About this opportunity
The Department of the Air Force Materiel Command Research Laboratory (Air Force Research Laboratory) is seeking to establish and maintain a consortium for advanced robotics and automation technologies through the Advanced Robotics and Automation for Manufacturing & Sustainment (ARAMS) program. The primary objective is to perform research, development, testing, and evaluation (RDT&E) of dual-use robotics technologies that address critical manufacturing and sustainment challenges. Evaluation criteria will focus on the technical approach, consortium composition, and cost/price realism, with particular emphasis on the bidder's ability to develop dynamic multi-robot teaming capabilities and collaborative robotic process planning. The solicitation requires U.S. companies and Federally Funded R&D Centers (FFRDCs) to submit proposals, with a mandatory cost-sharing requirement of 10-25% depending on project initiation. The proposal submission deadline is January 17, 2025, with the government anticipating awarding a single cooperative agreement.
The contract opportunity has no specific set-aside designations and will be performed at Wright-Patterson Air Force Base in Ohio. The total estimated program cost is $87.7 million over a 5-year period, with an 87-month performance timeline that includes 84 months of technical effort and 3 months for final reporting. The consortium will be expected to work closely with the Air Force Research Laboratory to develop and mature technical solutions, with a focus on areas such as robotic mobility, multi-robot/multi-human teaming, process modeling, and advanced visualization technologies. Consortium management will be funded through project fees, with three distinct fee levels available. The program aims to foster collaboration, capture technology demand signals, and securely manage intellectual property while developing scalable robotics and automation solutions that have potential dual-use applications for both military and commercial sectors.

The objective of this effort is to establish and maintain a consortium of organizations to perform research, development, testing, and evaluation (RDT&E) to advance the state of the art in dual-use robotics and automation technologies of interest to the OAF. With the consortium established, the performer will work in close collaboration with the Air Force Research Laboratory (AFRL) to assemble best of breed teams to develop, mature, deliver, and commercialize dual-use technical solutions for robotics and automation challenges.
The proposal due date is extended to 17 Jan 2025.
Correction to the Proposal Submission Method on Page 1 of the solicitation. You do not have to use both submission methods. It should read "The Air Force requests electronic proposals be submitted using DoD SAFE, https://safe.apps.mil/, (primary method) or email (backup method) to the following addresses"
