SFO LI-14174
This Amendment No. 8 to Phase 2 of SFO LI-14174 serves to incorporate the following:
Item 1: Requirement M, N, and O do require full-time personnel onsite, so the following note has been removed from these requirements in Attachment A Room schedule “This is for storage of equipment only. No production work will be performed, nor will there be full time occupancy by personnel.” A revised Attachment A Room Schedule is attached and will be uploaded to SAM.GOV as part of this Amendment.
Item 2: The following Questions and Answers to SFO LI-14174 were received and answered since Amendment 5. To see question 1-49, please reference Amendment 5.
Question Offeror Question DON Response 50 Can you provide any feedback on the offer we submitted?
We are not able to provide any feedback or discuss the submitted offer until the SFO closes. This is to ensure the solicitation process remains fair and open to all participants.
51 In reference to SFO page 7 Sect.
1.3 E states that the Navy will
conduct a security survey of the facility. Is this something we need to initiate or conduct prior to the May submittal, or is this done after award of proposal?
Offerors will not initiate the security survey;
the Navy will initiate after receipt of all offers. As stated further in Sec 1.3, "In accordance with these ISC standards, the Navy will conduct a security survey for each facility offered and determine a risk rating. The Navy will determine from that risk rating if the property is acceptable or unacceptable. Offers must receive an acceptable security risk rating from the Navy in order to be eligible for award. The security survey may take up to forty-five
(45) days following receipt of offers and must be completed prior to award."
If the outcome of the execution of the security survey results in the Navy initiating discussions with Offerors, offerors will be given the opportunity to adjust their offers as needed and submit a best and final offer.
Additionally, please ensure that you have reviewed Section 7 Security Standards of the SFO.
52 In reference to the actual lease document. Is there a fully executable lease available…I only see a 2 page document?
Does the lease have to be
Please refer to Sections 1.5 Execution, 2.1 How to Offer, 2.9 Negotiations and review the SFO, all Attachments and all terms and conditions. The Attachment C SF2 Form US reviewed/signed to include in the May submittal or does the lease documentation/terms and negotiation come after award of proposal?
Government Lease for Real Property is not required to be completed for submittal of offer(s) to this SFO but the Lease, General Provisions and all terms of the SFO must be reviewed and understood by participants prior to submitting an offer.
53 The previous Room Schedule listed Requirement K at approximately 13,945 SF of Industrial space; however, the tallied areas come closer to +/- 30,000 SF. Please provide clarity on Requirement K.
Please refer to the updated Room Schedule in Amendment 6 that reflects the correct square footage requirement.
54 The previous Room Schedule listed Requirement J at approximately 13,945 SF of Warehouse space; however, the tallied areas come closer to 14,525 SF. Please provide clarity on how the Navy is tallying areas for Requirement J.
Please refer to the updated Room Schedule in Amendment 6 that reflects the correct square footage requirement.
55 As referenced in the SFO Section 1.3, spaces shall comply with UFC 3-600-01. UFC 4-440 as well as UFC 3-600-01 (4-48) Warehouse and Storage Facilities require warehouse spaces to be provided with sprinkler systems. Will the Navy accept a non-sprinklered warehouse space that is otherwise compliant with local and State codes (IBC, IFC) and permitted as non-sprinklered spaces by the governing permitting authorities?
UFC 3-600-01 requires fire sprinkler protection for warehouses and storage facilities of size 5,000 ft2 or greater.
Further to UFC 3-600-01, warehouses and storage facilities of size less than 5,000 ft2 also require fire sprinkler protection, unless approved by a Navy Fire Protection Engineer. Such request must be detailed in your proposal for the Navy to review and determine if appropriate based on the intended use.
56 If we decided to submit the 7k square foot space (requirement E) on the 2nd floor of our building and made it secure, are we able to occupy the remaining usable space on the same floor and share the hallway and bathrooms?
Yes, this is acceptable for submitting in a proposal for Requirement E and other requirements as applicable. Please ensure all requirements of the SFO, including Section 1.3.E and Section 7 are reviewed prior to submitting a proposal. Further to Section 1.3.E of the SFO, offers received which are determined to meet the minimum requirements will be further evaluated by the Navy in accordance with the standards and guidance set by UFC 4-010-01, Change 1, 1 October 2013.
The security survey performed by the Navy will require a coordinated visit to the site.
The outcome of the survey may require additional physical security improvements to the space, through the lease or by the Navy, in order to come to an acceptable security risk rating. In the event that additional physical security improvements are required as part of the security survey performed by the Navy, the Navy may request the landlord to review and update their proposal accordingly to incorporate such physical security improvements and validate an acceptable risk rating to award a lease.
57 In 1.1 Executive summary, seems to indicate that more than one building can be offered to cover the net square footage needed as long as the room sizes can be met. My question is, as I having a zoning limit (RI) of 7,500 SF, and I can build multiple buildings on my site to meet several requirements, But, Building J has one warehouse room of 12,500 SF, and Bldg K has one room 14,000 SF, can you tell us which buildings with these large rooms can be split into different buildings.
Requirement J, the Warehouse Room line item (12,500 sq ft) can be split into 2 buildings; however, 1 of those 2 buildings must also contain the muster rooms and restrooms in the same building. The buildings must be within 500 meters, with preference for as close proximity as possible. Please note that the full square footage for Requirement J is 14,525 sq ft, as shown in the "Approx. Total Area (SF) Gross column".
Requirement K, the Industrial Space area (14,000 SF) line item cannot be split into separate buildings. All of Requirement K, except for the laydown area, must be in one building. Please note that the full square footage for Requirement K is 30,975 sq ft, as shown in the "Approx. Total Area (SF) Gross column".
Attachment A Room Schedule will be updated with the above notes.
58 What is the difference between shell rent and base rent in Table 1 of Attachment F?
Please refer to the notes in Table 1 of Attachment F. Shell Rent is a proposed rental rate in consideration of a space that is not yet ready for occupancy. Base Rent is a proposed rental rate for a space where any proposed tenant improvements are completed and the space is certified as ready for occupancy. Offerors must decide how they submit their offered rates for proposed space. Please ensure that you have reviewed Section 3.8.B. Rent Commencement.
59 What is the benefit of submitting a proposal early? Will I receive feedback or begin discussions with the Navy on a proposal submitted in advance of the solicitation closing on May 26th?
Proposals submitted early by Offerors are well received by the Navy but are not required and entirely at the Offeror’s discretion. The Navy cannot provide feedback or begin discussions on a proposal submitted until after the solicitation closes.
Prior to submitting a proposal, Offerors are encouraged to review Section 2.5 Explanation to Prospective Offerors, submit PPIs, call the RECO’s designated representatives to review questions and clarifications, and review the solicitation, all attachments, and amendments available on sam.gov in their entirety.
60 Requirements M, N, O, P, Q. If we can co-locate all these requirements in one location, will the occupancy count remain the same as listed on the room schedule?
If M, N, O, P, and Q are co-located, they will need to support a minimum of 14 full-time staff, but have the ability to flex up to 30 people to accomplish mission requirements. In addition, Requirements M, N, and O will accommodate full-time staff, so the following statement will be removed from Attachment A Room Schedule for these requirements: “This is for storage of equipment only. No production work will be performed, nor will there be full time occupancy by personnel.”
Requirements M & N. If requirements M & N are co-located do they each need a separate facility per the room schedule, or is one single building sufficient?
If M and N are co-located, only one support facility is required.
62 If one single building is sufficient for requirements M & N being co-located, does that building need to have two office/muster areas, two data
If M and N are co-located, one office/muster areas, one data closet, one breakroom, and one expressing station is all that is required; however, the office area requires 2 desks.
closets, two breakrooms, and two expressing stations?
63 What is the definition of improved surface for laydown area, ie, gravel, asphalt, or concrete?
Please refer to the notes for each laydown area (Requirements M, N, O, P, and Q) in Attachment A Room Schedule. These notes indicate the ground point load requirements for each area. Any improved surface that can withstand those loads would be acceptable.
64 Is there an acceptable slope or grade requirement for laydown areas?
Slope and grade of space offered must detail it can support the associated requirement as described in Attachment A and be in accordance with Occupational Safety and Health Administration (OSHA) regulations per Section 6.10 of the SFO.
65 Can laydown areas be co-located within a single security fenced area, considering all other requirements are met, such as parking, etc.?
Yes, laydown areas can be co-located within a single fenced area. Support capacity can be combined into one support facility with a muster/office area (containing 2 desks), a data closet, a breakroom, and an expressing area to support a minimum of 14 people and flex up to 30 people.
Please ensure proposals conform to the requirements of the solicitation, specifically Section 2.1.D.1. in Part B, Technical Data of the How to Offer section. A layout should be provided to clearly articulate how the proposed space will meet one or multiple requirements, should there be one or more requirements co-located in your offer. A layout should support clear circulation of travel for vehicles within the space offered and space proposed should not conflict with the requirements in Attachment A. With respect to laydown requirements, please ensure parking has its own dedicated area, that the proposed area will not impede/block pedestrian/vehicle traffic, and that the layout ensures proper ingress/egress for access to designated fire lanes and emergency responder access.”
66 What are the specs of perimeter security fencing in detail or by reference?
Per Section 1.3.E. of the SFO, facilities must meet the prescribed security standards and the Navy will conduct a security survey for each facility offered and determine a risk rating. At this time, it is anticipated that Unified Facilities Criteria (UFC) 4-022-03 Security Fences and Gates will be applicable. As specified in UFC 4-022-03 Security Fences and Gates, "Unless otherwise directed all security and perimeter fencing must have a minimum fence fabric height of 7 feet (2.13m), excluding the top guard. Fence height including outriggers must be a minimum of 8 feet (2.44m)."
Offerors are recommend to refer to these specifications for perimeter security fencing; however, Offerors are reminded to review Section 1.3.E. of the SFO.
67 If I submitted information for Phase I, do I have to submit a proposal for Phase 2?
Yes, please do review the detailed Requirements in the SFO and all of its attachments. If you have property that can fulfill one, some, or all of the Requirements, please do submit a proposal following the directions in Section 2.1 How to Offer.
All other terms and conditions of Phase 1 SFO LI-14174 remain unchanged.
