Instructions
General
The enclosed Summary must be completed by all Offerors regardless of the computerized estimating/pricing system used.
Reference the RFP for complete Instructions.
Optional Work within the PWS is subject to the Changes Clause and shall not be priced (PWS 1.2) and is included in the WBS to keep the PWS formatting intact. This work shall not be included in the proposal.
The Offeror shall submit the cost proposal spreadsheets by major cost element: direct labor (hours and rates), indirect costs/overhead, general and administrative expenses, facilities capital cost of money, and profit/fee using the format within this cost workbook.
Worksheets for Cost Build, WBS and BOE shall be completed for each performance period: Base, Option One and Option Two.
Offerors shall submit both “Sanitized” and “Unsanitized” cost/price proposals. “Unsanitized” cost proposals are complete cost proposals that include all required information.
“Sanitized” cost proposals shall exclude all company proprietary or sensitive data, including cost and price information, but must include a breakdown of the total labor hours and categories proposed by task and a breakout of the types of all proposed Other Direct Costs (ODCs).
Both “Sanitized” and “Unsanitized” files shall contain all formulas, calculations, and worksheet/workbook links used to compute the proposed amounts; the formulas, calculations, and links shall not be hidden, nor path preferences used to higher directories on the Offeror’s system that “breaks” the links when files are copied to the submitted electronic media.
All linked spreadsheets shall be provided.
The proposal cost breakdowns should follow the cost accounting and estimating practices of the Offeror.
All amounts in the Cost/Price Volume shall be shown to the second decimal place. Print image is not acceptable.
All calculations shall be fully disclosed with explanations for how the amounts were derived. The proposal data shall allow for replication and validation of the calculations, with clear tracking of key figures among the support schedules.
If your company does not segregate fields such as Fringe Benefits, Material Handling, and FCCM, enter N/A.
Offerors shall provide a separate Cost Notes page for any written explanation of the cost, to include any exceptions, deviations and/or assumptions.
The proposal shall identify any judgmental factors applied and the nature of any contingencies included in the proposed costs.
All ODCs will be proposed without Fee.
If Teaming Partner data is considered proprietary, it may be sent directly to the Government. However, the Prime Contractor will still have the responsibility to consolidate the overall labor cost totals and include them in the cost breakdowns within the worksheets contained in this Cost workbook: SUMMARY, CLIN TOTALS, COST BUILD, WBS, and BOE tabs.
►All subcontractor cost proposals that are provided directly to the Government shall conform to the proposal requirements within this Cost Workbook, except for the Government provided estimates for Overtime and ODCs that will be handled by the Prime.
For proposal purposes, the Government estimates for overtime and ODCs shall be burdened at the Prime Offeror's indirect rates.
Additional worksheets may be provided as necessary to support the proposed costs, such as to show shift schedules, Subcontractor costs, the build up of costs for Government provided estimates for Overtime and ODCs or to provide subcontract price analysis information.
Workbook Format Instructions.
Group by labor category and provide in addition to the hourly rate, an average labor rate whenever there are many rates for the same labor category.
Labor costs shall be separated by team member (i.e. Prime, Subcontractor, etc.).
Worksheets (ex. Cost Build, WBS, BOE) are to be duplicated as needed to propose costs for each performance period (Base period, Option Period One and Option Period Two).
Cost Build Tab. Group costs by team members (Prime/Subcontractor/Teaming Partner). The format is mandatory, unless specifically stated otherwise in the specific worksheet within this Cost Workbook. For example, the BOE is not manditory.
WBS Tab. The WBS format should be used to the greatest extent possible. Adjustments to the format may be made as required by the Offeror’s specific technical approach and content.
Provide a Basis of Estimate (BOE) to support all cost elements. All BOEs shall include documentation of all assumptions, qualitative methods employed, and Basis of Data or Information.
- Cost information within the BOE may be used to assist cost analysis and most probable cost adjustments, if necessary.
- The BOE template is provided as a guideline for expected content. The Offeror is free to develop and propose the BOE format that best explains the Offeror’s specific technical approach and content.
Zero shall be entered for all cells with no amount.
►All cost elements within the workbook shall be formulated to accurately populate the Summary tab with totals for each cost elements so that any cost adjustments within the cost workbook will accurately update the totals on the Summary page.
Other costs typically include such things as general and administrative (G&A) expenses, centralized service centers, profit (depending on the contractual agreement with the government), and the cost of money (if the contractor has significant capital assets dedicated to a particular government program).
Other costs vary from firm to firm-what one company categorizes as overhead may be categorized as other costs by another company. As long as it is in accordance with Generally Accepted Accounting Principles (GAAP), companies are free to use the accounting system that is best for their particular circumstances.
G&A expenses are a good example. While many companies categorize G&A as overhead, many others categorize G&A as other costs. Regardless of the category, the important thing is that G&A expenses are included when calculating the wrap rate.

WBS Original This worksheet shall be duplicated for each performance period: Base Period, Option Period One, and Option Period Two.
A Work Breakdown Structure (WBS) is a tool that represents an organized list of tasks and subtasks in an appropriate sequence. For cost-type contracts, you want to create enough clarity for the Government to be able to substantiate each task and subtask and assign resources to each. The WBS should mirror the tasks and task numbers in the corresponding PWS. The Work Breakdown Structure (WBS) shall be at a minimum of the third level as illustrated in the Notional WBS sample below. All hours shall be sub-totaled at each WBS element level and then totaled at each of the next highest levels. Many times, the WBS is a compilation of tasks from various functional areas, resulting in input from several people who are considered experts. If this is the case, then one person responsible for compiling the WBS should ensure there is no duplication and that all work for the requirement is included.
First level represents the tasks and subtasks for each major service (Network Services 5.1 - Admin./Technical Taks 5.9). The second level represents the roll up of both the tasks and subtasks for each major service. The third level represents the total for the entire program. The hours for each labor category will be displayed under the appropriate perfromance area (example, 5.1.2 -5.14 for tasks and 5.1.2.1 - 5.1.4.5 for subtasks). The second and third level total roll-up hours for each major service (Network Services 5.1 - Admin./Technical Taks 5.9) are totled in column D.
The following WBS format shall be used to the greatest extent possible. Adjustments to the format may be made as required by the Offeror’s specific technical approach and content.

BOE
| This is an example. Offerors are free to propose their own BOE in accordance with their WBS and technical approach. | ||
| This worksheet shall be duplicated for each performance period: Phase-in, Base Period, Option Period One, and Option Period Two. | ||
| The BOE is to document the rationale for the labor hours, labor categories, travel, and ODC estimates that are used in developing the overall expected cost of a contract. Offerors shall prepare the BOE to explain the resources that will be required to accomplish their technical approach. The BOE shall be reflective of the breakdown of tasks within the WBS of the technical volume and shall be provided at the third level. The following is an example of a BOE format that may be used. This template is provided as a guideline for expected content and is not required to be strictly adhered to. Adjustments to the format should be made as required by the Offeror’s specific technical approach and content. Cost information is allowed to be provided within this BOE. | ||
