About this opportunity
The Air Force Research Laboratory Sensors Directorate is soliciting research and technology development efforts for the Resilient Open & Agile Avionics System & Technology Development (ROAASTD) program under solicitation FA8650-23-S-1031. The procurement seeks innovative technologies to develop new techniques in system and platform resilience, agility, and open systems standards that enable rapid integration of revolutionary sensor and mission system capabilities to counter evolving global threats and maintain U.S. military advantage in contested environments. This is a two-step Broad Agency Announcement requiring offerors to first submit white papers limited to five pages, with full technical and cost proposals requested later from qualified offerors within 30 days of notification. Proposals will be evaluated based on technical approach, understanding of scope, sound technical methodology with risk mitigation, transition potential to operational capability, and cost realism. White papers are due by April 19, 2028, at 1700 hours Wright-Patterson AFB local time, with the overall performance period spanning 60 months across fiscal years 2023-2027. The solicitation is unrestricted with no set-aside designation, and foreign participation is prohibited. Small businesses are eligible and encouraged to propose, with no restrictions on the number of submissions per offeror.
The total estimated program value is $30 million, with multiple contract awards anticipated in the range of $3 million to $6 million each, distributed at approximately $6 million annually across the five-year effort. Individual award periods are planned for 12 to 24 months, with awards anticipated to be Cost Plus Fixed Fee definitive contracts, though the Air Force reserves the right to use Other Transaction agreements, grants, or cooperative agreements. The work is unclassified but may involve export-controlled technology and requires security clearances up to Top Secret/Sensitive Compartmented Information for contractor personnel. All work will be performed in the United States, with deliverables to be submitted to AFRL/RYWA at Wright-Patterson Air Force Base. Offerors must be registered with the Defense Logistics Agency and maintain a current DD Form 2345 if work involves export-controlled data, and the government requires unlimited rights in technical data developed exclusively with government funds while allowing government purpose rights for mixed-funded development.

April 08 2026 amendment updates all FAR and DFARS references to Revolutionary FAR Overhaul (RFO) and Revolutionary DFARS (R-DFARS) references. Additionally, this amendment incorporates the Gold Star Science Standards and proposal review standards.
