About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 12 is procuring drugs, pharmaceuticals, and hematology-related products under Federal Supply Schedule FSC Groups 6505 and 6508 as a standing, open and continuous solicitation with no closing date for receipt of offers.
Awards will be multiple-award, fixed-price, indefinite delivery-indefinite quantity (IDIQ) contracts with Economic Price Adjustment (EPA) provisions. Contract performance runs five years from the award effective date with options to extend for up to three additional five-year periods at the Government's discretion, with 30 days' written notice before expiration. This solicitation (M5-Q50A-03-R8) replaces the previous RFP M5-Q50A-03-R7.
Offerors must submit commercial pricing information establishing four price points: Commercial List Price, Most Favored Customer (MFC) pricing representing the lowest upfront guaranteed discount offered to any customer, Proposed Tracking Customer (TC) price that establishes the baseline for future EPA calculations, and FSS price with and without the 0.5% Industrial Funding Fee (IFF). All FSS pricing must be F.O.B. destination. Offerors must provide National Drug Codes (NDC) for pharmaceutical products, bar coding compliance information, FDA Good Manufacturing Practice (GMP) facility certifications, proof of manufacturer authorization or labeler codes, and Commercial Sales Practices statements detailing discounts and concessions. Proposals must be submitted electronically in original file formats (Word or PDF for documents, Excel for pricing files) to vafssoffers@va.gov or FSSOffersandExtensions@va.gov.
Offerors must complete GSA's "Pathway to Success" seminar, register in the System for Award Management (SAM) prior to award, and acknowledge all solicitation amendments before offer submission. Non-small business concerns with anticipated contract values exceeding $700,000 must submit small business subcontracting plans with separate goals for small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns. New FSS offerors must submit audited financial statements for the previous two years (balance sheet and income statement minimum) or alternative documentation demonstrating financial capability such as bank references, SBA certificates, corporate guarantees, or evidence of credit lines.
Contractors must participate in the Pharmaceutical Prime Vendor program unless exempted, report all FSS sales quarterly within 30 days following quarter completion using the VA's automated reporting system, and remit the 0.5% IFF in U.S. dollars within 30 days after each quarter ends. Failure to remit the IFF or submit required sales reports constitutes grounds for contract termination for cause. The VA expects all FSS contractors to exceed $25,000 in sales within the first two years and maintain $25,000 in annual sales thereafter to retain their contracts. Special Item Numbers covered include non-prescription medicated cosmetics and surgical soaps (42-1), single-source and innovator drugs (42-2A), generic and over-the-counter drugs (42-2B), complete IV delivery systems (42-3), nutritional and dietary supplements (42-5), and antiseptic liquid skin cleansing products (622).
Most recent amendment (Amendment 0011, effective June 30, 2026) incorporates FAR 52.222-90 (Addressing DEI Discrimination by Federal Contractors, April 2026 Deviation) and FAR 52.244-6 (Subcontracts for Commercial Products and Commercial Services, October 2025 with April 2026 Deviation). The DEI clause prohibits contractors from engaging in racially discriminatory diversity, equity, and inclusion activities. The subcontracts clause mandates incorporation of commercial products, commercial services, or non-developmental items to the maximum extent practicable and requires flow-down of 23 specified FAR clauses to subcontracts for commercial products and services.
