About this opportunity

The Department of State has issued a solicitation modification (19SP1025Q0002) for the supply and installation of an interview room and an optional duress button line installation at the U.S. Embassy in Barcelona, Spain. The procurement involves the construction of a two-room, ISO-standard prefabricated container with comprehensive electrical wiring, HVAC, ventilation, interior finishes, lighting, power systems, and a duress system interface. The duress button installation component requires approximately 17 meters of trench and 26 meters of conduit work, though the government will determine upon contract award whether this optional line item is needed. The solicitation includes a 21% Value Added Tax provision, with the Embassy planning to seek VAT exemption from Spanish authorities. The deadline for proposal submission is July 14, 2025, at 17:30 local time, with no further questions accepted after July 7, 2025, and no questions were received during the question period.

This solicitation does not utilize any set-aside designations and is open to all qualified contractors. No incumbent contractors or current service providers are identified in the solicitation documents. While specific contract values are not disclosed, the pricing structure requires contractors to submit costs in Euros and include all labor, materials, insurance, overhead, and profit in their total cost submissions across seven detailed cost categories. The work will be performed in Barcelona, Spain, at the U.S. Embassy facility, with the contract potentially allowing for future annual service for the duress button line item either at initial award or post-contract award. The solicitation falls under the Commercial and Institutional Building Construction NAICS category and involves maintenance of administrative facilities and service buildings.
