Requests for Information are due by March 9, 2026 at 1:00 PM Eastern. The total period of performance is 252 calendar days, with work to commence within 30 days of Notice to Proceed. A bid guarantee of at least 20 percent of the proposal price (not to exceed $3,000,000) is required, and performance and payment bonds will be required within 10 days of award. Evaluation criteria include relevant and recent past performance experience (significantly more important) and price proposal on a best-value basis. This acquisition is 100% Set-aside for Service-Disabled Veteran Owned Small Businesses (SDVOSBs) only.

STATEMENT OF WORK
1. PROJECT TITLE:
Emergency Replacement of Faulted Electrical Bus Duct Section - Main Hospital
2. BACKGROUND
The Atlanta VA Medical Center experienced a major electrical fault within approximately 300 linear feet of electrical bus duct supplying the main hospital. This faulted section has caused instability within the facility's primary electrical distribution system, creating a significant risk to patient care and critical life-safety systems.
The faults are located in two locations. The first location is in a confined, unimproved under-building crawlspace with dirt flooring. The work area is labeled as containing asbestos materials in the surrounding environment. While no asbestos abatement is anticipated, the Contractor shall implement appropriate containment measures and personal protective equipment protocols consistent with working in asbestos-labeled spaces. Because the bus duct supports essential medical and infrastructure loads, the failure poses a direct threat to operational continuity and patient safety if not addressed immediately.
The second location is attached to the exterior façade of Building A. The outdoor-rated critical bus duct at this site is non-operational, with obvious arc flash damage and visible physical deterioration evident in the duct.
Immediate corrective action is necessary to restore full electrical reliability and prevent loss of power to essential hospital areas.
3. SCOPE OF WORK
The Contractor shall furnish all labor, materials, equipment, supervision, and incidentals necessary to perform selective demolition and removal of faulted electrical bus duct, installation of replacement electrical bus duct components (replacement-in-kind), containment and safety controls for work in asbestos-labeled spaces, testing, commissioning, and associated site restoration work as specified herein and in the Contract Documents.
Work includes the removal and replacement of approximately 300 linear feet (±10%) of electrical bus duct located in a confined, unimproved crawlspace beneath the main hospital building. The work area has dirt flooring and is labeled as containing asbestos materials in the surrounding environment. This is a replacement-in-kind project; no asbestos abatement is anticipated. Selective demolition is limited to impacted / damaged electrical system components only; no architectural or structural demolition is included unless specifically authorized by the Contracting Officer. No excavation or soil disturbance is included unless specifically directed in writing by the Contracting Officer.
No design services are included. The Contractor shall not modify routing, configuration, or system design unless specifically directed by the Contracting Officer. This is a replacement-in-kind installation using components compatible with the existing electrical distribution system.
All work shall be performed in accordance with the Contract Documents, applicable codes and standards, and VA Master Specifications.
3.1 CURRENT ELECTRICAL STATUS
The bus duct section to be replaced has sustained a severe electrical fault and is currently de-energized and isolated from the electrical distribution system. Visual evidence of the fault includes arc damage with breach of the bus duct enclosure.
Current Conditions
· Faulted section status: De-energized and isolated
· Work area electrical hazards: All work will be on de-energized equipment. Adjacent energized equipment exists in the area - maintain safe clearances per NFPA 70E.
This is a replacement of failed equipment, not maintenance of energized systems. The Contractor shall work on de-energized equipment throughout the project, with final tie-in to energized sections coordinated upon completion.
The contractor shall coordinate with the VA and the facility representative to arrange for any necessary utility shutdowns outside the scope of the intended duct work replacement, should such shutdowns become necessary.
3.2 EXISTING BUS DUCT SPECIFICATIONS
· The existing faulty bus duct section has the following specifications:
· Type: Indoor feeder bus duct, non-plug-in type
· Ampacity: 2000A for internal duct, 4000A for external one.
· Voltage: 480V, 3-phase, 4-wire
· Bus Bar Material: Copper
· Construction: Aluminum housing with internal copper bus bars
· Approximate Installation Date: 1980s for the internal duct, 2014-2015 for the external duct.
· Manufacturer: Eaton/Cutler-Hammer or equivalent Replacement Requirements The replacement bus duct shall be new, modern equivalent equipment that is:
· Compatible with existing connection points (same ampacity, Bus type, voltage, and phase)
· Suitable for the existing support system or supplied with appropriate mounting hardware
· UL listed for indoor use in unimproved spaces
· Copper bus bars
· Include all necessary straight sections, elbows (if required), joints, supports, and connection hardware The Contractor shall verify all specifications from existing equipment nameplate and field measurements. Submittals shall demonstrate compatibility with the existing system.
3.3 SITE INVESTIGATION AND PRE-BID INFORMATION
Crawlspace Entry During Site Visit Due to the asbestos-labeled environment and confined space entry requirements, contractors will NOT enter the crawlspace during the group site visit.
Government-Furnished Photographic Documentation The Government will provide comprehensive photographic and video documentation as Government-Furnished Information (GFI) showing:
· Access opening with dimensional measurements
· Crawlspace interior showing headroom, width, and general conditions
· Faulted bus duct routing and condition throughout the 250 LF length
· Arc damage to existing equipment
· Obstructions, adjacent utilities, and work area constraints
· Support structures and mounting systems
· Connection points at each end of the faulted section
· Dirt floor conditions All photos will be dated, labeled, and include dimensional measurements where possible.
Contractors shall assess maximum manageable bus duct section lengths during the mandatory site visit or optional crawlspace inspection. Access opening dimensions and crawlspace clearances will determine maximum section sizes that can be safely transported and installed. Standard bus duct is typically available in 10-foot sections; shorter sections or field-cut lengths may be required based on site constraints.
Optional Individual Crawlspace Inspection Each prospective prime bidder may request one (1) individual crawlspace inspection appointment. Requests must be submitted in writing to the Contracting Officer at least 48 hours prior to the desired inspection date. The Government will accommodate up to three (3) inspection appointments total on a first-come, first-served basis.
Requirements for individual inspection:
· Proof of asbestos awareness training for all personnel entering (minimum 8-hour OSHA training)
· Contractor-provided personal protective equipment (Tyvek suit or equivalent, P100 or equivalent respirator, gloves, boots)
· Signed liability waiver and hold harmless agreement
· Limitation of three (3) people per inspection
· Minimum one (1) hour scheduled window with VA escort/safety monitor
· Necessary manlift or ladders shall be provided by the inspectors in case they are needed.
Contractor Responsibility The Government makes no warranty as to the completeness or accuracy of information provided in photographic documentation, site visit information, or specifications. The Contractor is responsible for verifying all site conditions, dimensions, equipment specifications, and project requirements. Failure to attend the mandatory site visit, review provided documentation or request optional individual inspection does not relieve the Contractor or subcontractor of responsibility to perform the work as specified.
Any questions regarding site conditions shall be submitted as part of the Request for Information (RFI) process prior to bid submission.
4. APPLICABLE SPECIFICATIONS AND STANDARDS
The work shall be performed in accordance with the following VA Master Specifications and industry standards. The Contractor shall obtain and be fully familiar with all cited references:

4.2 Codes and Industry Standards

5. CONSTRUCTION TASKS
5.1 Mobilization and Preparatory Work
The Contractor shall coordinate with the Contracting Officer's Representative (COR), VA Engineering, Safety, and Infection Control for site access, utility coordination, and establishment of work zones. The Contractor shall verify all existing field conditions prior to commencing work. Any discrepancies between actual conditions and information provided shall be reported to the COR and Contracting Officer before proceeding. The Contractor shall submit the following for Government review and approval prior to commencing work:
· Site-Specific Safety and Health Plan in accordance with Division 01 and 29 CFR 1926
· Infection Control Risk Assessment (ICRA) compliance plan per Division 01 35 29
· Interim Life Safety Measures (ILSM) plan per VA Safety Manager including fire watch determination, egress assessment, and dust migration controls
· Confined Space Entry Permit, atmospheric testing procedures, and rescue plan per 29 CFR 1910.146
· Asbestos Work Practice Plan addressing containment, PPE, and environmental controls for work in asbestos-labeled spaces per 29 CFR 1926.1101 (Note: No asbestos abatement anticipated)
· Quality Control Plan per Division 01 45 00
· Construction schedule and coordination plan
· Site access and logistics plan addressing confined crawlspace conditions, material handling in unimproved areas with dirt flooring, and equipment limitations
· Final Tie-In and Energization Plan addressing: (a) connection sequence to existing energized sections, (b) LOTO procedures, (c) final energization and testing procedures, and (d) coordination with VA Engineering for final connections (coordinate with Section 10.5 requirements)
· Electrical isolation permits (Red Tags) per Atlanta VA Engineering's established protocols - Process timeline: minimum 72 hours advance notice required The Contractor shall attend a preconstruction conference with VA staff prior to site mobilization.
5.2 Selective Demolition and Removal
The Contractor shall perform selective demolition and removal of the damaged electrical duct section in accordance with Division 02 41 19. Demolition is limited to the damaged and removed electrical system components only. Work includes:
· Verification of de-energization and implementation of lock-out/tag-out (LOTO) procedures per NFPA 70E
· Establishment of containment barriers at crawlspace access points to prevent migration of dust or debris into occupied areas per ILSM requirements
· Use of appropriate personal protective equipment (PPE) for work in asbestos-labeled spaces per 29 CFR 1926.1101
· Careful removal and segregation of damaged bus duct, conductors, and electrical support materials only (no architectural or structural elements unless authorized)
· Proper packaging and disposal of electrical waste and construction debris per Division 01 74 19 and federal, state, and VA requirements
· Maintenance of safe separation distances from adjacent energized equipment per NFPA 70E
· Photo documentation of existing conditions, demolition progress, and final removal All waste shall be documented with disposal documentation submitted to VA Engineering within five (5) business days of removal with submission of demolition and construction waste bills upon transportation to the landfill. Those documentations shall be distributed to the Contracting Officer and the Contracting Officer Representative (COR). If any asbestos-containing materials are unexpectedly encountered or disturbed, work shall immediately stop, and the COR and VA Safety shall be notified per Section 10.7.
5.3 Installation of Replacement Electrical Bus Duct
The Contractor shall furnish and install replacement electrical bus duct and associated components compatible with the existing electrical distribution system. This is a replacement-in-kind installation. Work shall be performed in accordance with Division 26 specifications. Work includes:
· Submittal of product data, shop drawings, and manufacturer's installation instructions for approval per Division 01 33 00
· Verification of compatibility with existing electrical distribution system (voltage, Bus type, ampacity, configuration)
· Installation of bus duct sections with proper alignment, support, and jointing in accordance with manufacturer's instructions and NFPA 70
· Torquing of all electrical connections to manufacturer's specifications using calibrated torque tools
· Installation of conductor phasing and color-coding per NFPA 70
· Grounding and bonding per Division 26 05 26 and NFPA 70 Article 250
· Coordination and submittal of switching plan for final tie-in for approval by VA Engineering prior to implementation Electrical Safety All installation work will be performed on de-energized equipment. The existing faulted section has been isolated and will remain isolated throughout demolition and installation activities.
The Contractor shall maintain appropriate safe working distances from any adjacent energized equipment in accordance with NFPA 70E Table 130.4(E). The Contractor shall verify de-energization using appropriate test equipment before beginning work each day.
Final connections to the existing energized system at each end of the new section shall only be performed after:
· Complete installation of new bus duct section
· Successful completion of all acceptance testing (Section 5.4)
· Approval of Final Tie-In and Energization Plan by VA Engineering
· Coordination of brief isolation period for connection work The Contractor shall provide at least 72-hour advance written notice to the COR and VA Engineering prior to final tie-in activity. Connection is required with minimal impact on facility’s operation.
5.4 Testing, Commissioning, and Acceptance
The Contractor shall perform acceptance testing of the replaced bus duct section in accordance with NETA ATS standards applicable to bus duct installations. Testing shall include:
· Continuity and phasing verification of all conductors
· Insulation resistance (megohmmeter) testing per NETA standards
· Ground fault and ground continuity testing per NFPA 70 and Division 26 05 26
· Operational testing under load conditions to verify performance and stability allow five business days of time for required coordination to minimize impact during load testing.
· Post-energization infrared thermographic scan under load to detect hot spots or connection anomalies
· Updated arc-flash hazard analysis and labeling per NFPA 70E Testing shall focus on the replaced section and its connections to the existing system. Full system commissioning beyond the replaced section is not required unless existing components are disturbed or modified during work.
All test results shall be documented and submitted to VA Engineering in a comprehensive commissioning report. The Government will inspect, and witness testing as deemed necessary.
5.5 Project Closeout and Site Restoration
Upon completion of testing and commissioning, the Contractor shall perform site restoration and project closeout in accordance with Division 01 Requirements include:
· Removal of containment barriers, temporary facilities, and construction debris
· Final cleaning and restoration of crawlspace work area, including removal of all construction debris and waste materials, and rough grading of disturbed dirt floor areas to match existing conditions (no finish grading or compaction required unless Contractor's activities created hazardous conditions)
· Environmental clearance verification (if required by VA Safety)
· As-built documentation showing final installation and any deviations from original routing or configuration. If no deviations occurred, a field verification statement confirming installation per existing design shall be submitted in lieu of full as-built drawings.
· Submittal of operation and maintenance (O&M) documentation (if applicable), warranties, and manufacturer contact information
· Final completion report with photographic documentation (before, during, and after) Final acceptance shall be granted by the Contracting Officer upon verification that all work has been completed satisfactorily, all deliveries have been submitted, and the facility is returned to full operational status.
6. SUBMITTALS AND DELIVERABLES

7. CONTRACTOR QUALIFICATIONS
The Contractor (or designated subcontractor) shall possess the following qualifications and certifications:
· Licensed electrician(s) certified for the State of Georgia
· OSHA-certified for confined space entry and rescue operations per 29 CFR 1910.146. The Contractor may utilize either on-site rescue team with required equipment and training, or pre-arranged agreement with local emergency services capable of confined space rescue, with documentation submitted to VA Safety for approval prior to entry.
· OSHA training for work in asbestos-labeled spaces per 29 CFR 1926.1101 (Note: EPA asbestos abatement contractor license not required as no abatement is anticipated)
· Demonstrated experience with electrical installations in healthcare or critical facility environments
· NFPA 70E qualified persons for energized electrical work safety
8. GOVERNMENT-FURNISHED ITEMS
No equipment, materials, tools, or other items will be furnished by the Government. The Contractor shall provide all labor, materials, equipment, tools, transportation, temporary power for construction activities, and incidentals necessary to complete the work.
Temporary Power and Facilities The Contractor shall provide all temporary power required for construction activities including lighting, ventilation fans, tools, and equipment. Temporary power sources available:
· Contractor shall provide generators or identify available power sources during pre-award site visit.
· Temporary lighting: Contractor shall provide all tasks, lighting and area lighting
· Temporary ventilation: Contractor shall provide all ventilation equipment for confined space entry
9. SECURITY AND ACCESS
All Contractor personnel must display a federally issued Personal Identity Verification (PIV) card or be escorted by VA personnel when working in non-public areas.
Contractor personnel are not authorized to access patient records, VA information systems, or sensitive areas unless specifically authorized in writing by the Contracting Officer. The Contractor shall comply with all facility access control and identification requirements.
Access Procedures
· PIV card processing timeline: Contractors should apply for PIV cards immediately upon award; allow 10-15 business days for processing
· Escort requirements: Contractors without PIV cards will require VA escort at all times in non-public areas
· Escort availability: The Government will provide escorts during normal business hours (0700-1600, M-F). Extended hours escort must be coordinated at least 48 hours in advance and is subject to availability.
The Contractor shall include all costs associated with PIV processing, escort coordination, and potential delays due to escort availability in their bid price.
10. SPECIAL REQUIREMENTS
10.1 Working Hours
Extended working hours, including nights, weekends, and federal holidays, are authorized with advance approval from the COR. The Contractor shall provide 72-hour advance written notice prior to final tie-in activity requiring electrical isolation.
10.2 Safety and Regulatory Compliance
Strict adherence to all applicable OSHA regulations, NFPA standards, VA Safety Manual requirements, confined space entry protocols, ILSM requirements, and infection control procedures are mandatory. The Contractor shall not enter any VA-designated confined space without an approved entry permit, atmospheric monitoring, standby attendant, and rescue plan per 29 CFR 1910.146. The Contractor shall comply with ILSM requirements per VA Safety Manager including fire watch, egress assessment, and dust migration controls. Daily Job Safety Analyses (JSAs) and safety briefings shall be conducted and documented prior to work start each day. All personnel working in the asbestos-labeled crawlspace shall use appropriate PPE and follow work practices per 29 CFR 1926.1101.
The Government acknowledges that this work involves multiple concurrent hazards (confined space, asbestos-labeled environment, electrical systems) and requires specialized safety measures. The Contractor's safety plan shall address all concurrent hazards in an integrated manner.
10.3 Site Conditions
The work area is a confined, unimproved crawlspace beneath the main hospital building with dirt flooring and limited access. The Contractor shall plan material handling, equipment selection, and work procedures appropriate for these constrained conditions. The work area is labeled as containing asbestos materials in the surrounding environment; however, no asbestos abatement is anticipated. Work shall be performed using containment at access points and appropriate PPE. Selective demolition is limited to electrical system components only; no architectural or structural elements shall be demolished unless specifically authorized by the Contracting Officer. No excavation or soil disturbance is anticipated or included unless specifically directed in writing by the Contracting Officer.
Crawlspace environmental conditions including elevated heat, humidity, ambient dust, limited natural ventilation, and potential moisture are inherent to unimproved under-building spaces and shall be considered normal working conditions for this project. The Contractor shall provide all necessary ventilation equipment, dehumidification (if required), and environmental controls necessary for safe work conditions and proper equipment installation.
10.4 Tobacco-Free Campus
The Atlanta VA Medical Center is a tobacco-free facility. Use of any tobacco products, including electronic cigarettes and smokeless tobacco, is strictly prohibited on VA property.
10.5 Electrical Isolation and Final Tie-In Coordination
Current Status The faulted 250-foot bus duct section has been de-energized and isolated due to severe electrical fault. This section is not carrying any load and will remain isolated throughout the replacement work.
Work on De-Energized Equipment All demolition and installation work will be performed on completely de-energized equipment under lock-out/tag-out (LOTO) procedures per NFPA 70E. The Contractor is not responsible for maintaining electrical service to any loads during demolition and installation activities (the faulty section is de-energized and isolated). After final tie-in and re-energization, the Contractor is responsible for performing all required acceptance testing and commissioning to verify proper system operation.
Final Tie-In Requirements Upon completion of installation and successful testing, the new bus duct section will be connected to the existing energized electrical distribution system at each end.
Final tie-in activities shall be coordinated with VA Engineering and will require brief isolation of adjacent energized bus duct sections at connection points. The Contractor shall provide 72-hour advance written notice prior to final tie-in activities. Final energization of the new bus duct section will be performed under VA Engineering supervision after successful completion of all acceptance testing.
This section shall be coordinated with points referenced in Section 5.1 as Final Tie-In and Energization Plan requirements.
10.6 Waste Management
All construction waste and debris shall be handled, transported, and disposed of in accordance with Division 01 74 19, federal, state, and local environmental regulations, and VA policy. Copies of all waste disposal “landfill requirements” documentation shall be submitted to VA Engineering within five (5) business days of waste removal from the site.
10.7 Asbestos-Containing Materials (ACM) Discovery Protocol
The work area is labeled as containing asbestos materials in the surrounding environment. The Contractor shall work using appropriate PPE and containment as specified. No asbestos abatement is anticipated based on current information.
If the Contractor unexpectedly encounters or disturbs materials suspected to be ACM not previously identified:
· The Contractor shall immediately stop work in the affected area and notify the COR and VA Safety within 2 hours.
· VA Safety will arrange for testing and analysis at Government expense.
· If testing confirms ACM requiring abatement: The Government will determine whether to: (1) perform abatement using separate contract, or (2) negotiate modification to this contract for abatement work. The Contractor shall be entitled to an equitable adjustment for delay costs during the testing and decision period (standby time, demobilization/remobilization, schedule extension). Abatement work, if added to this contract, will be negotiated as a contract modification.
· If testing confirms no ACM or that work can proceed with enhanced controls, the Contractor shall resume work under direction of VA Safety.
· The Contractor shall not be liable for delays caused by ACM discovery, testing, or abatement, provided the Contractor followed proper notification procedures. Standby costs and equitable adjustments for delays will only be authorized when directed by the Contracting Officer in writing after initial notification and confirmation of work stoppage necessity.
This provision does not relieve the Contractor of responsibility for proper PPE and work practices when working in asbestos-labeled spaces as specified in Section 5.1.
10.8 Differing Site Conditions
If the Contractor encounters subsurface or latent physical conditions at the site that differ materially from those indicated in the Contract Documents, Government-Furnished Information, from those ordinarily encountered in work of this nature, or for any changes for any reason after the contractor did their pre-award site investigation and visit, the Contractor shall:
· Provide immediate written notice to the COR before disturbing the condition
· Allow the Government to investigate the condition If the Government determines that the conditions materially differ and causes an increase or decrease in the Contractor's cost or time of performance, an equitable adjustment shall be negotiated.
Examples of potentially differing conditions for this project:
· Unexpected asbestos-containing materials requiring abatement
· Structural conditions preventing bus duct removal or installation as planned
· Undisclosed utilities, piping, or obstructions in work area
· Crawlspace dimensions or access significantly different than described in GFI Note: the above-mentioned points shall be explored when the awarded contractor does their site exploration and investigation.
11. PLACE OF PERFORMANCE

12. PERIOD OF PERFORMANCE
Work shall commence within thirty (30) days of Notice to Proceed and shall proceed expeditiously with no unreasonable delays until final completion and acceptance.
"Expeditiously" means:
· Working during approved hours (per Section 10.1)
· Maintaining progress consistent with the approved construction schedule
· Avoiding unnecessary gaps or delays between work phases
· Coordinating efficiently to minimize total project duration This does not require 24-hour or continuous around-the-clock work unless specifically approved and scheduled by the COR for critical phases.
The Contractor shall coordinate work schedules with VA Engineering and the COR to minimize disruption to hospital operations while maintaining reasonable progress toward timely completion.
Total Project Period of Performance: 252 Calendar Days.

2.2 PROPOSAL PREPARATION AND EVALUATION INFORMATION
I. PROPOSAL SUBMISSION
This is a competitive Request for Proposal (RFP) that represents the best value to the Government conducted under Federal Acquisition Regulation (FAR) Subpart 15.1 using the tradeoff process and evaluated in accordance with FAR Overhaul Subpart 15.2, Evaluation and Award. This section describes the method for evaluating and selecting offers for this procurement.
A. Proposal Submission:
1. Submit one (1) Electronic Proposal to the email addresses indicated on page 1, block 8 of Standard Form 1442. The Subject Line of the email should include “Company Name, RFP number, Project Number, and Project Title.”
2. The size of your file shall not exceed 10 MB. If you have multiple documents, please submit them as separate emails. Emails larger than this may be rejected by the network servers and will be considered non-responsive.
3. Interested firms are responsible for ensuring electronic submission delivery by the time and the date specified. It is highly recommended that interested firms confirm that the Contracting Officer has received electronic submissions. Failure to provide a proposal in its entirety before the deadline will render the proposal non-compliant.
B. Proposal Preparation and Format Instructions:
Offerors must provide all requested information for each factor. Proposals must address each element of each factor as applicable to be considered responsive to this RFP. Factor headings should be highlighted in yellow or typed in bold text for identification. It is the contractor’s responsibility to ensure the submitted proposal is in the proper format and that the information provided is clearly understood and free of ambiguities.

II. EVALUATION FACTORS
A. FACTOR 1 – RELEVANT AND RECENT PAST PERFORMANCE EXPERIENCE:
***Relevant is defined as performance similar or greater in scope, magnitude, and complexity than the effort described in this solicitations scope of work, to include replacement of internal and external damaged bus ducts, activation of internal and external bus ducts, and coordination with required utility companies to ensure proper installation and activation. This relevant work can be a portion of a larger requirement, which was issued by the VA, Federal, State, Local Government agencies, and/or commercial facilities.
***Recent is defined as performance within the last five (5) years, to include ongoing projects.
Proposal shall include:
(1) Offeror must submit a minimum of one (1) but no more than three (3) references.
(2) The submission shall include a brief description of the project, the Contracting Officer’s Representative (COR) contact information for references, Contract Number, and Dollar Value.
(3) Provide a brief narrative describing the firms (primary and sub) specialized experience working with replacement of internal and external damaged bus ducts, activation of internal and external bus ducts, and coordination with required utility companies to ensure proper installation and activation.
· Further note: If utilizing the past performance of a subcontractor, subcontractors identified in the proposal must remain on the contract for its duration unless there is a compelling reason to replace them. The prime contractor will need to obtain approval from the contracting officer before making changes to key subcontractors.
(4) Respondents with no previous past performance shall state this when addressing the selection criteria. Where there is no record of past performance, the proposal will be evaluated neither favorably nor unfavorably. Superior performance ratings on relevant projects may be considered more favorably in the evaluation.
(5) The Government will evaluate the offeror’s past performance on active and completed contracts. The Government will contact the offeror’s submitted references on contracts if deemed necessary. Past performance information may be obtained from any other sources available to the Government, to include, but not limited to: Contract Performance Assessment Reporting System (CPARS) or other databases, past performance questionaries, and interviews with Program Managers, Contracting Officers, and/or Contracting Officer Representatives. The past performance evaluation will assess the relative risks associated with an offeror’s likelihood of success in performing the scope of work requirements as indicated by the offeror’s record of past performance.
(6) The following evaluation documents are acceptable:
a. Contractor Performance Assessment Report System (CPARS), or
b. Past Performance Questionnaire (PPQ) evaluation (Attachment 3).
(7) If a completed CPARS evaluation is available, it shall be submitted with the proposal. If using Attachment 3 PPQ, it should be emailed to the construction contract administrator of the entity (Government or civilian) for which the construction was completed and emailed to Ryan Crispin, at email Ryan.Crispin@va.gov, and CC: Joseph.Osborn@va.gov .
B. FACTOR 2 – PRICE PROPOSAL:

(2) Price shall be addressed using the attached price breakdown worksheet, which is included in Attachment 4 to include cost elements such as:

III. EVALUATION CRITERIA/OVERVIEW
A. The evaluation is subjective based on the information provided in response to the information requested in the evaluation factors. Proposals will be evaluated on the basis of two evaluation criteria: Past Performance and Price. Past performance will be evaluated for relevancy and confidence levels. Past performance will be considered significantly more important than price.
B. The Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources, including sources outside of the Government.
C. In evaluating relevant past performance, the government reserves the right to give greater consideration to information on those contracts deemed most relevant to the effort described in this solicitation. Common aspects of relevancy include similarity of service/support, complexity, dollar value, contract type, and degree of subcontract/teaming. The evaluation process will result in relevancy ratings of very relevant, relevant, somewhat relevant, or not relevant.
D. Past Performance Experience will be evaluated to assess recent and relevant past performance resulting in a performance confidence assessment rating.
