About this file
This document is a Questions and Answers (Q&A) spreadsheet for the ABDR Trailer contract (Solicitation FA8100-25-R-B007) issued by the Department of the Air Force Materiel Command. The Q&A covers technical specifications and requirements for Aircraft Battle Damage Repair (ABDR) Trailers, addressing vendor inquiries about design, manufacturing, and testing parameters. Key technical details include trailer weight specifications (8,500 lbs gross vehicle weight), axle weight limits, exterior painting requirements, and mandatory testing standards covering vibration, shock, acceleration, climatic conditions, and environmental exposures.
The Q&A provides clarification on several critical aspects of the trailer procurement, including CAD blueprint preferences, air compressor connection specifications, first article certification processes, and shipping requirements. Notably, the government confirmed ATTLA certification is required prior to shipping, external air connection is acceptable, and paint is the preferred exterior coating. The contract aims to produce mobile, self-sustained tool trailers capable of supporting rapid aircraft repairs in diverse operational environments, with trailers to be deployed across multiple overseas locations. The contract will have an initial ordering period with potential extensions up to ten years.

| ABDR Trailer Questions & Answers #2 (13 Jun 2025) | ||
| Number | Question | Government Answer |
| 1 | Do the blueprints need to be CAD drawings? | Preferred, also would like to obtain paper drawings |
| 2 | Does the air compressor need to be provided for the 50’ hose reels? Or does the unit need an external connection for air? | External connection to test air supply |
| 3 | If air does need to be provided is a Nitrogen bottle with regulator sufficient? | Preferred common air compressor source |
| 4 | Is there an exterior material coating requirement to sustain conditions listed in 1.3.6? (i.e. powder coating, anodizing, or paint) | Paint |
| 5 | SOW 1.3.9 - What is the maximum weight requirement for the work surface? | 500 pounds |
| 6 | Overseas shipment – Is US Flag Service a requirement? | Not a requirement, up to vendor concerning transport |
| 7 | In Attachment 6, Section 3.2.3 it outlines the requirements for the ATTLA Certification and First Article. However, there is no mention of how the ATTLA certification will be achieved. The First Article is shown to be shipping to Yokota, Japan. Is this where the ATTLA inspection and certification will occur? Or will that happen at the factory, or another location? | The first article will not ship to Japan. To be consumed during Government testing. Universal Data Sheet excel under the following tabs applicable to this acquisition: Instructions for Airlift Certification, General Info, Trailer Type 1, Trailer Type 2, |
and Pictures/Drawings in accordance with SOW section 1.3.1 thru 1.6.2.
| 8 | Is the ATTLA certification required prior to shipping the First Article? If so, can we extend required delivery time from 120 days on the First Article, but keep it at 120 days for subsequent deliveries? | Yes on Certification. No on Extension |
| 9 | Does the 120 days include delivery OCONUS to final destination, or just the completion of the products and shipment to the final destination has begun? | Completion of the products and shipment to the destination has begun. |
| 10 | For the Pricing justifications are you looking for comparisons between MSRP items and the proposed pricing to the Government for this particular contract? | Reference Attachment 6, Instructions to Offerors, and Attachment 7, Evaluation Factors of Award, regarding information to provide and how evaluated. |
| 11 | Paragraph 1.3.1.7 defines the Maximum weight for Air Transport (Gross Vehicle Weight) 8,500 lbs. (requires sleeper shoring). To expand, this is the combined weight of the trailer with tools/equipment loaded. | Correct |
| 12 | Paragraph 1.3.1.8 and 1.3.1.9 define Axle Limits: Front – 3,160 lbs. (requires sleeper shoring), and Axle Limits: Rear – 5,710 lbs. (requires sleeper shoring). That is a combined weight of 8,870lbs. With a GVW of 8,500 lbs., SAE-8090, defines axle weight for type II trailer (based on 65/35% load) as Front Axle weight - 2,975 lbs., and the rear Axle weight - 5,525 lbs., both + 5 percent. Did we miss something? | Correct |
| 13 | What test methods within MIL-STD-810H are required? For example, high-temperature testing is method 501.7, and low-temperature testing is method 502.7. Knowing the test methods for SOW sections 1.3.6.3 through 1.3.6.6 will define the total test time required, including the overall test cost. In addition, SOW section 1.7.1 does not state when or allow time for SOW 1.3.6 testing to be performed. Does the USAF plan to perform these tests IAW SOW 1.3.6? | The following should be tested, how they test is up to the vendor. |
| • | Vibration, Shock, Acceleration |
| • | Climatic – Temperature, Humidity, Altitude |
| • | Exposure – Dust, Corrosion, Rain, Fluids |
