About this opportunity

The Department of the Air Force Space Command's 30th Civil Engineering Squadron is seeking demolition services for Buildings 886, 887, and 888 at Vandenberg Space Force Base. The Request for Quote (RFQ) FA461025Q0010 requires a comprehensive demolition approach, including removal of building structures, basements, slabs, and adjacent sidewalks, along with utility disconnection and site restoration. Contractors must submit a 20-page technical narrative addressing the Performance Work Statement requirements, with evaluation criteria prioritizing price, technical capability, and past performance. Interested firms must be registered in the System for Award Management (SAM) and submit questions by February 21, 2025, with quotes due by March 25, 2025. The solicitation emphasizes environmental considerations, including mandatory asbestos and lead-based paint abatement, and requires demolition to occur during specific non-bird nesting seasons.

This procurement is a total small business set-aside under North American Industrial Classification Standard (NAICS) 238910 with a size standard of $19,000,000. The estimated contract value ranges between $500,000 and $1,000,000, with a 240-day period of performance beginning approximately four weeks after award. The project will be executed as a firm-fixed-price contract, with work located in Lompoc, California. Contractors must follow specific site restoration requirements, including importing topsoil and using a prescribed hydroseed mix native to the California Central Coast region. Additional project complexities include coordinating utility shutoffs, managing potential hazardous materials, and adhering to strict environmental protection guidelines. The government notes that funds are not currently available, reserving the right to cancel the solicitation at any time without reimbursing offeror costs.
