About this opportunity
Brookhaven Science Associates, on behalf of Brookhaven National Laboratory, is conducting market research to solicit capabilities statements from architect/engineering (A/E) firms for the design services of the Electron Injector Complex (EIC). The Department of Energy Office of Science is seeking contractors with relevant experience in large-scale scientific facility design, demonstrated safety records, strong schedule and cost performance, and robust quality management systems. The project requires A/E firms to develop preliminary and detailed designs for infrastructure, structures, and mechanical, electrical, and civil systems for a major accelerator facility. Interested contractors must submit capabilities statements outlining their qualifications, along with their SAM.gov UEI number and business size status. The deadline for submission of capabilities statements is March 27, 2026. This is a Request for Information only and does not constitute a formal Request for Proposals at this time.
This procurement has no set-aside designation. The targeted construction budget for the project is $271 million in February 2026 dollars, encompassing approximately 192,000 gross square feet of facilities supporting a 750 MeV electron linear accelerator and a 1,500-meter rapid-cycling synchrotron. The A/E design effort extends across multiple phases, with preliminary design deliverables required at 30%, 60%, and 90% completion levels, and final detailed design deliverables at 60%, 90%, and 100% completion, with the entire design schedule spanning 40 weeks from Notice to Proceed. Key deliverables include design drawings, technical specifications, construction cost estimates, geotechnical reports, electrical compliance documentation, building information models, and a comprehensive project design book. The selected contractor must demonstrate compliance with DOE Order 414.1E, applicable New York State and International Building Codes, NFPA standards, and sustainable design practices throughout the design process.
