About this file

This is a lead-based paint survey report from Acacia Environmental Management to Vandenberg AFB regarding Building 887, dated May 11, 1999. The survey, conducted on May 7, 1999, analyzed six paint samples from the building's exterior, with five samples containing lead concentrations greater than 1,000 ppm, qualifying as hazardous waste under RCRA criteria. Sample-01 contained 753 ppm lead, requiring additional TCLP and Cal. W.E.T. protocol testing to characterize the waste.

The analytical results show varying lead concentrations across different building components: beige/concrete (753 ppm), beige/panel metal (1,138 ppm), beige/access door-wood (7,362 ppm), beige/sliding door (2,508 ppm), beige/wood access door (45,407 ppm), and beige/metal panels (1,141 ppm). The report includes a building sketch showing sample locations and notes OSHA regulation requirements (29 CFR 1926.62) for employee protection when any detectable amount of lead is present.

RE: LEAD-BASED PAINT SURVEY - BUILDING 887

Dear Mr. Crosby:

Acacia Environmental Management performed a survey of the exterior of the referenced facility on May 7, 1999 and a copy of the analytical report is attached for your reference and archiving.

Of the six (6) paint samples collected and analyzed, five were analyzed to contain greater than 1,000 ppm lead, and any residual waste must be considered as "hazardous" per RCRA criterion. Sample -01 was analyzed to contain 753 ppm lead, and subsequent analysis of any residual waste will need to be performed using the TCLP and Cal. W.E.T. protocol to characterize the waste.

OSHA regulations (29 CFR 1926.62) require an employer to protect his/ her employees form over exposure to lead, whenever a detectable amount of lead is analyzed to be present.

Sincerely, Dan Weathers, President
