About this file
This Addendum No. 1 modifies the Agency Solicitation ARFQ DEP25-45 for Sullivan Refuse and Clogged Stream issued by the West Virginia Department of Environmental Protection (WVDEP). The project encompasses refuse removal, stream restoration, tree clearing, driveway repair, and associated environmental remediation work. Tree clearing activities must be performed between November 15th, 2024, and March 31st, 2025. Driveway repair work (Item 7.4) shall consist of two 36-inch HDPE pipes in accordance with the plans and specifications. The addendum publishes vendor questions and answers, distributes a pre-bid sign-in sheet, and modifies billing and payment procedures for utility work as outlined in the revised section 12.4 of the specifications. Vendors must acknowledge receipt of all addenda by completing the Addendum Acknowledgement Form and submitting it with their bid to avoid disqualification.
The engineer's estimate for the project is $610,891.00. Section 12.4 has been revised to clarify that the contractor shall not bid on utility work; instead, the contractor must contact utility providers within the project limits and submit any protection or relocation requirements to the WVDEP for approval, with approved utility work to be billed to and paid for by the WVDEP. Additional technical clarifications provided in the questions and answers section address stockpile areas, impoundment material handling, water quality parameters at Portal #12 (pH 4.5, Fe 0.5 mg/l, and Sulphates 18 mg/l), soil cover payment rates per cubic yard, site access procedures, and stream restoration requirements. No mine maps are available, and the access gate remains historically unlocked with contact procedures provided for access issues.
