The project requires a two-room, ISO-standard container measuring approximately 6m x 2.5m x 2.6m, complete with electrical systems, HVAC units, lighting, ventilation, interior finishes, and a duress button system. Contractors must be registered in the System for Award Management (SAM) database and possess all necessary permits and licenses to conduct business in Spain. The government will award the firm fixed-price contract to the lowest-priced technically acceptable offeror and may make the award based on initial offers without discussions. This procurement does not utilize any set-aside designations and is open to all qualified contractors. The solicitation documents do not identify any incumbent contractors or provide specific budget ranges for the project, though comprehensive cost breakdown templates are included in the attachments for bidders to structure their pricing. The contractor will have 60 calendar days from notice to proceed to complete all work, including site preparation, foundation work, container installation, electrical connections, and final cleanup. Performance will take place at the U.S. Consulate General in Barcelona, located at Passeig Reina Elisenda de Montcada, 23, 08034, Barcelona, Spain. The project involves the construction of a single modular structure designed to provide secure interview capabilities for consular operations.
