About this opportunity

The Federal Aviation Administration (FAA) is soliciting proposals for multiple Blanket Purchase Agreements (BPAs) to acquire miscellaneous electrical, electronic, and mechanical/industrial products supporting National Airspace System (NAS) equipment maintenance, repair, and overhaul activities, as well as Environmental, Occupational, Safety and Health (EOSH) program requirements. The procurement falls under NAICS code 335999 with a business size standard of 600 employees and will utilize full-and-open competition without any set-aside designation. Vendors must provide proof of a web-based commercial catalog containing products within the specified categories, including detailed stock availability, lead times, and pricing information with search capabilities by item description, part number, and manufacturer. The evaluation will focus on responsiveness and best value, with awards anticipated for responsible offerors who can demonstrate they possess the required web-based commercial catalog capabilities. The original proposal deadline has been extended twice, with the current submission deadline set for October 30, 2025, at 2:00 PM Central Time, with all proposals due via email only to the designated contracting officer.

This procurement does not utilize any small business set-aside and no current incumbents are identified in the solicitation materials. The BPA structure includes a total purchase limitation of $5,000,000 over a five-year performance period, with individual call orders limited to $10,000 per transaction. The FAA anticipates awarding BPAs to multiple vendors who can provide firm fixed-price arrangements across three main product categories: Electronic (27 Federal Supply Classes), Electrical (22 Federal Supply Classes), and Mechanical/Industrial (47 Federal Supply Classes). Performance will be administered by the AAQ710-AFN Logistics Center Acquisition team located in Oklahoma City, Oklahoma, with authorized users including 37 FAA employees across three routing codes who will place orders through the contractors' web-based systems. The contractor must support three shipping priority levels ranging from 24-hour overnight delivery to 8-calendar day ground shipping, and all offerors must maintain current registration in the System for Award Management (SAM) database throughout the contract performance period.
