About this opportunity

The Federal Aviation Administration (FAA), Franchise Acquisition Services, is issuing a Sources Sought for a competitive prototype under Other Transaction Authority for a Voice Switch Headset and Handset System, with responses due November 20, 2026. The notice's Set Aside line reads "No Set-Aside Used," and it solicits statements of interest from large businesses, small businesses, service-disabled veteran-owned small businesses, and 8(a) certified firms. The prototype carries a follow-on path: the draft MOA template reserves the right to award a non-competitive follow-on production contract to the successful prototype participant upon completion of prototype milestones. This is a market survey, not a request for proposals, and the FAA will not pay for response costs.

The vendor must design and deliver a system composed primarily of commercial-off-the-shelf and non-developmental item hardware and software, modified as necessary to meet FAA-P-3015A, for use by air traffic control specialists in National Airspace System and Department of Defense facilities within and outside the continental United States. The FAA contributes laboratory facilities at the Mike Monroney Aeronautical Center and the William J. Hughes Technical Center. The specification sets a 115 dBA SPL continuous output limit, a minimum MOS-LQOn score of 3.8, a Mean Time Between Failures of 20,000 hours, and a Mean Time to Repair of 10 minutes. Phase 1 screens for NDAA Section 889 telecommunications compliance. Testing includes First Article Test and Evaluation and NAS Integration Test and Evaluation, and the vendor delivers FA T&E plans and reports. The vendor provides a standard aviation headset warranty at no additional charge, with 24-hour (Priority 1), 48-hour (Priority 2), and 30-calendar-day (Priority 5) replacement response times. Government Purpose Rights apply to data developed under the MOA, and new intellectual property belongs to the non-federal party.

Responses are capped at 8 pages, including the cover letter, must exclude marketing materials, and must be emailed to Jason.M.Perry@faa.gov with the company's SAM.gov UEI and representative contact information. Mark business-sensitive content "Proprietary Information." The Program Office will contact interested vendors after the notice closes to coordinate the MOA. The notice states no quantity, period of performance, award value, or incumbent.
