About this file
Addendum No. 2 for the Umatilla Municipal Airport Aircraft Parking Apron Expansion Project is an official solicitation document issued by the City of Umatilla, Florida, through AVCON, INC. as the procurement agent. The addendum, dated April 4th, 2025, provides additional documentation for Invitation to Bid (ITB) No. 2025-AP-002, including pre-bid meeting minutes, a pre-bid sign-in sheet, and a geotechnical investigation report. The project involves constructing an asphalt aircraft parking apron expansion, including new aircraft tie-down installations, apron site lighting, airfield electrical work, landside utility coordination, and a new dry retention area. The project will also include clearing and grubbing, site grading and drainage, airfield pavement striping, and site restoration. The total project duration is 97 calendar days, with sealed proposals due by 2:00 p.m. on April 24th, 2025, and a non-mandatory pre-bid conference held on April 2nd, 2025.
The geotechnical investigation report provides critical insights into the site's subsurface conditions, revealing a predominantly sandy soil profile with varying densities. The report indicates that the site consists of sand strata to a depth of 9 feet, with loose to very loose soil conditions. The California Bearing Ratio (CBR) tests show subgrade strength ranging from 9.5 to 21.2 at 100% compaction, with recommended densification and preparation procedures to meet Federal Aviation Administration (FAA) guidelines. The project will be funded through airport improvement grants, with strict safety and operational requirements, including maintaining airfield security, protecting existing facilities, and minimizing disruption to airport operations. Contractors must adhere to specific construction safety and phasing plans, with site access limited to Cassady Street and temporary fencing required to maintain airfield security.

• When asking questions, please be sure to enter each question separately.
• Project Overview – The Umatilla Municipal Airport (X23) Aircraft Parking Apron Expansion. This project shall consist of the construction of an asphalt aircraft parking apron expansion, new aircraft tie-down installation, apron site lighting, associated airfield electrical and landside utility coordination, and construction of a new dry retention area. Also included in this project is clearing and grubbing, site grading and drainage, airfield pavement striping, and site restoration.
• This is a non-towered airfield. Safety is of the utmost importance. Aircraft always have the right-of-way. Due to the phasing and sequence of the construction, no Contractor shall be permitted on the Runway. Access on to the Taxiway shall only be permitted as described in the construction safety and phasing plan. Entering the Runway or Runway Safety Area shall be immediate grounds for permanent removal from the Airfield.
• Operational Safety - Special attention shall be directed to the requirements of the Construction Safety Phasing Plan and Details in the Bid Drawings.
• Site Access shall be via Cassady Street. This project may require temporary fencing or barricades in order to maintain the security of the airfield. Temporary fencing plans shall be submitted to the Engineer and RPR for review and approval prior to the implementation. Temporary access points or gates may be installed by the Contractor at any time during the construction, however, those access points or gates shall be removed, and the fence shall be restored at the completion of the project.
• Protection of facilities and equipment – Unless specifically marked for removal, or as directed by the engineer, all facilities and equipment on the airfield shall be protected in place. Any damage to existing facilities or equipment shall be repaired by the Contractor at no expense to the Owner.
• The Airfield shall stay secured at all times. At no point shall any fence or gate be left open and unattended.
• This project includes apron site lighting. All electrical codes shall be adhered to for all installations if not explicitly directed in the plans or specifications.
• The project duration is 97 calendar days. Working days shall be calculated in accordance with the Contract.
• Procurement time shall be allotted to the Contractor as needed prior to the issuance of the Notice to Proceed. If requested by the Contractor, a notice to procure may be issued to allow time for shop drawing submittal, review and approval, ordering and delivery of long lead time items such as the site lighting.
o It is the intention of the Owner and the Engineer for this project to be completed expeditiously once started. The Owner and Engineer encourage the contractor to make use of the procurement allotments to gather all necessary materials prior to taking the site and starting the work.
• Minimum 24 hours’ notice shall be provided to the Owner and the RPR ahead of any planned working days on site. The Engineer/RPR must be present for all installations/work.
• Aircraft Parking is at a premium at this airport. Any significant downtime for the existing apron will be impactful to the airport and its users. The awarded bidder should plan this project in a manner that allows for the quickest and least impactful completion possible.
• Excess materials generated by the construction (milling, suitable fill, salvageable materials) are the property of the airport and shall be delivered to the Airport or deposited in a stockpile location no greater than 5 miles from the airport at the request of the Owner.
• Watering of sod, seed, and mulch – it is the responsibility of the contractor to ensure that grass sod/grass takes and grows sufficiently to establish a good stand of grass sufficient enough to prohibit erosion on side slopes and in drainage areas surrounding the airfield. Alternatively, excess materials may be spoiled north of the proposed grading limits in the area that is to be cleared and grubbed. If this is preferred, a typical grading detail will be provided to the awarded bidder.
• Clearing and grubbing – full root raking shall be required. All organic materials/bushes/trees shall be removed and disposed off site at no additional expense. The aircraft parking apron expansion area shall be fully clear of all organic materials to ensure that settlement or sinking does not occur in the future.
This concludes the pre-bid meeting. At this time, we will walk out to the site to conduct the site visit. If anyone has any questions during the site visit, please communicate them clearly to me, so that they may be logged and answers may be provided to all of those not in attendance today.
Questions asked at the Prebid Meeting
Q: Can the Geotech report be provided?
A: Yes, it will be provided with Addendum #2
Q: Is the Beacon included in this project
A: No, the Beacon is not included, it was broken out, bid separately, and has already been awarded.
Q: There is a note for signage on the new fence line. Can the required signage be provided along with dimensions and spacing on the new fence line?
A: Yes, this will be provided with Addendum #3
Q: What is to be done with the excess earthwork materials on site?
A: The excess fill/embankment will be spoiled on site north of the proposed dry retention area. A revised detail will be provided with Addendum #3, but all material will remain on site and will be blended into the grading limits north of the dry retention area.
Q: Is survey available for the full extent of the existing earthwork stockpile?
A: The extent of the existing earthwork stockpile will be modeled, and the revised earthwork quantities will be provided (excavation and embankment) with Addendum #3.
