Real Estate Contracting Officer (RECO)
All PPIs submitted and answered by the Department of the Navy (DoN) are being made available for all interested parties to review as part of this Amendment to the SFO and posted on SAM.gov. Offeror name and contact information have not been included or shared. Since the deadline to submit PPIs has passed, this is the last Amendment that will include PPIs.
SFO LI-14174
This Amendment No. 9 to Phase 2 of SFO LI-14174 serves to incorporate the following:
Item 1: A revised Attachment A Room Schedule is attached and is uploaded to SAM.GOV as part of this Amendment. The revisions account for modifications listed in the answers to PPIs and also the following item:
- It is preferred for Requirements F and O to be together.
Item 2: Based on the changes made to Attachment A in Item 1 and that Requirement R has corrected square footage requirements, Section 1.1 Executive Summary, Paragraph A and D of SFO LI-14174 is hereby deleted in its entirety and updated as follows to this modification:
“1.1 EXECUTIVE SUMMARY:

The rentable space shall yield a net interior square footage in accordance with minimum room sizes as described in Attachment A, plus inside corridors available for use by Government for personnel, furnishings, and equipment. Unless otherwise noted, all references in this SFO to SQFT shall mean American National Standards Institute/Building Owners and Managers Association (ANSI/BOMA) SQFT.
The Navy reserves the right to award multiple leases using this Solicitation for Offers as required. The use of the space will be for Government purposes.”
“D. PARKING:
The Offeror should include parking that meets local government code requirements and/or provides a minimum of one parking space for every 1,000 SF of rentable space. Space must be able to receive daily business mail and packages during the business week. An offer will be considered stronger if it can accommodate the Government’s minimum preferred parking spaces as described in Attachment A and below:

Item 3: There is a typo regarding Attachment K in the SFO. All references to Attachment K are actually to Attachment J “General Architecture & Finishes”, except for on pages 1 and 2 of the SFO. This is also the case within the Attachment J document. The name of the file is correctly Attachment J, but page one of the document states it is Attachment K.
Attachment K is the Pre-Proposal Inquiry form.
Item 4: Please see the attachment containing the full list of 106 Questions and Answers received for this SFO. The attachment contains an additional column stating whether a question is a General Question or if it is specific to any Requirement(s), to allow potential Offerors to more easily search for information relevant to them. The 53 Questions submitted since Amendment 8 are highlighted in yellow.
All other terms and conditions of Phase 1 SFO LI-14174 remain unchanged.
Question # Requirement Offeror Question (If question is specific to a certain requirement, please indicate requirement…A, B, C, etc.).
DoN Response
33 A If Requirement A has been removed, does that mean its been fulfilled or removed as no longer needed?
Requirement A was determined to not be required as part of this Solicitation.
16 B, C, D, E Where are the build out requirements for B and C (tenant Improvement requirement); B-CD and E ?
The solicitation outlines type of space; size; what it will be used for. The solicitation also speaks to the condition requirements of the space. It is up to you as the participant to assess your property and put together a proposal that meets the minimum requirements. Detailed requirements for each space are also captured in Attachment A, the room schedule.
20 B, C, D, E The administrative spaces range in size from 77 to over 500 sqft per person. Is there a reason for such a wide variation of space requirements in the administrative areas?
The differences are due to the usage of those spaces. Some of the administrative areas are training spaces that are not sized as traditional classrooms, resulting in a larger square foot allocation per person. The space allocations are based on the intended use of the spaces and the room schedules in the SFO account for the requirements for each area. We want to encourage creativity in proposals and alternative suggestions as to how space requirements could be met.
34 B, C, D, E For an administrative building, the smallest square footage is Requirement E 7,615sf. I have several buildings that are around 3,000 square ft but it sounds like those buildings are not really worth submitting because of the size. Can you have multiple buildings for Requirement B?
Section 1.0 of the SFO lists the minimum requirements of each space, with details of each of the Requirements provided in Attachment A. Please review these minimum requirements, including the details of how spaces can be divided or combined, and if your space meets those, please do submit proposals accordingly.
5 D, E Can D & E co-locate and if so, what is the parking requirement? Please refer to Sections 1.1 EXECUTIVE SUMMARY and 2.10 EVALUATION FACTORS to review co-location in the SFO. Additionally, please refer to Attachment A to the SFO, page 12-13.
6 D, E I have 2 locations very close together. Can D & E be split into the two separate, but close, locations?
Please review please Sections 1.1 EXECUTIVE SUMMARY, 2.6 MULTIPLE OFFERS and 2.10 EVALUATION FACTORS of the SFO. Please refer to Attachment A to the SFO, page 12-13.
9 E Does requirement E have the 10' ceiling minimum? Please refer to Attachment A to the SFO, page 13.
43 E If we decided to submit the 7k square foot space (requirement E) on the 2nd floor of our building and made it secure, are we able to occupy the remaining usable space on the same floor and share the hallway and bathrooms?
Yes, this is acceptable for submitting in a proposal for Requirement E and other requirements as applicable.
Please ensure all requirements of the SFO, including Section 1.3.E and Section 7 are reviewed prior to submitting a proposal. Further to Section 1.3.E of the SFO, offers received which are determined to meet the minimum requirements will be further evaluated by the Navy in accordance with the standards and guidance set by UFC 4- 010-01, Change 1, 1 October 2013.
The security survey performed by the Navy will require a coordinated visit to the site. The outcome of the survey may require additional physical security improvements to the space, through the lease or by the Navy, in order to

Organized Pre-Proposal Inquiries (PPI) requirement, please indicate requirement…A, B, C, etc.).
DoN Response
58 F, G, H, I , J, K, L What level of detail is required in drawings to be submitted with warehouse proposals?
Please provide as much detail as possible in proposals. If the buildings are not yet constructed, provide at least a conceptual layout. Please refer to all of the information and requirements in the SFO and Attachments and ensure proposals contain enough detail to allow the Navy to discern the ability of the property to meet its needs. As stated in Section 2.1.D., offerors must show via their proposal an efficient layout, including locations of doors, etc, so the Navy may determine if the space meets its needs.
108 F, G, H, I , J, K, L Similarly, would you permit a larger warehouse building to accommodate multiple warehouse requirements, as long as they are divided by a wall? Additionally, would it be acceptable for a larger warehouse to include a shared meeting room?
Please refer to SFO Section 1.1.A. "A single Offeror may submit an offer to accommodate one or more of the 17 requirements described above and in Attachment A. The rentable space shall yield a net interior square footage in accordance with minimum room sizes as described in Attachment A, plus inside corridors available for use by Government for personnel, furnishings, and equipment." There is no need to include a dividing wall.
Please ensure proposals conform to the requirements of the solicitation, specifically Section 2.1.D.1. in Part B, Technical Data of the How to Offer section. A layout should be provided to clearly articulate how the proposed
69 G Requirement G notes that facilities for one person shall be provided including a work station and that the lessor is responsible for FF&E. What FF&E requirements are associated with this requirement?
Requirement G notes that facilities for one person shall be provided - but also has a maximum of 16 occupants. Please confirm that FF&E shall only be required for one person.
The requested FF&E for this area is one 36 SF cubical with chair and cabinets (supporting only one person), in addition to the storage racks, listed in Attachment A.
Please note that there can be up to 16 people on site and as such the number of parking slots has also been updated to request 16 slots instead of 6, as shown in the updated Attachment A.
89 G In a building with existing restrooms, where tenant improvements would not trigger accessibility upgrades to existing restrooms per IEBC Ch. 3, please confirm the Navy would not additionally require existing restrooms to be upgraded to meet current accessibility standards. This is specific to Requirement G.
Existing restrooms within a warehouse space must be accessible and would therefore undergo tenant improvements, as needed. Please refer to Attachment J: "General Architecture and Finishes" Section 1.15 "Accessibility" for direction on what needs to be made accessible in warehouses.
59 G, I, L What are the required number of doors for Requirements G, I, and L?
The Navy is not prescribing the number of doors for each area. Offerors are requested to propose efficient and effective spaces, based on the requirements in Attachment A and the configuration of their spaces being offered, whether they be one space or several co-located spaces. As stated in Section 2.1.D., offerors must show via their proposal an efficient layout, including locations of doors, etc, so the Navy may determine if the space meets its needs.
61 G, I, L We have one property with 3 buildings that could meet the requirements of Requirement G, I, and L. One building is available now and the other 2 could be available later. Should we include a separate rent proposal for each building?
Offerors should determine the best way to provide rent information for their properties. If offered buildings will be delivered at different times, but as part of one proposal, then it may make sense to generate separate rent proposals that clearly account for the differences of building availability timelines, tenant improvements, etc.

requirement, please indicate requirement…A, B, C, etc.).
DoN Response
90 G, I, L Do Requirements G, I, or L require emergency generator power for any activities?
Emergency power is requires for all critical systems serving each Requirement. Please refer to SFO Section 7.3 "Emergency Power to Critical Systems (Tenant Improvements)" to determine what systems require emergency power back-up.
The type of backup power will be determined as part of the Risk Management Process described in Section 1.3.E.
of the SFO. As stated in SFO Section 1.3E, "Facilities must meet security standards (Facilities Security Level II) as required by UFC 4-010-01, Change 1, 1 October 2013 which states the security standards established by the Department of Homeland Security’s Interagency Security Committee (ISC) in The Risk Management Process for Federal Facilities shall apply to all off-installation leased space managed by the DoD.
Regarding this SFO, it is anticipated that in accordance with ISC standards, the Navy will conduct a security survey for each facility offered and determine a risk rating. The Navy will determine from that risk rating if the property is acceptable or unacceptable. Offers must receive an acceptable security risk rating from the Navy in order to be eligible for award. The security survey may take up to forty-five (45) days following receipt of offers and must be completed prior to award."
If the outcome of the execution of the security survey results in the Navy determining a site requires a Medium or High LOP, the Navy may initiate discussions with offerors, and offerors may be given the opportunity to adjust their offers as needed and submit a best and final offer.
101 G, I, L Please clarify if Requirement G, I & L will need to be heated and cooled on top of ventilation requirements.
Requirement G must be maintained between 68 and 72 degrees. Requirements I and L must be kept above 50 degrees. Attachment A has been updated to reflect this.
102 G, I, L Please specify the forklift style to be used in Requirement G, I & L.
The Government will use anything between a 3T and 17T forklift.
104 G, I, L Please confirm that the internet connection requirements for G, I & L must have a minimum speed of 1 GPS and upload speed of 50Mbps.
Yes these minimum speeds are correct. Please refer to SFO Section 4.1.3 for all internet requirements.
106 G, I, L Are there any specific configuration styles of pallet racking that can not be used in warehouse G, I & L?
Please use best judgement based on building type / size to optimize racks. 12’ tall racking is currently used by the Government to forego fire suppression system installation into racking systems. The Government is not opposed to using taller racking systems with fire protection installed.

1 General The below language is saying anybody even people who did not submit anything for phase 1 can submit a proposal for phase 2, correct? "Phase 2 of SFO LI-14174 allows offerors (those who submitted for Phase 1 and any new offerors)"
You are correct, participation in Phase 1 was not required for participation in Phase 2. We welcome any and all who are interested in this opportunity to lease with the Navy and submit a formal proposal in accordance with the instructions in the SFO.
2 General The SFO (attachment A) notes that the requirement is for a 10-year firm term that can be terminated at any point with a 120 days’ notice. Attachment F says that the lease is only firm for a year before termination rights kick in.
Please refer to the language in Attachment F. An amendment to the SFO will completed shortly to clarify the language in Section 1.4 of the SFO.
3 General With this being the second phase of the SFO, is there an additional document that we fill out for questions or just use the one that was in Phase 1?
Yes, we have a form available within the solicitation on sam.gov:
https://sam.gov/opp/f7ed37964d50488887655a67b97289ea/view
Attachment K to the SFO is the Pre-Proposal Inquiry (PPI) Form for review and use. You can email questions to us as well but if there a lot of questions, the PPI Form will help us track and ensure we respond to each question.
4 General What is the target occupancy date? Is it October 1? I ask as it relates it existing facilities versus new construction. Unless someone is well under way on construction as of today, if the navy requires occupancy by October 1, you'll be limited to existing buildings only.
To answer your question, please review Sections 1.6 Occupancy Date and 2.10 Evaluation Factors. Section 1.6 will be amended to refer to Section 2.10 Evaluation Factors due to a typo. Please also review Section 2.11 Award.
https://sam.gov/opp/f7ed37964d50488887655a67b97289ea/view
7 General Is there any adjustment to the 120 day cancellation clause? Please refer to Section 1.4 Lease Term in the SFO and Attachment F, Section IV to the SFO. If an offeror is seeking an alternative to the cancellation clause described in the SFO and attachments, please submit a formal request to the POCs identified at the top of this Amendment No. 3.
10 General Is it possible to submit a question a head of time to be answered/addressed at the Teams Meeting next Wednesday?
Yes, you can submit questions ahead of the Teams Meeting. There will also be the opportunity during the meeting to ask questions if you prefer.
11 General Are these spaces for relocated employees or to house new additions to PSNS operations?
The subject SFO is a new leasing requirement and an opportunity for interested parties to submit offers to lease with the US Navy.
12 General In the event the lease is terminated early, what about costs/charges for early termination?
Please refer to Section 1.4 Lease Term in the SFO and Attachment F, Section IV to the SFO.

13 General Is there willingness to remove the 120 days' termination clause completely?
As a matter of policy, the Navy is required to include a right to cancel clause in lease agreements, as mandated by the Secretary of the Navy. We strongly encourage you to review the solicitation, particularly Attachment F:
Proposal to Lease Space, Item 25, which addresses potential costs associated with the early termination of a lease.
14 General It is our understanding that this would be a temporary real estate solution before the Navy relocates operations back to base post-renovation, is that correct?
That is correct.
15 General How will participants be able to view the recording in the future?
Many interested parties who are unable to be here today, would like to see the transcription and discussion from today.
We will confirm with Legal and distribute the video, if possible.
17 General If we submit a proposal for one of our properties that is available, but we lease it afterwards prior to the May proposal submission deadline, do we just have to notify you?
Please make your offer available until award is made. However, understanding the nature of commercial real estate, if you do continue to market the property and it becomes unavailable, please do notify the DON as soon as possible.
18 General Is the intent to be able to terminate the lease with a 120 day notice anytime after year 1 of the lease?
The US government and the Navy must include termination rights in our leases. This is a matter of policy by the Secretary of the Navy.
Please review Attachment F Proposal to Lease Space form, as it touches on termination rights in item number 25.
If you submit a proposal, be sure to thoroughly consider and account for termination costs as well. Regarding financing, talk to your financial institution, as they can help assess your situation and help you generate a proposal that would take into account this termination clause requirement.
19 General If Landlord's spend X dollars on improvements and the Navy reimburses landlord with a balloon payment at improvements completion, then the Navy terminates prior to their lease expiration in 10 years. Is Navy looking to be reimbursed for a portion of their balloon payment (amortized on what term they won't occupy)?
This can vary by situation, but here are some general guidelines. If the Navy pays a lump sum for improvements upon occupying the space and then terminates later, the Navy will most likely not seek reimbursement for this payment. In the case where improvement reimbursement is amortized through the term of the lease, the lessor will have to provide documented evidence of real costs associated with the termination, including the accrued costs of improvements, for the Navy's consideration of what will be paid as part of the lease termination.
21 General Given the nature of tenant improvements, after award is made, it is possible that it could take a year before a space is available. Are you considering that?
The Navy understands that it could take a year for a space to be made available, depending on the amount of work needing to be done in a space. That is why the solicitation does not have a specific date that we are seeking beneficial occupancy. We strongly encourage everyone to review the Evaluation Factors listed in the SFO and have that guide your proposal strategy.

22 General What is the Navy's current timeline to move back? Is it 10 years or could it be earlier?
Unfortunately we are not able to answer that question specifically. We have been tasked to solicit for leases up to 10 years at this time.
24 General Regarding the 45 day window to be under contract and moving forward with permits, Kitsap County is under a permit backlog.
Can you confirm is the 45 days starts from the contractual date?
We are planning to make notice of award by 30 August and have lease agreements in place by 30 September.
Nowhere in that timeline, do we require the start of permits or associated work. Once lease is signed, is when the timeline would start; however, the Navy is not prescribing a timeline. We are looking for Offerors to submit in their proposals their anticipated timeline to get all work completed.
25 General How will leases be paid? Annually? Monthly? Leases will be paid monthly and in arrears.
26 General Regarding the price per square foot that we submit in our offer, will PSNS come back to us and negotiate?
As we receive proposals, we will evaluate for them for factors including price and move those along that fall in the competitive range. We may follow up and have some discussions to seek clarification and we might go back and ask for a best and final offer with respect to any clarifications. There is also the possibility that we award the lease without any discussion. When the lease is awarded and signed, the rent is confirmed as stated.
The tenants themselves will not have the authority to request changes for rent or price or anything to the facility.
NAVFAC real estate, our office, as the contracting officers, would talk with the landlord if there ever needed to be changes or alterations or anything with consideration to the terms of the lease.
What you put in your proposal for the 10 year lease term, if awarded, that would be the rent for the lease.
27 General Since this is a 10 year lease, can I make the assumptions that that is adjusted for as time goes by?
We fully encourage you to propose whatever rental rates that you're interested in and if that includes different rates annually based on an escalation, please include that.
28 General Will the Navy tenant participate in the TI design to ensure their interests are satisfied?
There will be a high level of participation from all the necessary stakeholders on the Navy side and our users to make sure that if anything is awarded, it aligns with user requirements.
29 General Are you going to look at HUD Zone, Women Owned, Veteran Owned businesses, etc as a priority?
This solicitation does not prioritize HUD Zone, Women or Veteran Owned businesses.
31 General On the attachment F, page 2, Section III- Some leases are NNN and some are Gross. Are you wanting all of your leases at a Gross amount for each year?
Please refer to Section 1.1.C. UTILITIES, MAINTENANCE & SERVICES and 5 UTILITIES, MAINTENANCE & SERVICES of the SFO. Please ensure the requirements of the SFO are reviewed prior to completion of Attachment F along with its Table 1 per Item 18.
32 General When is the deadline for responding? The due date for submitting offers is 26 May 2025 at 11:59pm HST. Please be sure to review the Solicitation for Offers document and attachments for this and other details about this SFO.

35 General How do we complete Section 12 of the GSA FORM 3518 (Attachment E of SFO LI-14174)?
This section is related to being registered in the System for Award Management (SAM) itself and receiving a unique entity ID. You can initiate this by traveling to the https://sam.gov/ website and selecting ‘Get Started’.
Offerors that are awarded a contract will have their SAM unique identifier information cited on the contract which then allows for electronic funds transfer (EFT) rent payments to be successfully processed with the Defense Finance & Accounting Service (DFAS). The website also has helpful tools for this. We recommend viewing the https://sam.gov/entity-registration page for getting started with registration, which includes a checklist.
37 General Can you provide any feedback on the offer we submitted? We are not able to provide any feedback or discuss the submitted offer until the SFO closes. This is to ensure the solicitation process remains fair and open to all participants.
38 General In reference to SFO page 7 Sect. 1.3 E states that the Navy will conduct a security survey of the facility. Is this something we need to initiate or conduct prior to the May submittal, or is this done after award of proposal?
Offerors will not initiate the security survey; the Navy will initiate after receipt of all offers. As stated further in Sec 1.3, "In accordance with these ISC standards, the Navy will conduct a security survey for each facility offered and determine a risk rating. The Navy will determine from that risk rating if the property is acceptable or unacceptable. Offers must receive an acceptable security risk rating from the Navy in order to be eligible for award. The security survey may take up to forty-five (45) days following receipt of offers and must be completed prior to award."
If the outcome of the execution of the security survey results in the Navy initiating discussions with offerors, offerors will be given the opportunity to adjust their offers as needed and submit a best and final offer.
Additionally, please ensure that you have reviewed Section 7 Security Standards of the SFO.
39 General In reference to the actual lease document. Is there a fully executable lease available…I only see a 2 page document? Does the lease have to be reviewed/signed to include in the May submittal or does the lease documentation/terms and negotiation come after award of proposal?
Please refer to Sections 1.5 Execution, 2.1 How to Offer, 2.9 Negotiations and review the SFO, all Attachments and all terms and conditions. The Attachment C SF2 Form US Government Lease for Real Property is not required to be completed for submittal of offer(s) to this SFO but the Lease, General Provisions and all terms of the SFO must be reviewed and understood by participants prior to submitting an offer.
42 General As referenced in the SFO Section 1.3, spaces shall comply with UFC 3-600-01. UFC 4-440 as well as UFC 3-600-01 (4-48) Warehouse and Storage Facilities require warehouse spaces to be provided with sprinkler systems. Will the Navy accept a non-sprinklered warehouse space that is otherwise compliant with local and State codes (IBC, IFC) and permitted as non-sprinklered spaces by the governing permitting authorities?
UFC 3-600-01 requires fire sprinkler protection for warehouses and storage facilities of size 5,000 ft2 or greater.
Further to UFC 3-600-01, warehouses and storage facilities of size less than 5,000 ft2 also require fire sprinkler protection, unless approved by a Navy Fire Protection Engineer. Such request must be detailed in your proposal for the Navy to review and determine if appropriate based on the intended use.

45 General What is the difference between shell rent and base rent in Table 1 of Attachment F?
Please refer to the notes in Table 1 of Attachment F. Shell Rent is a proposed rental rate in consideration of a space that is not yet ready for occupancy. Base Rent is a proposed rental rate for a space where any proposed tenant improvements are completed and the space is certified as ready for occupancy. Offerors must decide how they submit their offered rates for proposed space. Please ensure that you have reviewed Section 3.8.B. Rent Commencement.
46 General What is the benefit of submitting a proposal early? Will I receive feedback or begin discussions with the Navy on a proposal submitted in advance of the solicitation closing on May 26th?
Proposals submitted early by Offerors are well received by the Navy but are not required and entirely at the Offeror’s discretion. The Navy cannot provide feedback or begin discussions on a proposal submitted until after the solicitation closes.
Prior to submitting a proposal, Offerors are encouraged to review Section 2.5 Explanation to Prospective Offerors, submit PPIs, call the RECO’s designated representatives to review questions and clarifications, and review the solicitation, all attachments, and amendments available on sam.gov in their entirety.
54 General If I submitted information for Phase I, do I have to submit a proposal for Phase 2?
Yes, please do review the detailed Requirements in the SFO and all of its attachments. If you have property that can fulfill one, some, or all of the Requirements, please do submit a proposal following the directions in Section
2.1 How to Offer.
57 General Is there allowance in the lease documents for any kind of economic price adjustments, i.e. the cost of construction materials increases, resulting in a subsequent increase in the amount of rent charged?
This is not something currently accounted for in the lease documents. As offerors submit proposals, they should provide their best estimates of rent in accordance with SFO Section 2.1.C.7. During lease execution, if the economic outlook changes, impacting the amount to be charged for rent, the lessor must provide a formal request for approval to the Real Estate Contracting Officer (RECO), along with supporting evidence, validating the need for rent adjustments.
60 General Please provide info on what internet provider the Navy would like to use.
The Navy does not require a specific internet provider. Please refer to SFO Section 4.13 for additional details regarding internet requirements.
62 General What is shell rent? Please refer to the notes in Table 1 of Attachment F. Shell Rent is a proposed rental rate in consideration of a space that is not yet ready for occupancy. Base Rent is a proposed rental rate for a space where any proposed tenant improvements are completed and the space is certified as ready for occupancy. Offerors must decide how they submit their offered rates for proposed space. Please be sure to review Section 3.8.B. Rent Commencement.
63 General Taxes in the state of Washington have been on the increase, indicating that taxes in 10 years may be higher than taxes now.
How do we account for potential tax rate changes in rent estimations?
Please provide a best estimate on taxes and the impact on the rent in submitted proposals in accordance with SFO Section 2.1.C.7. As stated above regarding the impact of economic changes on rent, should there be significant increases (or decreases) to tax rates impacting rent, the lessor will have to make a formal request for approval to the RECO to make changes to rent payment amounts.

64 General Different or no temperature requirements are listed across areas.
For those that do not have specific requirements, do they need to stay in the tolerances listed?
Attachment A has been updated to reflect temperature requirements for Workshops and Warehouses (F, G, H, I, J, K, and L). Administrative areas (Requirement A-E) and administrative areas within the workshop and warehouse requirements must maintain the temperature requirements as stated in Section 4.8 of the SFO.
65 General Janitorial services seem to be required on a weekly schedule, but would that still be required for an area such as a warehouse that is not occupied very often?
Section 5.4 of the SFO describes the level of janitorial services intended to be performed; however, they can be tailored as appropriate for each area type, as long as cleanliness is maintained. In proposals, please describe details of the janitorial services that will be provided, including differences due to the type of space being addressed, and be sure to include the associated costs as part of the rent per Attachment F Proposal to Lease Space.
66 General Will a security assessment be done on all offers? The Navy will initiate the security survey after receipt of all offers. As stated in Sec 1.3, "In accordance with these ISC standards, the Navy will conduct a security survey for each facility offered and determine a risk rating.
The Navy will determine from that risk rating if the property is acceptable or unacceptable. Offers must receive an acceptable security risk rating from the Navy in order to be eligible for award. The security survey may take up to forty-five (45) days following receipt of offers and must be completed prior to award."
67 General Will the Navy consider the offerors' team when assessing the feasibility of submitted proposals, i.e. if the offeror has on their team someone with DoD experience, will that make that offer more attractive for award?
DoD experience of an offeror/offeror's team is not an evaluation factor for proposals. However, having a strong team with knowledge of DoD policies, etc could make for a stronger proposal in that the level of assessment performed in putting together the proposal, may be more in line with effectively and efficiently meeting Navy requirements.
68 General How does the Navy define FF&E? What is to be included within that scope?
In Paragraph 1.1.B, item #4, FF&E is defined as furniture, fixtures, and equipment. "All offers for space requirements shall be inclusive of furniture, fixtures and equipment (FF&E) as required by Attachment A or as appropriate to offer a conducive space for Government occupancy."
Per Unified Facilities Guide Specifications-12 (UFGS-12) Part 1, paragraph 1.3 "The Furnishings, Fixtures, and Equipment Package may include, but is not limited to; systems and modular furniture, workstations, desks, seating, storage, filing, visual display items, accessories, artwork, command graphics, training and conference furniture, soft window treatments (draperies, valances, and cornices), shop equipment, fitness equipment, Child Development Center furniture, appliances, portable weapons cabinets, dorm and quarters furnishings and other miscellaneous items to support facility functions."
Attachment A states for each requirement that "Government requires FF&E to be provided by Lessor." This has been changed to state "Government prefers FF&E to be provided by Lessor."

86 General Will security clearances be required for support personnel to go onto the leased facilities?
Support personnel (i.e. janitorial services, utility maintenance personnel) will not be required to procure security clearances; however, the Government reserves the right to verify identities of personnel with routine access to government spaces. Please reference SFO Section 7.8 Identity Verification of Personnel to understand the checks Offeror personnel and contractors must complete.
88 General SFO Section 7.3 notes emergency power required at listed critical systems such as lighting, fire detection systems. Is this section requirement to ensure emergency egress and thus battery back-up acceptable? (And no emergency generator required).
Backup power requirements will be driven by the Level of Protection (LOP) determined as part of the Risk Management Process described in Section 1.3.E. of the SFO. As stated in SFO Section 1.3E, "Facilities must meet security standards (Facilities Security Level II) as required by UFC 4-010-01, Change 1, 1 October 2013 which states the security standards established by the Department of Homeland Security’s Interagency Security Committee (ISC) in The Risk Management Process for Federal Facilities shall apply to all off-installation leased space managed by the DoD."
Regarding this SFO, it is anticipated that in accordance with ISC standards, the Navy will conduct a security survey for each facility offered and determine a risk rating. The Navy will determine from that risk rating if the 96 General Attachment D, Section 52 incorporates FAR 52.204-21 (Basic
Safeguarding of Covered Contractor Information Systems). Are Offerors expected to obtain CMMC Level 2 certification and/or to self-assess their CMMC Level 1 compliance?
Offerors will not be expected to obtain or self-assess CMMC compliance.
97 General Since the Solicitation requires Offerors to complete Attachment E with Small Business Program representations, will the Government give preference to or otherwise consider the fact that an Offeror is a small business concern, an SBA 8(a) small disadvantaged business, or a HUBZone small business concern?
This solicitation does not give preference to businesses that represent any of the Small Business Program concerns.
103 General Are you expecting a completed Attachment H (Form 12000 Prelease Fire Protection and Life Safety Evaluation), if the buildings have not been built?
There is no need to complete Attachment H if the building has not been built. As per SFO Section 2.1.D, please provide as much detail as possible regarding the technical details of the property, including how fire protection and life safety will be accounted in the construction of the building.

109 General In our proposal, will the construction of the buildings, warehouses, and laydown yards be classified as tenant improvements? If so, what portion of these costs is eligible for reimbursement at the time lease signing or tenant occupancy?
Tenant Improvements capture alterations or modifications to a space or construction of space by an Offeror that are necessary to meeting the Government’s minimum requirements for the space as described in the SFO. Per SFO Attachment F, Item 11, Table 1 Space Offered and Rates; Offerors can determine the estimated cost for tenant improvements necessary for their space offered to meet the Government’s requirements, provided that supporting documentation as described in the SFO is provided to justify such cost. Offerors can further choose to submit proposed costs for tenant improvements as one-time, lump payment upon completion of the work, for the cost to be amortized over a period of the lease term, or for both options to be considered in their proposal.
70 H Please confirm the FF&E needs for Requirement H. What is expected for the office / muster area? Are there any FF&E needs for the Work Shop? FF&E for the break room is understood.
The requested FF&E is:
- Office/muster area: Four 36 SF cubicals with chairs and cabinets, and a conference table and chairs, in addition to what is listed in Attachment A.
- Workshop: Storage racks, as listed in Attachment A
The number of personnel allocated to this area is only 20 total people. This, along with the number of parking spaces is corrected to be 20 in the updated Attachment A.
23 I Some of the warehouse requirements do not list a restroom requirement. Is it safe to assume that you will want to group those requirements with other buildings that have a restroom requirement? Requirement I is what I'm looking at.
The room schedule outlines which spaces require a restroom, and these restrooms must be up to code. Restroom space should be provided for all areas in accordance with applicable building codes and ordinances, unless otherwise specified in Attachment A: Room Schedule.
71 I Requirement I notes that the warehouse space will have no full time occupancy but additionally notes that the lessor is to provide FF&E. Please confirm any FF&E for Requirement I.
Outside of the storage racks and sink listed in Attachment A, no other FF&E is requested.
105 I Are you able to provide the current design being used for the pallet racking in Requirement I? Specifically, the style of roll back racks?
The following links illustrate the types of racking system used/desried. The specific make and model to be used in leased spaces will be determined by the lessor.

41 J The previous Room Schedule listed Requirement J at approximately 13,945 SF of Warehouse space; however, the tallied areas come closer to 14,525 SF. Please provide clarity on how the Navy is tallying areas for Requirement J.
Please refer to the updated Room Schedule in Amendment 6 that reflects the correct square footage requirement.
Thank you for identifying this.
72 J Please confirm the FF&E needs for Requirement J. What is expected for the office / muster area? Are there any FF&E needs for the Work Shop? FF&E for the break room and expression station are understood.
The requested FF&E is:
- Office/muster area: Two 36 SF cubicals with chairs and cabinets, and a conference table and chairs, in addition to what is listed in Attachment A.
- Workshop: Storage racks, as listed in Attachment A. The Navy will provide remaining FF&E for the workshop
44 J, K In 1.1 Executive summary, seems to indicate that more than one building can be offered to cover the net square footage needed as long as the room sizes can be met. My question is, as I having a zoning limit (RI) of 7,500 SF, and I can build multiple buildings on my site to meet several requirements, But, Building J has one warehouse room of 12,500 SF, and Bldg K has one room 14,000 SF, can you tell us which buildings with these large rooms can be split into different buildings.
Requirement J, the Warehouse Room line item (12,500 sq ft) can be split into 2 buildings; however, 1 of those 2 buildings must also contain the muster rooms and restrooms in the same building. The buildings must be within 500 meters, with preference for as close proximity as possible. Please note that the full square footage for Requirement J is 14,525 sq ft, as shown in the "Approx. Total Area (SF) Gross column".
Requirement K, the Industrial Space area (14,000 SF) line item cannot be split into separate buildings. All of Requirement K, except for the laydown area, must be in one building. Please note that the full square footage for Requirement K is 26,975 sq ft, as shown in the "Approx. Total Area (SF) Gross column".
Attachment A Room Schedule will be updated with the above notes.
40 K The previous Room Schedule listed Requirement K at approximately 13,945 SF of Industrial space; however, the tallied areas come closer to +/- 30,000 SF. Please provide clarity on Requirement K.
Please refer to the updated Room Schedule in Amendment 6 that reflects the correct square footage requirement.
Thank you for identifying this.
73 K Please provide additional information or specification of the Lessor-provided paint and blast booths per Requirement K.
Please confirm the FF&E needs for Requirement K: interior applied instruction, training classroom, break/locker room/muster area.
The requested FF&E is:
- Paint and Blast Booth/Interior Applied Instruction: No additional requests other than what is already listed in Attachment A.
- Training Classroom: tables and chairs to support 20 people, a podium, one 36 SF cubical with chairs, in addition to what is listed in Attachment A.
- Break/Locker/Muster Area: Table and chairs for 8 people, in addition to what is listed in Attachment A.
- Please note that the FF&E notes in the Flam Locker line item were incorrect and have been removed in the updated Attachment A.

75 L Requirement L notes that the warehouse space will have no full time occupancy but additionally notes that the lessor is to provide FF&E. Please confirm any FF&E for Requirement L.
Outside of the storage racks, listed in Attachment A, no other FF&E is requested.
99 L, O, P, Q If Requirements O, P, & Q are co-located, will the Government require a total of 6 dedicated parking spaces or 18? If Requirement L is co-located with any of O, P, or Q, will 6 dedicated spaces be needed for Requirement L in addition to the 6 parking spaces for the laydown space?
If Requirements O, P, and Q are combined, 10 dedicated parking spots with room for 2 18-wheeler trucks are needed. If L is included, please include the requested 6 parking spots for a total of 16 parking spots and the 2 truck parking spots.
48 M, N Requirements M & N. If requirements M & N are co-located do they each need a separate facility per the room schedule, or is one single building sufficient.
If M and N are co-located, only one support facility is required.
49 M, N If one single building is sufficient for requirements M & N being co-located, does that building need to have two office/muster areas, two data closets, two breakrooms, and two expressing stations?
If M and N are co-located, one office/muster areas, one data closet, one breakroom, and one expressing station is all that is required; however, the office area requires 2 desks.
56 M, N, O We note the change to Requirements M, N, and O for full time personnel, but there is not mention of a facility needed in O other than the portable handwashing station.
Does this indicate that O needs water/sewer?
Or, does this indicate that O needs to co-locate with M or N, which have the staff location requirement clearly outlined?
Or, neither of the above?
As stated in Attachment A Room Schedule, for Requirement O the government will provide the portable restroom and handwashing station, so there is no need for the lessor to provide water/sewer if that Requirement is not co-located with any of the other areas. The portable restroom and handwashing station come with their own water and waste containment.
8 M, N, O, P, Q Does the Laydown yard have any other requirement other then the fence? Lighting? I can accommodate 3 of the 5 at one location.
Can those be separated out?

For example, can the cost for adding gravel or pavement to a property proposed for lease be accounted for in tenant improvements via a one-time lump sum payment or through amortization?
Tenant Improvements capture alterations or modifications to a space by an Offeror that are necessary to meeting the Government’s minimum requirements for the space as described in the SFO. Per SFO Attachment F, Item 11, Table 1 Space Offered and Rates; Offerors can determine the estimated cost for tenant improvements necessary for their space offered to meet the Government’s requirements, provided that supporting…
