About this opportunity
The Department of the Navy, specifically the Naval Facilities Engineering Command (NAVFAC) Pacific, is seeking to lease administrative, warehouse, industrial, and laydown spaces near the Puget Sound Naval Shipyard in Bremerton, Washington. This Phase 2 Solicitation for Offers (SFO LI-14174) is part of the Shipyard Infrastructure Optimization Plan (SIOP) and aims to secure approximately 752,035 square feet of space across 17 different requirements to accommodate 874 government personnel. Potential offerors can submit proposals for existing spaces or build-to-suit solutions, with the option to propose one or multiple space requirements and potential co-location of spaces within 500 meters. The solicitation follows a two-phase process, with the current deadline for submitting offers set for May 26, 2025, at 11:59 PM Hawaii Standard Time, and a pre-proposal inquiry deadline of May 2, 2025. Offerors will be evaluated based on their ability to meet the detailed space specifications outlined in the Room Schedule, including requirements for square footage, occupancy, network infrastructure, and functional capabilities.
The solicitation is not set aside for any specific group and is open to all qualified offerors. The lease term is 10 years with no renewal options and includes 120-day termination rights for the government. While specific award values are not explicitly stated, the total space requirement of 752,035 square feet suggests a significant procurement opportunity. The place of performance is Bremerton, Washington, specifically near the Puget Sound Naval Shipyard. The Navy plans to make a notice of award by August 30, 2025, with lease agreements to be in place by September 30, 2025. The space requirements range from small 60 square foot data closets to large 120,000 square foot outdoor storage areas, designed to support various operational functions including executive offices, training rooms, computer labs, workshops, and industrial spaces. Offerors will need to provide detailed specifications including electrical services, loading dock capabilities, security features, and other technical requirements to meet the Navy's operational needs during the shipyard infrastructure upgrades.
