Overview Instructions
| Weighted Guidelines (DD-1547) | ||
| This is a short write-up on completing a DD-1547, Weighted Guidelines. The top half of | ||
| the DD-1547, line 13 (material) through line 20 (total cost) is self-explanatory. Data enter | ||
| the information on lines 13 through 17 and line 19. Do not data enter information on lines | ||
| 18 and 20 as formulas are located in these lines. | ||
| To complete a DD-1547 (Weighted Guidelines) you need to utilize the DFARS PART | ||
| 215.404-71. DFARS Part 215.404-71-1 provides general guidance on the weighted | ||
| guidelines method, which focuses on four profit factors: a) performance risk, b) contract | ||
| type risk, c) facilities capital employed, and d) cost efficiency. You have to go through | ||
| each part of the DFARS that addresses each of the four items to complete the DD-1547. | ||
| a. DFARS 215.404-71-2 Performance risk. You utilize this section of the DFARS to | ||
| complete lines 21, 22, and 23 of the DD-1547. This factor addresses the contractor's | ||
| degree of risk in fulfilling the contract requirements. The performance risk (line 23) is a | ||
| composite of two parts, technical risk (line 21) and management/cost control (line 22). | ||
| Technical risk concerns the technical uncertainties of performance while | ||
| management/cost control is concerned with the degree of management effort necessary to | ||
| ensure contract compliance and cost control. DFARS 215.404-71-2(b) provides a table | ||
| (from the DD-1547) of how the composite performance risk is determined, and the | ||
| corresponding profit objective, with explanations just below the table. You need to | ||
| determine a value from the table in DFARS Part 215.404-71-2(c). The values apply to a | ||
| standard contract or a technology incentive contract. The technology incentive applies only to | Overview | |
| the technical factor and not the management\cost control factor. Most contracts will utilize values | ||
| for a standard contract. There is a designated range for the standard contract that is between | ||
| 3% to 7%, with a mid-value at 5%. Therefore, 5% is the normal value. The lower the | ||
| technical and management/cost control risk, the lower the percentage figure. The higher | ||
| the technical and management/cost control risk, the higher the percentage figure to use. | ||
| Notice that G&A expense is included in the base (total costs) to determine the profit | ||
| objective. Also notice that line 23, the value for Performance Risk is a composite of | ||
| technical and management/cost control factors. The value for Performance Risk is | ||
| multiplied against the total costs to determine a profit objective for Performance Risk. | ||
| b. DFARS 215.404-71-3 Contract type risk and working capital employed. You | ||
| utilize this section of the DFARS to complete lines line 23 and 24 of the DD-1547. The | ||
| contract type risk factor focuses on the degree of cost risk accepted by the contractor | ||
| under different contract types. The working capital adjustment is an adjustment added to | ||
| the profit objective for contract type risk. The working capital adjustment only applies to | ||
| fixed price contracts with progress payments. | ||
| Again, DFARS Part 215-404-71-3(b) provides a table (from the DD-1547) of how the | ||
| profit objective calculation is made, with explanations just below the table. DFARS Part | ||
| 215-404-71-3(c) is a table of values to be used based on contract type. Notice that at the | ||
| top of the table, firm fixed price, the normal value is 5 and the values decrease as you | ||
| move down the table. Why? Because as the contract types are changing, the risk is | ||
| shifting from the contractor to the government. As the risk to the contractor decreases, the | ||
| profit objective decreases. Therefore, find the corresponding normal value for this type of | ||
| contract and utilize it in the DD-1547. DFARS Part 215-404-71-3(d) provides evaluation | ||
| criteria. | ||
| Again, notice that the value for the Contract Risk is multiplied against total costs to | ||
| determine the profit objective for Contract Risk. | ||
| For those fixed price contracts that have progress payments (not performance based payments) | ||
| utilize the table in DFARS 215.404-71-3 to determine contract length factor. Notice that as the | ||
| contract period increases (in months) the contract length factor increases. Why? Because in a firm fixed | ||
| contract the risk shifts to the contractor. As the length of contract increases, so does the contractors | ||
| risk increases and a concern on the contractor’s cash flow. The interest rate used is the | ||
| treasury rate. Again, the cost financed is multiplied by the contract length factor muliplied by | ||
| the treasury rate to determine the profit objective for working capital adjustment. | ||
| c. DFARS 215-404-71-4 Facilities capital employed. You utilized this section of the | ||
| DFARS to complete lines 26, 27, and 28 of the DD-1547. The facilities capital employed | ||
| focuses on encouraging and rewarding contractors for capital investments and facilities | ||
| that benefit DOD. On lines 26, 27, and 28, under the heading "Enter Amount Employed" | ||
| you would need to data enter the data from the DD-1861. DFARS 215.404-71-4(e) shows | ||
| lines 26, 27, and 28 of the DD-1547 and how the profit objective is determined. | ||
| Notice that there are no assignable values for land and buildings. DFARS 215-404-71-4(f) | ||
| is a table that reflects the values for equipment. The table reflects land, buildings, and equipment, | ||
| however zero (0) percent is reflected for land and buildings. There is a designated range | ||
| of between 10% to 25%, with a mid-value of 17.5%. Therefore, 17.5% is the normal value. | ||
| DFARS 215.404-71-4(g) provides the evaluation criteria for determining the value that | ||
| should be used. | ||
| Again, notice that the assigned value for equipment is multiplied by amount for equipment | ||
| derived by the DD-1861 (facilities cost of money) to determine the profit objective. | ||
| d. DFARS 215.404-71-5 Cost efficiency factor. You utilized this section to complete | ||
| line 29 of the DD-1547. The cost efficiency factor provides an incentive for contractors | ||
| to reduce costs. However, if this is a firm fix price contract, the risk is on the contractor | ||
| not the government. If the contractor reduces their costs, their profit goes up and it does | ||
| not reduce the contract price. Therefore, there is no reason to complete this section of the | ||
| DD-1547 for a fixed price contract. Due to the number of factors involved in determining | ||
| a cost efficiency, the percentage figure is left to the judgment of the contracting officer, | ||
| not to exceed four (4) percent of the total cost objective. | ||
| Notice that G&A is included in determining the profit\fee objective but facilities capital | ||
| cost of money (FCCM) is not included in determining the profit\fee objective. | ||
| e. On line 32 of the DD-1547 the FCCM amount from the DD-1861 needs to be data | ||
| entered. | ||
