About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 21 is seeking a contractor to provide Direct-to-Patient Delivery Service of Medical and Surgical Supplies for the VA San Francisco Healthcare System through a multi-year, single-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract. Offerors must maintain an extensive catalog of at least 20,000 medical and surgical supplies and demonstrate capability to deliver directly to patient homes within 1-3 days while maintaining a minimum 97% fill rate on at least 6,000 orders annually. The solicitation requires respondents to provide comprehensive catalogs and price lists, complete the Price/Cost Schedule, and demonstrate authorization as Original Equipment Manufacturers or authorized distributors. The government will evaluate proposals based on six factors: Direct-to-Patient Delivery Capabilities, Delivery Timelines, Price, Authorization status, Past Performance, and Service-Disabled Veteran-Owned Small Business (SDVOSB)/Veteran-Owned Small Business (VOSB) Status. The amended solicitation response deadline is July 3, 2025, at 3:00 PM EDT, with questions accepted until 72 hours prior to the closing date.
This procurement is conducted as a full and open competition with no set-aside designation, though potential preference may be given to SDVOSB/VOSB businesses during the evaluation process. The contract structure includes a guaranteed minimum value of $10,000 and a maximum ceiling of $4,250,000, with the base performance period running from October 1, 2025, to September 30, 2030, though the initial award period appears to be from October 1, 2025, to September 30, 2026. The government has provided a usage spreadsheet covering January 2024 to January 2025 that lists over 300 unique medical supply items from major manufacturers including Coloplast, Cardinal Health, Hollister, 3M, Medline Industries, and Bard Home Health, covering categories such as wound care, urological products, incontinence supplies, enteral/respiratory equipment, and diabetes management products. Performance will take place within the VA San Francisco Healthcare System service area, requiring direct delivery to veteran patients' homes while maintaining HIPAA-compliant ordering systems.
