About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 2 is soliciting bids for a comprehensive infrastructure replacement project at the James J. Peters DVA Medical Center in Bronx, New York. The solicitation (IFB 36C24225B0038) encompasses Project 526-26-102, which involves replacing main Emergency Management Diesel (EMD) generators and cooling towers, along with associated electrical, mechanical, and security system upgrades. Key requirements include replacing two existing 4160-volt generators with new 2.8-MW Tier 4F generators, constructing a new electrical switchgear building, installing new cooling towers, and implementing comprehensive facility modifications including new Motorola Avigilon security cameras and PACS system integration. The project requires extensive coordination due to complex equipment transportation from a storage facility in Deer Park, NY, with limited site access conditions. Bids are due on September 22, 2025, at 2:00 PM EST, with a pre-bid site visit having been conducted on August 27, 2025.

This procurement is designated as a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, requiring bidders to be verified on the DSBS.SBA.GOV website and comply with specific subcontracting limitations where no more than 85% of the contract amount can be paid to non-certified firms. The project value is estimated between $10 million and $20 million, with a contract completion timeline of 760 calendar days from the Notice to Proceed. The work will be performed at the James J. Peters DVA Medical Center in Bronx, NY 10468, and includes a $200,000 allowance for potential critical path coordination work. Contractors must transport and install pre-existing generators and switchgear equipment from storage, navigate complex rigging requirements due to site constraints, and integrate advanced security systems including fourteen new bollards for facility protection measures.
