About this opportunity
The Department of the Air Force Materiel Command Test Center at Eglin AFB is seeking qualified contractors to provide Aircrew Flight Equipment (AFE) maintenance, repair, and management services, including parachute and flotation equipment maintenance, aircrew-specific equipment repairs, and local manufacturing in accordance with the Performance Work Statement dated August 25, 2025. The contract requires three full-time contractors and one full-time equivalent Quality Assurance Manager to perform comprehensive maintenance and inspection services for various aircrew equipment supporting multiple aircraft units at Eglin, Hurlburt, and Duke Field Air Force Bases. Key contract requirements include strict quality control with no more than two major validated inspection failures per month, adherence to Acceptable Quality Levels (AQLs), and compliance with a Collective Bargaining Agreement with the International Association of Machinists and Aerospace Workers. The government will award on a best value determination basis, evaluating proposals using three primary factors: Technical Approach (feasibility and understanding of requirements on a pass/fail basis), Price (fairness and reasonableness), and Past Performance (relevant and recent performance), with Technical Approach and Price weighted approximately equally. Critical deadlines include a mandatory site visit on September 25, 2025, questions due by October 2, 2025 at 10:00 AM Central Time, and proposal submissions due by October 30, 2025 at 10:00 AM Central Time.
This procurement is a 100% Total Small Business set-aside, with the incumbent contractor appearing to be GEN4 Services LLC based on the Collective Bargaining Agreement provided. The total estimated contract value is $16,500,000, covering a base period of 12 months beginning December 1, 2025, with four additional 12-month option periods extending through November 2030. The total estimated annual workload is 6,701 hours of maintenance services plus 24 hours of potential overtime support per contract period. Offerors must be registered in the System for Award Management (SAM) and Wide Area Work Flow, hold pricing firm for 120 calendar days, and submit proposals electronically in PDF format with specific formatting requirements (Times New Roman 12-point font, technical capability documentation limited to 12 pages, and past performance documentation). All services will be performed at Building 32, Eglin Air Force Base, Florida 32542, with contractors required to comply with prevailing wage rates established by the Department of Labor for Okaloosa County, Florida.
