About this opportunity
The Department of State has issued a re-solicitation notice for the supply and installation of a prefabricated container at the U.S. Consulate General in Barcelona, Spain. The original solicitation (19SP1025Q0002) is being re-issued due to deficiencies in the initial submissions received during the preliminary review process. The quotations submitted did not meet minimum requirements for evaluation, with contractors failing to provide complete quotation packages that included the required technical proposals. This re-solicitation aims to ensure compliance with procurement standards and enhance the competitive environment for this construction project. The project involves supplying and installing a two-room, ISO-standard prefabricated interview trailer container with specific electrical, HVAC, and security requirements.
The re-solicitation seeks to obtain complete and compliant submissions from contractors by establishing clear submission requirements under the Commercial and Institutional Building Construction NAICS category. Contractors must submit quotations containing both Volume I and Volume II components by 5:30 PM local time on August 25, 2025, with the estimated contract value ranging between $25,000 and $100,000. A mandatory site visit is scheduled for August 13, 2025, requiring potential bidders to submit registration and personnel details by August 11, 2025. The project has a 60-calendar day performance period, with work commencing within 15 days of receiving the Notice to Proceed. All contractors must comply with various building codes and standards including OSHA, International Building Code, NFPA, and ADA requirements. Inquiries regarding the solicitation should be directed to GSO_Barcelona@state.gov, and contractors are specifically instructed to carefully review the submission requirements to ensure their quotations include all necessary technical and cost documentation.
