About this file
This is a detailed safety requirements attachment for work involving confined space entry and asbestos remediation at a Department of Veterans Affairs facility (Atlanta VAMC). The document outlines mandatory safety protocols for personnel entering and exiting a crawl space area (BA106) that is classified as both an asbestos-regulated area and a permit-required confined space (PRCS).
All authorized entrants must wear tight-fitting, air-purifying respirators with HEPA filters compliant with OSHA 1910.1001, along with disposable coveralls, gloves, and foot coverings. Before exiting the crawl space, personnel must use a HEPA vacuum to decontaminate the exterior of protective clothing and clean the respirator before storage in a designated bag. All disposable materials must be sealed in labeled bags marked "Danger Contains Asbestos Fibers" and left in the crawl space for later disposal. Entry requires completion of a PRCS permit, with the Safety Office notifying Dekalb County Fire Department 48 hours prior to entry. Entrants must maintain emergency communication devices and comply with Atlanta VAMC's PRCS Standard Operating Procedures. The facility recommends limiting crawl space entry personnel to 2-3 individuals to minimize exposure risk.

Text version
Following is required for entering and exiting the crawl space area through BA106, or any other point of entry. It should be mentioned that the crawl space is an asbestos regulated area as well as a permit-required confined space (PRCS):
1. Each authorized entrant shall wear appropriate respiratory protection IAW 1910.1001 (e) (4). The required respiratory protection is a tight-fitting, air-purifying respirator with HEPA filters (1910.1001 (g) (2) and (3)).
1. Each entrant shall wear disposable coveralls, gloves, and foot coverings when entering the regulated area (1910.1001 (h)).
1. Prior to exiting BA106, a HEPA vacuum should be used to remove particulates from the exterior surfaces of the disposable coveralls.
1. The respiratory protection shall be properly cleaned before exiting the crawlspace. The cleaned respirator shall be placed in a storage bag.
1. All disposable materials (coveralls, cleaning materials, etc.) shall be placed in a trash bag, sealed, labelled Danger Contains Asbestos Fibers and left inside the crawlspace area for disposal later.
1. A permit will have to be completed for entry into the PRCS (crawl space). The Safety Office will notify the Dekalb County Fire Department 48 hours prior to crawlspace entry.
1. Entrants shall have emergency communication devices while in the crawlspace and shall comply with Atlanta VAMC PRCS SOP (attached).
1. We should think about minimizing the crawl space entrants to 2-3 personnel.
