About this file
This document is a comprehensive post-site visit Questions and Answers (Q&A) document for demolition services of Buildings 533, 541, 886, 887, and 888 at Vandenberg Space Force Base. The Q&A covers critical details for potential contractors, including key requirements such as mandatory asbestos and lead-based paint surveys for each building, which must be conducted by a third-party Certified Asbestos Consultant prior to any work. Environmental considerations are prominent, with specific guidelines about tree and vegetation removal, particularly for coast live oak trees over 6 inches in diameter, and requirements for biological monitoring during bird nesting seasons.
The solicitation is split into two separate requirements: Buildings 533 and 541 are a HUBZone Set-Aside, while Buildings 886, 887, and 888 are a Small Business Set-Aside. Contractors must handle utility disconnections, septic system management, and site restoration, including potential seeding with a native coastal scrub seed mix. Notably, no as-built drawings are available, and contractors must assume potentially unknown site conditions. The demolition work includes removing building structures, adjacent sidewalks, interior elements, and existing equipment, with specific requirements for utility capping, waste tracking through HAZMART, and adherence to environmental restrictions.

a. No, there are no existing usable asbestos and/or lead-based paint surveys that meet the requirements for this demolition for any of the buildings mentioned.
b. Prior to any work starting, the project proponent is responsible for having an asbestos and lead-based paint survey performed by a third-party Certified Asbestos Consultant (CAC) independent of the abatement team, for each building.
2. B533/541: Has ACM testing been done on Building 541 and can it be provided prior to bid?
a. No, there are no existing usable asbestos and/or lead-based paint surveys that meet the requirements for this demolition for any of the buildings mentioned.

4. Are there sanitary facilities onsite that the contractors can use?
a. No.
5. Who is responsible for the coordination of utilities shut off/capping? Will American Water complete the water shutoff and is the government aware of any specific requirements for the water shutoff and disconnect?
a. Water from the service line to the facility will be for the contractors to remove. American Water (AW) can ensure water is turned off. Contractor to coordinate procedure with AW. See attached for PoD.
6. B886/887/888: Will the contractor be responsible for moving the hydrant? Is there a designated area where they want the water cap and sewer cap?
a. See two attachments for the point of demarcations. Fire hydrants to remain.
7. B886/887/888: How much of the asphalt that appears outside of the red line in the photograph is to be removed?
a. The red outline is for the site visit location information only and does not represent any technical information for the job sites.
8. Will the two additional buildings be included in this proposal?
a. The two additional buildings, 533 and 541 are a separate requirement, set aside for HUBZone businesses only. The SAM posting notice ID is: FA461025Q0011

13. Is there a septic system at any building location, and are there any special requirements?
a. Septic system components should be cut and capped to prevent short circuiting of groundwater movement through any piping conveyances. Septic tanks shall be removed or demolished in place and holes punched through the bottom plate to allow groundwater percolation. Soil backfilling shall match hole volume by at least 100% to prevent soil subsidence.
14. Do all materials entering and leaving have to be logged thru hazmart on base?
a. Yes, all hazardous materials used onsite will be logged into the HAZMART system. In addition, any solid wastes (C&D) being removed must be tracked through the Solid Waste Program.

a. Demolition can occur year-round; however, between 15 Feb and 15 Aug if demolition is to occur, then a biological monitor will be required for the project to ensure no nesting birds are in the structures. The cost of the monitor(s) is a requirements of the project. All monitors must be pre-approved through the 30 CES/CEIE (Environmental) Office.
40. There are asbestos reports for buildings 533,541, and 866 but not for 887 or 888. Has testing been done on those buildings as well and can the reports be provided?

41. There is a seed mix supplied for buildings 533 and 541. Can the government confirm that this seed mix is also required for the 800 buildings?
a. If a seed mix is needed, approval is required by CEIEA. Coordinate native coastal scrub seed mix and approval with CEIEA.
42. The attachment provided with the Site Visit details via email on March 12, 2025 displays a red line around the project site. Please confirm if this was for the purpose of the site inspection or if this is the area that will require demolition/seeding/etc.
a. The red outline is for the site visit location information only and does not represent any technical information for the job sites.
43. The response to a previous RFI-QA doc states that a performance and payment bond is required for this project. After reviewing the
