About this opportunity

The Department of the Air Force Space Command is seeking demolition services for Buildings 533 and 541 at Vandenberg Space Force Base through a competitive solicitation. The 30th Civil Engineering Squadron requires complete demolition of both buildings, including basements, slabs, adjacent sidewalks, interior/exterior components, and existing equipment, with specific environmental and restoration requirements. Contractors must be registered in the System for Award Management (SAM) and submit a technical proposal demonstrating past performance and a detailed demolition approach. The evaluation will consider three primary factors: price, technical capability (20-page narrative addressing Performance Work Statement requirements), and past performance, with technical capability and past performance combined being approximately equal in importance to price. Key dates include a mandatory site visit on 13 March 2025, questions due by 14 March 2025 at 1:00 PM PST, and quotes due by 21 March 2025 at 12:00 PM PST.

The solicitation is a HUBZone Small Business Set-Aside under NAICS code 238910 (Site Preparation Contractors) with a $19 million size standard. The contract will be structured as a Firm Fixed Price agreement with separate contract line items (CLINs) for each building demolition. The period of performance is 240 days, with demolition restricted to the bird non-nesting season (15 August-15 February). Estimated contract values suggest a potential range between $250,000-$500,000 for these specific buildings. The place of performance is Lompoc, California, specifically at Vandenberg Space Force Base. Contractors must adhere to strict environmental protection requirements, including site restoration with a specific native seed mix, utility disconnection procedures, and comprehensive waste management protocols. Additionally, the government notes that funds are currently not available, and they reserve the right to cancel the solicitation at any time.
