition, letters of commitment shall be included for all major subcontractors for their past performance to be considered."

Question: Please clarify what is included in Past Performance Page Count. For example, are the written consent forms and the letters of commitment from the major subcontractors included in the page count?

Response: The Government has reviewed the RFP. Yes, written consent forms and letters of commitment are considered outside the page count.

Question 44.

Reference: Solicitation Attachment 0006

Solicitation Wording: The last sentence of the first paragraph below the header states “Please return the completed Questionnaire to the Contracting Officer identified in the letter within 3 days”.

Question: I the Government intend to provide a reference to the “3 days”? For example, “…within 3 days of receipt of this letter” or “…within 3 days of the proposal due date (17 January 2018)” or something else? The letter itself is dated August 2017.

Response: The PPQ Cover Letter and Questionnaire are to be provided to your identified POC’s to submit to the Contracting Officer. The instructions state they should

19 January 2018 complete and submit the Questionnaire within 3 days of receipt. Therefore, your POC’s should submit the Questionnaires to the Contracting Officer 3 days after they have received them from you (as the offeror). The date on the cover letter has been updated and provided in Section J of the Final RFP Amendment 02. Also, additional language has been provided on the Questionnaire for clarification.

Question 45.

Reference: Page 33 of SOW, paragraph 15.2

Solicitation Wording: This paragraph states "Contractor shall pay small business subcontractors within 15 days of receiving the subcontractor’s invoice and provide proof of payment to Contracting Officer Representative.”

Question: If a small business offeror wins one of the award, this requirement will put risk on the company's cashflow and line of credit which would result in higher costs to the government. Did the government mean for this to be applicable to small business primes or is this requirement intended to only apply to large businesses?

Response: The Government has reviewed the RFP. Yes, this requirement is applicable to both small and large business Prime contractors.

Question 46.

Question: Although the solicitation clearly states that the due date is 17 January 2018, it does not state how offerors are supposed to submit their proposals (hand deliver, NLT time, address, contact information for accepting POC, etc.). Please provide that information in a subsequent amendment.

Response: You are correct. The Final RFP did not provide the information as to how the proposals should be submitted. Section L in the Final RFP Amendment 02 will include additional proposal submission instructions.

Question 47.

There are several discrepancies between RFP Schedule b and RFP Attachment 11.

Question: Can the Government please clarify these differences to allow the offerors to accurately complete Schedule B?
