About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network (VISN) 8 is seeking quotes for Emergent First Fill Prescription Services through a competitive solicitation reserved for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The contractor will provide same-day prescription filling services from authorized VA providers at retail pharmacies serving eight VA locations across Florida, Georgia, Puerto Rico, and the U.S. Virgin Islands. Key requirements include maintaining a network of at least three licensed pharmacies within five miles of each VA facility, limiting prescription fills to a maximum ten-day supply with priority given to generic medications, providing 24/7 pharmacy services, offering patient counseling, and submitting detailed electronic invoices and performance reports. The contractor must comply with all state and federal pharmaceutical regulations, medication error reporting requirements, and maintain confidentiality standards. The deadline for submitting quotes is December 30, 2025 at 10:00 AM EST, with questions due by December 18, 2025.

This contract is exclusively set aside for Service-Disabled Veteran-Owned Small Businesses, with no incumbent contractor identified in the solicitation materials. The total estimated contract value is $45.5 million for the base period plus four option years, spanning from January 23, 2026 through January 23, 2031. Estimated annual prescription volumes vary by location, ranging from 40 to 756 brand name prescriptions and 300 to 11,450 generic prescriptions across the eight service areas. The contract is structured as a Firm Fixed Indefinite Delivery Indefinite Quantity (IDIQ) agreement with a single award anticipated. All services will be performed across multiple VA Medical Centers and their associated Community-Based Outpatient Clinics (CBOCs) in Bay Pines, Tampa, Orlando, North Florida/South Georgia, Miami, West Palm Beach, San Juan Puerto Rico, and the Clinical Contact Center in Tampa, Florida.
