About this opportunity
Pacific Air Forces through the 611th Civil Engineer Squadron at Wheeler Air Force Station seeks certified technical services to troubleshoot, inspect, test, maintain, and recertify the fire suppression and Fire Alarm Control Panel systems in Building 310, with quotes due by 8:00 AM Hawaii Standard Time on September 24, 2026. The procurement is a total small business set-aside, firm fixed price, under solicitation number FA521526Q0053.
Place of performance is Wahiawa, Hawaii. The contractor must perform all work in strict accordance with DAFMAN 91-203, Chapter 6 and UFC 3-601-02. The sprinkler system has not undergone required Inspection, Testing, and Maintenance cycles since 2016, and the Fire Alarm Control Panel currently displays an active "trouble" status. The contractor must clear all lapsed ITM cycles from 2016 through present, including mandatory annual, three-year, and five-year testing intervals per NFPA 25, repair identified deficiencies, and fully recertify the system. Building 310 encompasses 27,520.7 square feet.
All physical work and closeout submittals must be completed no later than December 31, 2026. Contractor personnel require U.S. citizenship, criminal background clearance, and REAL ID-compliant identification. A designated Security Manager holding SECRET clearance must provide constant on-site escort supervision; all work in Building 310's restricted areas requires an escort at all times. Contractors must submit Site Arrival Request processing 14 days in advance and maintain full system operability at the end of each workday.
The NAICS code is 561621 (Security Systems Services except Locksmiths); PSC is J012. Evaluation is on an Acceptable/Unacceptable basis for technical capability and price. The applicable Service Contract Act wage determination is Hawaii 2015-5689, Revision 30. Payment is Net 30 unless alternate terms are proposed. The Government notes funds are not presently available; obligation is contingent upon appropriated funds availability.
Notice text
The objective of this contract is to secure certified technical services to troubleshoot the FACP, perform all lapsed ITM cycles, repair identified deficiencies, and fully recertify the system. All inspection, testing, maintenance, and repair of the fire suppression and detection systems shall be performed in strict accordance with DAFMAN 91-203, Chapter 6 (Fire Protection and Life Safety), and UFC 3-601-02 (Fire Protection Systems Inspection, Testing, and Maintenance).
The primary fire suppression and alarm systems for Building 310 at Wheeler Air Force Station are currently out of compliance. A recent Fire Department assessment identified that Sprinkler Inspection, Testing, and Maintenance (ITM) has not been accomplished since 2016, and the Fire Alarm Control Panel (FACP) ITM has lapsed and is actively displaying a "trouble" status.
Quotes are due by 8:00 AM HST September 24, 2026.
