About this file
This document is an Addendum to FAR 52.212-2 for a Request for Quote (RFQ) for Aircrew Flight Equipment at Eglin Air Force Base, Florida, solicitation number FA2823-25-Q-0061. The government intends to award a Firm-Fixed Price (FFP) contract using a Best Value Determination (BVD) approach, evaluating proposals on three primary factors: Technical Approach (feasibility and understanding of requirements), Price (fairness and reasonableness), and Past Performance (relevant and recent performance). Technical Approach and Price are weighted approximately equally, with a tradeoff process that may allow exchanges between offerors.
The technical evaluation will be conducted on a pass/fail basis, with quotes rated either "Acceptable" or "Unacceptable" based on their Quality Control Plan and ability to meet Performance Work Statement requirements. The government will conduct market research to determine price fairness and intends to award to the technically acceptable quote providing the best value. Offerors are cautioned that the government may make an award based on initial quotes without further communication, and the Total Evaluated Price (TEP) will include the base requirement pricing and a potential 50% extension of services pricing for certain Contract Line Items (CLINs).

ADDENDUM TO FAR 52.212-2 – EVALUATION – COMMERCIAL ITEMS (NOV 2021)
*** THIS SECTION IS FOR SOLICITATION PURPOSES ONLY. THIS SECTION WILL BE
PHYSICALLY REMOVED FROM THE RESULTATNT AWARD. ***
1. Methodology. This acquisition will utilize a Best Value Determination (BVD) approach, in which the Government intends to award to the offeror whose proposal represents the best value, considering price and non-price factors as described in the solicitation. The BVD approach may permit tradeoffs between price and past performance, as well as include an evaluation for technical merit.
2. Evaluation Factors and Relative Importance. The Government will evaluate proposals based on the following factors:
Factor 1 – Technical Approach: Feasibility and understanding of requirements.
Factor 2 – Price: Fairness and reasonableness to maximize value.
Factor 3 – Past Performance: Relevant and recent performance.
Technical Approach and Price are of approximately equal importance. The Government will use a tradeoff process (FAR 15.101-1(c)). Offerors are encouraged to submit competitive offers.
3. Offers which are unrealistic in terms of technical acceptability or price may be rejected at any time during the evaluation process. The Government reserves the right to make an award without communications/exchanges; however, communications/exchanges may be conducted with all, some, or none of the offerors. Offerors may be required to participate in telephone communications/exchanges.
4. The Government intends to award a Firm-Fixed Price (FFP) Contract as a result of this solicitation.
5. Offerors are cautioned to follow the detailed instructions in the Addendum to 52.212-1 and Addendum to 52.212-2 fully, as the Government reserves the right to make an award based on initial offers received, without communication of such offers.
a. Total Evaluated Price (TEP). The Government will add the total price for all options to the total price for the basic requirement to arrive at a total evaluated price (TEP). The TEP will be calculated as:
(i) The sum of the extended prices (unit quantity multiplied by unit price) for Contract Line Items (CLINs) 0001 – 4002; and
(ii) To account for any extension of services possible under the clause at FAR 52.217-8, Option to Extend Services "The Government may require continued performance of any services within the limits and at the rates specified in the contract.", the Government will add 50% of the pricing proposed by the offeror for CLINS 4001 and 4002 to the total sum of the
Addendum to FAR 52.212-2
Eglin AFB, FL extended prices for all CLINS. The award will not be made at the TEP, but only for the purposes for evaluating price.
b. Technical Evaluation. Offers shall be evaluated independently of the price quote evaluation to determine the offerors’ compliance with the technical requirements of this solicitation. The Government may make a final determination as to the rating of an offer based on the quote as submitted without requesting any further information. The technical factor will receive an overall rating of either “Acceptable” or “Unacceptable” using the rating description in Table 1 below. The Government’s technical evaluation team shall evaluate the technical quotes on a pass/fail basis, assigning one of the ratings described below for any factor. Any factor evaluated as “Unacceptable” will render the entire quote “Unacceptable”; therefore, un-awardable. Only those quotes determined to be technically “Acceptable”, either initially or as a result of communications/exchanges, will be considered for award. However, the offeror is cautioned that the Government reserves the right to award this effort based on the initial quote, as received, without communication. Evaluators shall assign a rating, which fails within one of the following ranges according to the degree to which the offeror meets the minimum requirements described below in Table 1.
Table 1. Technical Ratings
Rating Description
ACCEPTABLE
Quote meets the requirements of the solicitation. The offeror’s documentation clearly demonstrates their capability and understanding of all aspects of performance in accordance with the PWS and the technical sub-factors.
UNACCEPTABLE
Quote does not meet the requirements of the solicitation. The offeror’s documentation does not clearly demonstrate their capability and understanding of all aspects of performance in accordance with the PWS and the technical sub-factors.
The technical factor will be rated ACCEPTABLE when the offeror’s documentation clearly demonstrates their capability to accommodate all aspects of performance in accordance with the PWS and the technical factors listed below:
Addendum to FAR 52.212-2
Eglin AFB, FL
Factor 1: Quality Control Plan - The offeror’s submitted documentation clearly demonstrates their capability to successfully implement and maintain a quality control plan IAW paragraph 2.4.2 of the PWS.
The technical factor will be rated UNACCEPTABLE when the offeror’s documentation does not clearly demonstrate their capability and understanding of all aspects of performance in accordance with the PWS and the technical factors listed above.
5.1. The Government will review the offer for technical acceptability and will conduct market research to determine price fair and reasonableness. Accordingly an award will be made after both metrics are met and the offer is determined to be both technically acceptable and providing the best value to the Government.
6. Basis for Contract Award. By submission of its quote, the offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications. The Government intends to award a contract to the offeror deemed responsible in accordance with FAR 9.104, as supplemented, whose proposal conforms to the Request for Quote (RFQ) requirements including all stated terms, conditions, representations, certifications, and all other information required by the RFQ and is judged, based on the evaluation criteria, to represent the best value to the Government. The Government intends to award one contract to the offeror whose Technically acceptable quote is determined the best value of those quotes received.
