About this file
This is a Pre-Renovation Asbestos-Containing Material (ACM) Survey Report for the Joseph Maxwell Cleland Atlanta Veterans Administration Medical Center located at 1670 Clairmont Drive in Decatur, Georgia. The survey was conducted on January 29-30 and February 4-7, 2025, by the Program Support Center, Federal Occupational Health (U.S. Department of Health and Human Services) and reported on March 21, 2025, under project reference numbers A732710, S2025-0002, and SO 739208.
The survey examined approximately 230,000 square feet of crawl space beneath Buildings A, B, and C to identify asbestos-containing materials prior to renovation. The scope included visual inspection and bulk/soil sampling analyzed using PLM method EPA/600/R93/116 for building materials and CARB 435 for soil samples. The survey identified asbestos in multiple materials: Building B (accessible via mechanical rooms GC 347 and GC 346) contained pipe fitting insulation with 2% Amosite and soil with 0.5-3.8% Amosite across approximately 36,500 square feet. Building C contained mastic on fiberglass piping insulation (2% Chrysotile), canvas-wrapped piping insulation (40% Chrysotile), transite-type flue (15% Chrysotile), and pipe fitting insulation (3% Amosite). All identified materials are classified as Class I asbestos work under OSHA requirements and regulated asbestos-containing material (RACM) under NESHAP. The survey recommends development of an asbestos abatement design based on these findings. Supporting documentation includes laboratory analysis reports from Scientific Analytical Institute (NVLAP accredited), staff credentials showing EPA AHERA certification and confined space entry permits, photographic documentation of identified ACM locations, and sample location maps for each building section.

EXECUTIVE SUMMARY
A pre-renovation asbestos-containing materials (ACM) survey was conducted on January 29 & 30 and February 4 & 7, 2025, in the crawl spaces located beneath buildings A, B, and C of the Joseph Maxwell Cleland Atlanta Veterans Administration Medical Center (VAMC) located at 1670 Clairmont Drive in Decatur, GA. The purpose of testing was to determine if asbestos-containing materials are located in the building materials and soil in the crawl space below the hospital.
The scope of work consisted of evaluation (visual inspection) and testing in the crawl spaces located beneath buildings A, B, and C and included the following:
1. The crawl space area is an asbestos regulated area (OSHA requirements apply).
2. Collection of bulk samples for asbestos will be analyzed per PLM method EPA/600/R-
93/116 (primarily TSI maybe surfacing materials). Soil samples will be analyzed per PLM method CARB 435.
3. Soil samples throughout the crawl spaces beneath buildings A, B and C (approximately 230,000 sf) will be sectioned off into approximately 5,000 SF grids and sampled accordingly.
4. Provide an assessment report that can be used to develop an asbestos abatement cost estimate.
Survey results and findings observed and/or found during this survey identified asbestos in the following materials and locations:
Crawl Space – Building B (accessible through mechanical room GC 347)
• Pipe Fitting Insulation
• Soil
Crawl Space – Building B (accessible through mechanical room GC 346)
• Pipe Fitting Insulation
• Soil
Crawl Space – Building C
• Mastic on Fiberglass Piping Insulation
• Canvas Wrapped Piping Insulation
• Transite-Type Flue

Notes:
1. LF – Linear Feet
2. EA – Each
3. D – Diameter
4. Quantities and Diameters are approximate.
5. Assumed >1% indicates the material tested positive in other locations or is historically presumed to contain asbestos.
6. “OSHA Class of Work” refers to the manner in which the abatement project will be conducted based on the material being abated as defined by OSHA.
a) Class I Asbestos Work - means activities involving the removal of thermal system insulation or surfacing material and PACM.
b) Class II Asbestos Work - means activities involving the removal of ACM which is not thermal system insulation or surfacing material. This includes, but is not limited to, the removal of asbestos-containing wallboard, floor tile and sheeting, roofing and siding shingles, and construction mastics.
7. “NESHAP Category” refers to the EPAs classification of ACM which can determine the notification, disturbance, or disposal requirements.
a) Regulated asbestos-containing material (RACM) means
i. Friable asbestos material,
ii. Category I nonfriable ACM that has become friable,
iii. Category I nonfriable ACM that will be or has been subjected to sanding, grinding, cutting, or abrading, or
iv. Category II nonfriable ACM that has a high probability of becoming or has become crumbled, pulverized, or reduced to powder by the forces expected to act on the material in the course of demolition or renovation operations regulated by this subpart.
b) Category I nonfriable asbestos-containing material (ACM) means asbestos-containing packings, gaskets, resilient floor covering, and asphalt roofing products containing more than 1 percent asbestos as determined using the method specified in appendix E, subpart E, 40 CFR part 763, section 1, Polarized Light Microscopy.
c) Category II nonfriable ACM means any material, excluding Category I nonfriable ACM, containing more than 1 percent asbestos as determined using the methods specified in appendix E, subpart E, 40 CFR part 763, section 1, Polarized Light Microscopy that, when dry, cannot be crumbled, pulverized, or reduced to powder by hand pressure.
Sampling Protocol and Methodology
This survey used substantial guidance from the AHERA sampling protocol.
The AHERA sampling protocol places suspect ACM in one of the following categories, to determine sample collection criteria:
• Surfacing Materials – Material that has been sprayed on, troweled on, or otherwise applied to surfaces (structural members, walls, ceilings, etc.) for acoustical, decorative, fireproofing, or other purposes.
• Thermal System Insulation (TSI) - Insulation used to control heat transfer or prevent condensation. Examples include insulation on piping systems, tanks, etc.
• Miscellaneous Materials - Materials that are not classified under surfacing or TSI are Miscellaneous materials (floor tile / mastic, roofing materials, caulks, etc.).
The survey protocol consists of identifying suspect ACM by homogeneous area or material (the terms area and material may be used interchangeably) and sampling each in accordance with the AHERA criteria, at a minimum.
A homogeneous material is defined as having similar color, texture, and general appearance. A homogeneous material may be in one location or multiple locations throughout a facility. The use of the material and the date of installation, if known, may further define a homogeneous material. It should be noted that the same descriptive material may consist of a separate homogenous area / material based on a different application.
In accordance with the AHERA protocol, all samples collected from a homogeneous area / material must be negative for the presence of asbestos, analyzed by polarized light microscopy (PLM), for the homogeneous material to be considered a non-asbestos-containing material https://www.ecfr.gov/current/title-40/part-763 https://www.ecfr.gov/current/title-40/part-763
Based on analytical results, the AHERA Inspector may redefine the homogenous material and sample accordingly for asbestos content determination.
Bulk samples are collected from suspect ACM identified during the field inspection activities.
The number of samples collected and a description for each homogeneous material is recorded, along with an estimated quantity and condition. The location of the homogenous material and each sample is recorded on sample logs and floor plans provided by the client or field sketches.
With the owner’s approval, some suspect materials (i.e., 9” x 9” floor tile, black flooring mastic, air cell-type insulation, roofing materials, concealed insulation, wiring insulation, fire doors, etc.) may be presumed to contain asbestos based primarily on 1) historical data, 2) knowledge and experience of the accredited Inspector and 3) inaccessibility during the survey phase.
Presumed ACM may be sampled later, typically in the abatement design phase, or treated as presumed ACM.
In accordance with NESHAP, materials determined to contain 1% or less asbestos content, by polarized light microscopy (PLM), can be treated as an asbestos-containing material (> 1 %) or point counted for confirmation the material does not contain greater than one percent (> 1 %) asbestos content. Materials containing one (1) % or less asbestos content, confirmed by point counting, do not fall under NESHAP notification, disturbance, or disposal requirements but do fall under Occupational Safety and Health Administration (OSHA) and EPA worker protection requirements, and other regulations may be applicable.
Technical Requirements
Field inspection and sampling was conducted by Environmental Protection Agency (EPA) Asbestos Hazard Emergency Response Act (AHERA) accredited Inspectors. Sample analysis was performed utilizing polarized light microscopy (PLM) by a laboratory that successfully participates in the National Institute of Standards and Technology (NIST), National Voluntary Laboratory Accreditation Program (NVLAP).
PEM’s industrial hygiene asbestos program is managed by an EPA AHERA accredited Supervisor, Designer, and Inspector and Management Planner, with technical oversight by a Certified Industrial Hygienist (CIH). The project was conducted under the direction of an “Environmental Professional” meeting the definition in Appendix X2 of American Society for Testing and Materials (ASTM) international, Standard Practices E1527-21.
This inspection complied with pre-renovation / demolition inspection requirements of 40 CFR Part 61, Subpart M, National Emission Standards for Hazardous Air Pollutants (NESHAP). The survey protocol utilizes substantial guidance from ASTM International Standard Practice for Comprehensive Building Asbestos Surveys (ASTM E2356-18).
Findings Summary and Recommendations

Disclaimer: Due to the nature of the EPA 600 method, asbestos may not be detected in samples containing low levels of asbestos. We strongly recommend that analysis of floor tiles, vermiculite, and/or heterogenous soil samples be conducted by TEM for confirmation of "None Detected" by PLM. This report relates only to the samples tested and may not be reproduced, except in full, without the written approval of SAI. This report may not be used by the client to claim product endorsement by NVLAP or any other agency of the U.S. government. Analytical uncertainty available upon request. Scientific Analytical Institute participates in the NVLAP Proficiency Testing program.
Unless otherwise noted blank sample correction was not performed. Estimated MDL is 0.1%.
