About this file

This is a General Permit Registration reissuance document issued by the West Virginia Department of Environmental Protection (WVDEP), Division of Water and Waste Management, for the Sullivan Refuse and Clogged Stream Maintenance project located in Raleigh County, West Virginia. The permit authorizes the permittee, Jonathan Holbert of the WVDEP Office of Abandoned Mine Lands & Reclamation, to continue operations involving stormwater management associated with construction activities on a 20.98-acre disturbed site. The project qualifies as a Large Construction Project under General Permit No. WV0115924 and has been issued a one-year term without public notice requirement. The site registration is valid through June 7, 2025, with the permittee responsible for maintaining compliance with all permit terms and conditions outlined in the general permit documentation.

Bumgarner at the WVDEP Division of Water and Waste Management at (304) 926-0499, Extension 41213, or via email at Emily.E.Bumgarner@wv.gov.

Re: General Permit Registration No. WVR112422 Sullivan Refuse and Clogged Stream Raleigh County, Disturbed Acres (20.98)

Dear Permittee, You are now authorized to continue operations under the terms and conditions of the 2024 General Permit No. WV0115924 Stormwater Associated with Construction Activities, to discharge stormwater associated with construction activities. This re-issuance registration should be kept with your copy of the General Permit. You should carefully read the contents of the permit and become familiar with all requirements needed to remain in compliance.

You will be invoiced for your annual permit fees one month prior to the anniversary date of your original approval date. Failure to submit the annual fee within 90 days of the due date will render your permit void upon the date you are mailed a certified written notice to that effect.

This project is a Large Construction Project and receives a one year term without going to public notice. Site Registration will expire on June 7, 2025.

Reissuance of this registration does not authorize any injury to persons or property or invasion of other private rights, or any infringement of federal, state or local law or rules.

The validity of this General Permit Registration is contingent upon payment of the applicable annual permit fee, as required by Chapter 22, Article 11, Section 10 of the Code of West Virginia.
