SUMMARY OF CHANGES
SECTION A - SOLICITATION/CONTRACT FORM
The following have been modified:
SECTION A
A. EXECUTIVE SUMMARY
This is a competitive solicitation that has been set aside 100% for Small Business under the NAICS code 541513
(Computer Facilities Management Services) in accordance with FAR Subpart 6.2 and FAR Subpart 19.5 using the competitive procedures described in FAR Part 15. The resultant award will be an incrementally funded, non-commercial, Cost Plus Fixed Fee (CPFF), single “C” type contract for severable services to include Labor, Overtime, Travel and Training for a 12 month Base Period (including phase-in) and two 12 month Options, plus the
Option to Extend Services in accordance with 52.217-8.
The workload of the USARCC-C (RCC-C) is divided into seven major services: Network Services, Enterprise
Services, Unified Capabilities (UC), Computer Network Defense Services, CONUS DoDIN-A Operations, Mission
Support Services, and Defensive Cyberspace Operations (DCO) Support Services. These services comprise requirements for network operations, systems operations, technical support, security management, process management, and service support for NIPRNet, Defense Research and Engineering Network (DREN), SIPRNet, Black Core, GMN, and other unclassified or classified environments (PWS Section 2.0 Background).
The PWS utilizes performance based contracting methodologies and includes three appendixes: Appendix A, Services and Assets (Hardware, Virtual Devices, and Software Footprint); Appendix B, Performance Metrics
(surveillance measures include 100% inspection, periodic inspection and reviews, and customer feedback); and
Appendix C, ITIL Key Performance Indicators and Metrics Process Plan (defined key performance indicators (KPIs) and metrics associated with each Information Technology Infrastructure Library (ITIL) process used to support the
RCC-C mission (PWS Appendices are attached by reference at Section J).
The Contractor shall provide support at CONUS and OCONUS locations to meet mission requirements and undergo training. The COR will issue travel subtasks via e-mail to the Contractor that includes the destination, dates and duration of stay, purpose, and estimated cost. Travel requests for deployment will specify additional travel conditions. The Contractor shall not proceed without this notification and adequate contract funding. The support outside Fort Huachuca, AZ, Fort Gordon, GA, Fort Eustis, VA, and Fort Sam Houston, TX areas, by Contractor employees assigned to these locations will be designated as TDY. The COR will approve all travel requirements before travel begins (PWS Section 4.8 Travel).
The clause at FAR 52.232-22 Limitation of Funds will be incorporated into the contract requiring the Contractor to provide written notice 60 days prior to reaching 75% of the estimated cost in the Schedule. Finally, Fixed Fee will not exceed the statutory limitation of 10% for services. Fixed Fee will also not be allowed on Travel and Training.
All contractor employees must have, as a minimum, SECRET Security Clearances upon contract performance start date. Selected contractor employees must have a TOP SECRET Security Clearance with Sensitive Compartmented
Information access (PWS Section 4.4 Security and Privacy).
Contractors will be required to have a TOP SECRET Facility Clearance upon award. For personnel requiring TOP
SECRET/SCI, clearances will be monitored by the local Special Security Offices (SSO).
Classified material requiring personnel to possess SECRET or TOP SECRET clearances shall be handled in accordance with the Contract Security Classification Specification, DD Form 254, which will form a part of the contract. The U.S. Department of Defense, Defense Security Service web site at http://www.dss.mil provides specific eligibility information for security clearances (DD 254, Continuation Sheet, 1. Ref 1a).
Homeland Security Presidential Directive 12 (HSPD-12) implements mandatory, government-wide standards for secure and reliable forms of identification for federal employees and contractors requiring physical access to federally controlled facilities and logical access to federally controlled information systems. Because Contractor employees will be required to have routine physical access to a Federally-controlled facility and routine access to a
Federally-controlled information system, the HSPD-12 federal personnel security program requirements are applicable to this procurement; therefore, FAR clause 52.204-9, Personal Identity Verification of Contractor
Personnel, will be included in the solicitation and resultant contract.
This acquisition will utilize a best value approach that permits trade-offs between price and non-cost Factors and allows the Government to accept other than the highest technically rated and/or lowest priced proposal. The perceived benefits of the higher priced proposal shall merit the additional cost, and the rationale for tradeoffs shall be documented in the file in accordance with FAR 15.406. Therefore, award may be made to an Offeror with a higher Most Probable Cost if the added benefits to the Government warrant paying a higher cost. Offerors are cautioned that award may not necessarily be made to the lowest cost offered.
Offerors are encouraged to propose approaches that provide improvements/innovations to requirements, giving due regard to the relative importance of the factors and sub-factors of Technical Capability (Staffing, Management and
Quality Control), Past Performance and Cost. The Government will evaluate the effect the increased performance may have on the contract Cost/Price (Section L.6 (c)).
Offerors are hereby informed that performance or capabilities proposed above mandatory minimums may be incorporated into the contract as specified in the DoD Source Selection Procedures dated 31 March 2016 (Section
L.6 (c)).
To receive consideration for award, a rating of no less than “Acceptable” must be achieved for the Offeror’s
Technical Capability Risk Factor. Offerors with individual Subfactor ratings of less than “Acceptable” will not move forward in the source selection process and thus will not be considered for award (Section M).
Offerors must achieve, under the Past Performance Relevancy an assessment of “Relevant” or better and no less than “Satisfactory Confidence” or “Neutral Confidence” for Past Performance Confidence. If there is no past performance information, the Offeror will be evaluated neither favorably nor unfavorably and such lack of past performance will be considered a “Neutral Confidence” (Section M).
Offerors shall have an accounting system deemed by the Government to be adequate to accurately track costs at time of award (Section L (k)).
Offerors shall provide information that affirmatively demonstrates the Offeror has adequate financial resources to perform the contract or has the ability to obtain them (FAR 9.104-3(a)) (Section L (l)) .
All Offerors must clearly demonstrate their ability to meet all requirements specified in this RFP. Failure to furnish full and complete information that demonstrates the Offeror’s ability to satisfy the specified requirements may cause an offer to be considered unacceptable. The Government reserves the right to make awards without holding discussions (Section L).
For proposal and questions submission information, reference Section L - INSTRUCTIONS, CONDITIONS AND
NOTICES TO OFFERORS, L.1 INTRODUCTION within this RFP.
The resultant contract will provide RCC-C IT Support Services for an anticipated period of performance as follows:
Phase-in period: One month from date of award
Base Period 11 months from date of full performance
Option Period One: 12 months from date of exercise http://www.dss.mil/

A different labor category or labor rate will be proposed with supporting rationale and will be subject to negotiation.
Performance includes requirements identified as “Optional Work.” The Government reserves the right to negotiate these requirements at a future date. The Government shall provide sufficient lead time for the Contractor to fulfill these requirements. During the life of this contract, when new requirements for the Government are determined, the
Government may implement those PWS paragraphs and supporting subparagraphs marked “Optional Work” as a change order. “Optional Work” shall not be discussed in the technical or priced as part of your proposal (i.e. not included in the staffing worksheets, WBS, BOE, labor categories or rates, etc.).
B.2 SCOPE
