About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 7 (Atlanta VAMC) is soliciting proposals for the emergency replacement of approximately 250-300 linear feet of damaged electrical bus duct at the Joseph Maxwell Cleland Atlanta Veterans Administration Medical Center in Decatur, Georgia. This solicitation (36C24726R0058) requires selective demolition and removal of the faulted bus duct system followed by installation of replacement components on a replacement-in-kind basis. The work must be performed in a confined, unimproved crawlspace beneath the main hospital building and requires contractors to implement site-specific safety plans, confined space entry procedures, infection control risk assessments, asbestos work practice protocols, and quality control measures in accordance with VA Master Specifications and applicable codes including NFPA 70, NFPA 70E, and OSHA regulations. Evaluation will be conducted on a best-value basis with significantly greater emphasis placed on relevant and recent past performance experience than on price proposals. Key deadline dates include the Request for Information deadline of March 16, 2026 at 1:00 PM Eastern, a mandatory organized second site visit on March 10, 2026 at 10:00 AM Eastern, and the final proposal submission deadline of March 30, 2026 at 1:00 PM Eastern. A confined space entry permit must be submitted by noon Eastern on March 6, 2026.

This contract opportunity is designated as a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), with offerors required to be certified by the Small Business Administration in this category and registered in SAM.gov with current representations and certifications. The estimated contract value falls between $500,000 and $1,000,000 under NAICS code 238210 (Electrical Contractors and Other Wiring Installation Contractors), with a small business size standard of $19 million. The total period of performance is 252 calendar days, with work to commence within 30 days of Notice to Proceed. A bid guarantee of at least 20 percent of the proposal price (not to exceed $3,000,000) is required, along with performance and payment bonds due within 10 days of award. All work will be performed at the Atlanta VAMC facility located at 1670 Clairmont Road, Decatur, Georgia 30033, and must comply with Davis-Bacon prevailing wage determinations for DeKalb County, Georgia, effective January 23, 2026, as well as VETS-4212 reporting requirements applicable to federal contracts.
