Key requirements include: submission of detailed project schedules using CPM methodology (baseline schedule due within 30 days of NTP); quality control plans with three-phase control systems (preparatory, initial, and follow-up); comprehensive safety and health programs compliant with OSHA 29 CFR 1926 and EM 385-1-1; and commissioning of electrical systems including medium-voltage distribution, emergency power generation, and electrical monitoring systems. The contractor must establish a Site Safety and Health Officer position with professional safety certification and minimum three years of dedicated construction safety experience, maintain a CQC System Manager with graduate engineering credentials and two years of similar construction experience, and provide extensive documentation including daily quality control reports, monthly health and safety performance reports, and final commissioning reports. Additional requirements include warranty management with 4-month and 9-month post-acceptance inspections, operation and maintenance training with video documentation, photographic project documentation with interactive indexing, asbestos abatement procedures if ACM is discovered (not anticipated but contractor-responsible for investigation), and restoration of all damaged property. The work must accommodate ongoing VA medical center operations with careful coordination of utility shutdowns requiring minimum 7-15 days advance notice and work restrictions during occupied building hours to minimize patient and staff disruption.
