About this file
Addendum No. 4 for the Aircraft Parking Apron Expansion project is issued by the Umatilla Municipal Airport and AVCON, INC. as the Procurement Agent, dated April 11, 2025. The addendum addresses several key clarifications and modifications to the original solicitation, including project measurement and payment terms, construction material testing responsibilities, and specifications for Recycled Asphalt Pavement (RAP) usage. The document provides detailed responses to contractor questions about project quantities, material testing requirements, stockpile removal, work area limits, and as-built documentation requirements.
The addendum specifies that the bidder is responsible for construction material testing across multiple technical specification items, with a maximum of 20% RAP allowed in the P403 mix. Payment will be based on actual quantities of units incorporated into the work, as determined by the Engineer. The spoil area north of the berm will be cleared and grubbed, with spoiled material to be placed in compacted lifts. Work Area C has been removed from the project scope, and the contractor will be required to provide as-built documentation for various project elements including pavement edges, fenceline, tie-down anchors, and electrical infrastructure. Performance and payment bonds will cover the full contract amount.
