About this opportunity
The Department of Veterans Affairs Technology Acquisition Center intends to solicit a combined synopsis for a Hill-Rom Voalte nurse call system replacement at Birmingham VA Medical Center, with an anticipated award as a firm-fixed price purchase order. The procurement is 100% set-aside for Service-Disabled Veteran Owned Small Businesses (SDVOSB). Solicitation release is expected following the RFI period, which closed May 4, 2026.
The system must integrate with 107 existing Hill-Rom hospital beds without middleware, capture bed data and patient/room information, and display that data in a visual dashboard accessible at nurse station workstations. The requirement spans 30 building locations and includes 220 bed calling points, 105 shower calling points, 130 toilet calling points, and 20 stand-alone Code Blue calling points. Code blue communication capability is mandatory. The scope encompasses graphical room stations, enterprise servers, networking infrastructure (POE switches, fiber optic converters, UPS units), staging services, cable installation, cable termination/testing/labeling, device installation, system testing, and 12-month warranty with 24/7 support.
Place of performance is the 35233 postal code area (Birmingham, Alabama). NAICS code is 541519 (Other Computer Related Services); PSC is 7G21. Contractor personnel accessing VA systems must clear security vetting. The system must comply with Section 508 accessibility standards, VA Technical Reference Model, Zero Trust security controls, TIC 3.0 compliance, and VA cybersecurity directives. Contractors must provide uncompiled Crestron source code and configuration files with unlimited government data rights and establish a Memorandum of Understanding/Interconnection Security Agreement with VA. IP68 waterproof pull cords are required in bathrooms and wet areas; anti-ligature devices from the same manufacturer are required in mental health units.
