About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center is procuring Aircraft Battle Damage Repair (ABDR) Trailers through solicitation FA8100-25-R-B007, seeking specialized mobile repair platforms capable of supporting rapid aircraft repairs in harsh environments at overseas locations. The trailers must contain comprehensive non-hazardous tooling and equipment, follow the configuration design of existing ABDR Tool Trailers at Wright Patterson AFB, and be capable of long-term sustainment in extreme weather conditions ranging from -25 to +132 degrees Fahrenheit. Contractors must meet stringent requirements including maximum dimensions of 98" height, 88" width, and 176" length, with a gross vehicle weight limit of 8,500 pounds, and complete ATTLA certification for military airlift capability. The evaluation will be conducted using a tradeoff source selection procedure based on three primary factors: Technical (including ATTLA certification, first article testing, and exceeding SOW requirements), Past Performance, and Price. The proposal submission deadline is June 25, 2025, at 4:00 PM Central Standard Time, with a 120-day delivery schedule required after order receipt.
This procurement is designated as a 100% 8(a) Small Business Set-aside under NAICS code 336214 (Travel Trailer and Camper Manufacturing), making large businesses ineligible for award consideration. The contract structure is a Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) arrangement with a base ordering period from 2025-2030 and an optional extension through 2035, representing a maximum contract length of ten years. The government estimates procurement of up to 83 trailers total, with delivery quantities ranging from 1-9 trailers per location across multiple overseas Air Force bases including installations in Japan (Yokota, Kadena, Misawa), Guam (Andersen), Diego Garcia, South Korea (Osan), and Luxembourg (Sanem). Production requirements include an initial first article followed by an estimated delivery rate of 2 trailers per month, with the first 64 delivery locations specified by the government and an additional 19 locations to be identified later. Performance will primarily occur at contractor facilities with final delivery to the designated overseas military installations.
