About this opportunity

The Department of Veterans Affairs, Veterans Integrated Service Network 19, seeks replacement of furniture, fixtures, and equipment for the Inpatient Unit at Salt Lake City VA Medical Center, with proposals due May 21, 2026, at 2:00 PM Mountain Time. This is a Service-Disabled Veteran-Owned Small Business set-aside, firm-fixed-price contract valued between $250,000 and $500,000.

Place of performance is 500 Foothill Drive, Salt Lake City, Utah 84148. The NAICS code is 236220, Commercial and Institutional Building Construction; PSC code is Z2DA, Repair or Alteration of Hospitals and Infirmaries. Mandatory performance period is 180 calendar days from Notice to Proceed.

The scope includes replacement of 1,090 square feet of acoustical ceiling tile with framed gypsum drywall, 2,565 square feet with tamper-resistant ligature-resistant metal ceiling panel systems, 18 patient-use toilets and 18 patient-use sinks with ligature-resistant ADA-compliant stainless steel fixtures, 28 patient room doors with barrier-resistant wood doors featuring anti-ligature hardware and wicket doors, anti-ligature bottle filling stations in D-wing and C-wing, high-security HVAC diffusers and grilles, and temporary isolation room conversion. The contractor must maintain 24/7 facility operations and implement Infection Control Risk Assessment (ICRA) Level IV precautions throughout construction.

All contractor personnel must complete a Tier 1 background check and comply with VA security policies including Personnel Security Adjudication Center (PSAC) forms and PIV badging. A Site Safety and Health Officer with five years of construction safety experience must be designated and maintain full-time presence. The contractor must comply with prevailing wage requirements per Department of Labor wage determinations for Utah and Buy American construction materials requirements.

Evaluation prioritizes past performance as significantly more important than cost. Offerors must be certified and visible in the SBA database at time of submission and award. A 20 percent bid bond is required (not to exceed $3,000,000). Amendment 0003, posted May 15, 2026, includes RFI responses, confirmed the May 21 deadline, and added FAR 52.222-90 (Addressing DEI Discrimination by Federal Contractors) as a contract requirement. Written questions were due April 21, 2026. A non-mandatory pre-bid site visit was held April 14, 2026.
