About this file

This document is Amendment 0003 to Solicitation 36C25926R0053 for Replace Furniture, Fixtures & Equipment for IPU at VA Salt Lake City Health Care System in Salt Lake City, Utah. The solicitation is issued by the Department of Veterans Affairs, Network Contracting Office 19 (Rocky Mountain Acquisition Center) located in Greenwood Village, Colorado. The amendment's purpose is to post Requests for Information (RFI) responses with appropriate attachments, confirm the proposal due date of Thursday, May 21, 2026, at 2:00 PM Mountain Time with submissions directed to Contract Specialist Blake Rowland at blake.rowland@va.gov, and include FAR 52.222-90 (Addressing DEI Discrimination by Federal Contractors) as a contract requirement. All other terms and conditions remain unchanged from the original solicitation.

The document includes seventeen contractor Q&As addressing technical specifications and implementation details for the IPU renovation project. Key clarifications cover plumbing fixture requirements (VA does not mandate specific brands but provided basis-of-design references for toilets and sinks, and requires pneumatic toilets and 24-volt control air-activated fixtures), ceiling panel systems (no sole source requirement; basis of design provided with acceptance of like items), lighting fixtures (ten 2' x 4' LED fixtures required with specific 22-Watt, 3250 Lumen, 3500K specifications and 0-10V dimmable drivers for gypsum ceiling areas), insulation (non-papered R19 for opened wall cavities), door frame replacement with wall repairs and repainting, over-the-door alarm hardware reuse conditions, heat detector installation requirements during ceiling removal, negative air venting (permitted to outside but not into patient courtyard areas), and field verification requirements for as-built drawings and door schedules. The amendment references four attached documents (Current As Builts, Door Handedness Guidance, IPU Courtyard Location, and Door Schedule) and a Past Performance Questionnaire to support bidder proposals.

Replace Furniture, Fixtures & Equipment for IPU CONTRACTOR Q&A’s

Question No. 1: Do you have a certain toilet and sink that you will want to use for this?

Part number specs?

Answer No. 1: VA has no sole source justification for the toilets and sinks, please provide plumbing fixtures that meet the requirements in the SOW. The basis of design was https://www.whitehallmfg.com/products/toilets and https://besafeprod.com/products/cs730-ligature-resistant-solid-surface-sink/ but like items shall be reviewed.

Question No. 2: Can the VA please release as-build drawings where drywall, drywall ceiling and grid ceiling are to be replaced? The as-build drawings would help aid in what utility items (electrical or medical outlets) need to be removed and re-installed and or replaced and not currently listed in the (SOW) under Tasks and Associated Deliverables.

Answer No. 2: As-built for the area has been added to the solicitation via attachment on amendment 0002 titled, “Att 6 Current As Builts”. Please note, this document is for reference only and field verifications will be required due to lack of red lines of changes.

Question No. 3: Does any Insulation need to be replaced in any of the walls or ceiling replacements? and if so, please indicate what is specifically needed.

Answer No. 3: Any wall opened by the contractor shall be insulated in that area that was opened by the contractor. If the contractor opens two cavities between studs the contractor shall insulate the 2 cavities with non-papered R19 insulation.

Question No. 4: If possible, please provide pictures of some of the restrooms for items being replaced, like the stainless-steel toilets?

Answer No. 4: Please see pictures below.

https://www.whitehallmfg.com/products/toilets https://besafeprod.com/products/cs730-ligature-resistant-solid-surface-sink/ https://besafeprod.com/products/cs730-ligature-resistant-solid-surface-sink/

Question No. 5: Are you reusing the locksets, or would you like to?

Answer No. 5: The only thing to be reused is the Schlage cores.

Question No. 6: Is there a brand name mental health grade panel system that the VA is using, that we should be using for reference for bidding purposes?

Answer No. 6: VA has no sole source justification for the ceiling panel system, please provide a ceiling panel system that meets the requirements in the SOW. The basis of design was https://www.gordon-inc.com/products/security/security-ceiling-systems-mental-health/winlok-secure-access-security-ceilings/ but like items shall be reviewed.

Question No. 7: Will the lights in the existing grid system work in the new mental health grade system? Some of the mental health grade systems have specific lights that go with the system so that they can be locked in.

Answer No. 7: Existing light fixtures must be integrated into the new ceiling panel system.

Question No. 8: The existing lights in the grid system can’t be re-used for the gypsum drywall ceiling system. Do we need to provide new light for these areas?

Answer No. 8: There is a total of ten 2’ x 4’ lighting fixtures within areas slated to receive a gypsum ceiling that will need to be replaced.

Please provide a lighting fixture that meets the following requirements. 22-Watt, 3250 Lumen, 3500K LED fixture, and must include a 0-10V dimmable driver. Light fixtures must be flush mounted in the ceilings, with tamper-resistant frames and break-resistant sealed lenses, securely fastened to the frame.

Question No. 9: Has the VA confirmed that the over-the-door alarms can be re-used and certified? We are being told this may not work with the new frames and doors. Please Advise?

Answer No. 9: Over-the-door alarm hardware can be reused if the door widths remain the same and if a LHR door is transitioning to an RH door or the inverse (RHR to a LH).

https://www.gordon-inc.com/products/security/security-ceiling-systems-mental-health/winlok-secure-access-security-ceilings/ https://www.gordon-inc.com/products/security/security-ceiling-systems-mental-health/winlok-secure-access-security-ceilings/

Locations that do not have this transition shall be handled as follows. Reuse room 1C12 hardware on room 1C14. Reuse room 1C14 hardware on room 1C12. Rooms 1C31C, 1C31B, and 1C23A shall remain LHR so that over-the-door alarm hardware may be reused. Room 1C17 needs to receive new over-the-door alarm hardware. See “Att 7 Door Handedness Guidance C- Wing” in solicitation amendment 002 for location reference.

Question No. 10: Will Starc walls meet the requirement for the hard wall between the 2 wings?

Answer No. 10: Starc walls will not meet the requirements for the hardwall between the 2 wings due to the increased security requirements of the location. This will be built with high impact drywall and will be reviewed during the submittal portion of the contract.

Question No. 11: Will temp heat detectors be required once the ceiling has been removed? If so, how many detectors will be required?

Answer No. 11: The contractor shall install heat detectors in similar areas the smoke detectors are in now but to the deck or rotate the sprinkler if the ceiling is out for longer than 10 hours within 10 inches of the deck above for the duration of the project ceiling being removed.

Question No. 12: Do the sinks and toilets have shut off valves?

Answer No. 12: The contractor should plan that there is not a shutoff valve per room and the wings shut down during work times of the water lines.

Question No. 13: Is there a way that we can vent to the outside with our neg air machines? If not, where are we to vent?

Answer No. 13: Yes, the contractor may vent to the outside of the building to generate negative pressure. Only restriction is that air cannot be vented into the central outdoor area used by the IPU patients. Please see the attached document “Att 8 IPU Courtyard Location” for reference in solicitation amendment 0002.

Question No. 14: Is there a place where we can set a dumpster?

Answer No. 14: A laydown location will be provided and established with the COR Post-Award.

Question No. 15: Where are we to tie in the power for the flush valves?

Answer No. 15: Existing plumbing fixtures are pneumatic toilets and 24-volt control air activated sinks. Plan to provide new plumbing fixtures that function the same. Tie in at the existing connection with the new plumbing fixtures.

Question No. 16: Just wanted to clarify that the door frames are being replaced.

Answer No. 16: Door frames are to be replaced. This will require the contractor to fix the walls and repaint them as needed.

Question No. 17: Does VA have a door schedule for the doors that will be replaced? Particularly door widths to ensure existing over-the-door alarm hardware can be reused on the new doors.

Answer No. 17: Please see “Att 9 Door Schedule” that shows door widths included in amendment 0002. This should be used for reference only and must be field verified.
