About this file
This is Standard Form 30 (Amendment of Solicitation/Modification of Contract) for Army solicitation W91QV126RA022, issued by MICC-FT Belvoir on March 27, 2026. The amendment extends the solicitation due date to March 27, 2026 at 5:00 PM EDT (previously March 26 at 11:00 AM EST), provides responses to RFIs, removes past performance evaluation from the solicitation, and revises the Phase-In period from 15 days to 10 days. The modification updates pricing template instructions for CLINs 0005 and 0006 and clarifies that FAR Clause 52.212-3 (Offeror Representations and Certifications for Commercial Products and Services) does not apply.
The solicitation is for HVAC services at Arlington National Cemetery with a base period of eleven months and four one-year option periods. CLIN 0001 covers routine HVAC services (fully burdened labor rate); CLIN 0002 covers emergency services on a per-occurrence basis; CLIN 0003 covers consumables; CLINs 0004 cover duct cleaning at a per-linear-foot rate (estimated 100-3,500 linear feet annually); CLIN 0005 is for a specific system upgrade project including removal of existing 2-ton HVAC unit and installation of a 5-ton replacement unit, building automation system upgrades, and control system replacement (all-inclusive lump sum); and CLIN 0006 covers a 10-day phase-in period at a lump sum rate. Proposals must be submitted electronically to Contract Specialist Francisco Velazquez and Contracting Officer David L. Gecewicz. Award will be made on a Lowest Price Technically Acceptable (LPTA) basis. Offerors must submit two complete proposals—one with full identifying information and one completely redacted of vendor identification, UEI, CAGE Code, name, telephone, address, employee names, and pricing. Technical proposals are limited to 12 pages and must address all PWS requirements and personnel qualifications.

However, a late modification of an otherwise successful offer that makes its terms more favorable to the Government will be considered at any time it is received and may be accepted.
(3) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
