About this file
This document is a Request for Information (RFI) Q&A compilation for Arlington National Cemetery Solicitation W91QV126RA022, a Heating, Ventilation, and Air Conditioning (HVAC) maintenance and services contract.
The solicitation covers comprehensive HVAC services for Arlington National Cemetery facilities, including preventive maintenance, corrective/emergency repairs, system upgrades, and life-cycle equipment replacement. Key requirements include: duct cleaning (100-3,500 linear feet annually), maintaining 90% operational readiness, emergency response within 4 hours, quarterly maintenance visits, and Building Automation System (BAS) upgrades for three buildings (Visitor Center, Administration Building, Memorial Amphitheater). The contractor must replace a 2-ton HVAC unit with a 5-ton unit in the Administration Building server room and upgrade HVAC control systems to meet UFGS 23 09 23.01 and 23.02 specifications using non-proprietary systems. The contract structure includes five contract line items (CLINs): CLIN 0001-0004 for base year services (11 months plus 10-day phase-in), and CLIN 0005 for system upgrades and life-cycle replacement projects, with four 12-month option years. The Quality Control Manager must obtain ASHRAE Building Commissioning Professional (BCxP) certification at contractor expense. Personnel access permits unlimited badging with no escort requirements for vetted contractors. The government will provide interim cooling during server room unit replacement with a maximum one-week downtime window. The contracting office is located at Arlington National Cemetery, and the solicitation emphasizes that contractors should propose using available information when specific technical details cannot be provided.

RFIs Set #5
(From February 5 2026)
Duct Cleaning Frequency: “Section 1.3 - 1, 2nd Bullet: The statement mentions performing scheduled duct cleaning to maintain air quality and system efficiency but does not specify the frequency. Should it be done twice a year or quarterly? This information will help us accurately determine the cost.”
RESPONSE: The PWS does not specify a single, comprehensive frequency for "scheduled duct cleaning" as a whole. However, Table 1 Maintenance Checklist Requirements on page 24 provides frequencies for related tasks under "Air Distribution Systems":
• Semiannually: Inspection and cleaning of "grilles, registers, and diffusers for dirt accumulation."
• Annually: Inspection and cleaning of "areas of moisture accumulation for biological growth."
Therefore, while a full duct cleaning frequency is not explicitly defined, the associated components are to be cleaned on a semiannual and annual basis.
Question 2:
Quality Maintenance Testing: “Page 20, Section 5.3.5, Quality Maintenance: For the Energy Efficiency and Air Quality testing, the type of testing required is not defined. To provide an accurate cost, please specify the type of energy testing needed. Additionally, for Comfort (PMV) testing, should it be performed per building spot, per unit (zone), or as a spot check on every equipment zone? Please clarify”."
RESPONSE: Based on the text in Section 5.3.5, "Quarterly Maintenance," on page 20:
• Energy Efficiency Testing: The PWS does not define a specific type of energy efficiency testing to be performed. It only specifies the required outcome, which is to "Verify...
energy efficiency (≥10% savings)." The method for verifying these savings is not detailed in the document.
Comfort (PMV) Testing: The PWS does not clarify the scope or methodology for where Comfort (PMV) testing should be conducted. It does not state whether the test should be performed "per building spot, per unit (zone), or as a spot check." The document only provides the required performance target, which is to "Verify... comfort (PMV ± 0.5)."
Question 3:
Duct Cleaning: How often do you require duct cleaning?
RESPONSE: The PWS does not specify a fixed frequency (e.g., annually, semiannually) for duct cleaning. Section 5.3.1, "Routine Maintenance," states the contractor shall perform "scheduled duct cleaning in accordance with manufacturer's recommendations and ASHRAE Standard 180." This indicates that the schedule is to be determined by the contractor based on these external standards, rather than being a predefined interval in the
PWS.
Question 4:
Duct Cleaning: All duct systems in what buildings?
RESPONSE: According to Section 1.4, "Facility Coverage," the services, including duct cleaning, apply to all listed facilities.
Question 5:
IAQ & Energy Savings Verification: What are the required testing methods for the comfort PMV and energy savings?
RESPONSE: The PWS does not define the specific testing methods to be used. However, it does provide the required outcomes and tools:
• Required Levels: Section 5.3.5, "Quarterly Maintenance," requires the contractor to "Verify IAQ (CO₂ <1,000 ppm), comfort (PMV ±0.5), and energy efficiency (≥10% savings)."
• Required Tools: Section 4.4, "Equipment," states that the contractor must furnish all necessary test instruments, including "specialized ASHRAE-compliant tools such as...
indoor air quality (IAQ) meters."
Question 6:
Required Rating Levels on Equipment: What will be required if results are outside of required ratings/levels?
RESPONSE: If testing results are outside the required levels, the contractor is obligated to take corrective action. Section 5.2.2, "Condition of Equipment," requires the contractor to maintain "a minimum of 90% operational readiness" and to address "all identified issues within 48 hours." An inability to meet the specified IAQ and comfort levels would be considered a deficiency that the contractor must diagnose and rectify to restore the system to its required operational state.
Question 7:
Objectives vs. Mandatory Requirements: Please confirm that the first four items under section 1.4 Objectives are goals and not mandatory requirements.
RESPONSE: There appears to be a mix-up in the section reference. Section 1.4 is titled "Scope," not "Objectives." The bulleted items under the "Scope" section, such as "Core HVAC Systems," "Ancillary Systems," etc., are mandatory components of the contract. The introductory sentence states, "Services include, but are not limited to," which defines the breadth of work required.
If you are referring to the four bullet points under Section 1.3, item 3, "System Upgrades and Life Cycle Replacement" (page 2), these are also mandatory requirements, not simply goals. While they fall under the general heading of "Objectives," they are specified as mandatory tasks in Part 5 of the PWS:
• BAS Upgrades: Section 5.9.1 states the contractor "shall provide comprehensive services for the Building Management Systems."
• Equipment Replacement: Section 5.10.1 states the contractor "shall perform specified life-cycle equipment replacement projects."
The use of the word "shall" throughout PWS indicates a binding, mandatory requirement.

Question 22: (19 on document)
Price Sheet, PWS CLIN x003 p. 18 Price sheet has QTY of 1 and Unit of Job COMMENT: In the solicitation, this CLIN is described as a FFP monthly billing, divisible by 12 months (11 in base year). 0003, 1003, 2003, 3003, 4003 Catalog Price / FFP / Job QUESTION: If this CLIN is ffp and invoiced monthly, should offerors expected to use their experience and information provided in the solicitation to estimate a firm fixed price for the consumables to be priced on this CLIN to be billed in equal monthly increments? If not, how is this CLIN supposed to be priced and billed each month?
REPONSE: Page 62 Item 3 reads: For CLIN 0003 the Base Period is Eleven Months. The amount in the base period (CELL H6) should be an amount equal to the expected consumables used during the 11 month period of performance. All Option Years (CELL I6-L6) are 12 months and shall be priced in one fully burdened amount and equally divisible by 12 to ensure consistent monthly invoicing by the contractor and payment by the government upon receipt of all deliverables in the PWS. A list of consumables, although not all-inclusive is in PWS Section 4.1.
11 Months applies to base year, 12 months applies to the remaining 4 options. We are asking for your whole lump amount by year. Since the Unit is JOB, Consumable Supplies CAN be invoiced monthly or as needed.
Question 23: (20 on document)
PWS Page 18, CLIN X003, 4.1 Consumables COMMENT: All pricing shall be at commercially available catalog pricing. 0003, 1003, 2003, 3003, 4003 Catalog Price / FFP / Job QUESTION: Does this mean that contractor-furnished materials and equipment used for preventive maintenance and covered repairs will be billed by the contractor when they are incurred? If this is the case, then is it appropriate to include this sum in the total price to be evaluated (LPTA)? Which catalog is referenced here (e.g., supplier catalog?) ] Will you establish hourly pay rates, and markup rates for material or subcontractor vendors the successful contractor will use on some projects in this initial proposal to use for the proposals for reimbursable work?
RESPONSE:
• "when they are incurred?" YES;
• "evaluated (LPTA)?" YES
• "supplier catalog?" Standard pricing is readily available through Market Research.
• “Will you establish hourly pay…" Vendors are asked to propose based on the information presented here. Future work above scope will be negotiated with awarded KTR and added via contract modification.

PWS Page 22 5.4.2.
COMMENT: 5.4.2 Repair Exclusions (Parts and Labor): Submit cost estimates for excluded parts and or repairs to KO/COR within 30 days, with nonproprietary recommendations.
QUESTION: Nonproprietary parts are not available or compatible for some systems, so offerors cannot provide nonproprietary recommendations for all repair exclusions (reimbursable repairs) price quotes when none exists. Can this section be modified to account for instances where nonproprietary parts are not available or clarify if I misunderstand.
RESPONSE: 5.4.2. intended to cover costs not part of this HVAC scope of work. May relook at
5.4.2 with KTR after contract award to determine if changes to PWS are necessary.
Question 26: (23 on document)
PWS 22 5.5, On Call Service COMMET: It appears that emergency services outside normal operating hours are reimbursable, and the contractor will provide an estimate to the ANC team for approval. And if approved, will be awarded funding for the work. Is this correct?
QUESTION: Will the government pay for the service call to cover the onsite labor of the technical who responds to after-hours calls? Or is the time needed for periodic emergency calls after hours for diagnosis and pricing to be included in CLIN 0001 as part of the base bid (e.g., and no extra charge)? Or will you consider adding price lines to the schedule for reimbursable emergency service calls (Typically 4-hour minimum on CBA jobs) for HVAC mechanics, plumbers, and maintenance workers.
Question 27: (24 on document)
Price Sheet COMMENT: Proposals
QUESTION: Agencies often price the hourly rates and vendor markup percent the awardee will use to prepare proposal under this type of contract. Will you consider that approach for this requirement?
RESPONSE: This is LPTA. Please refer to Solicitation 52.212-1 Instructions to Offerors and HVAC Pricing template (Pg 61) for more guidance.

QUESTION 36 (35 on document)
Site Visit Controls, BAS, BMS General COMMENT: Control devices compatibility after software upgrades QUESTION: In our experience, when systems have fallen behind in software control upgrades, updates make existing control devices obsolete. Each update must be done in order, and each time, many other system components become obsolete. Updating to each next level for the controls software will be far more expensive than starting over a new with current software, and adding new control devices. There is not enough information for offerors to price this, and there is not place to put the price in the current CLIN structure. The controls appear to need to be addressed as individual projects. Can new CLINs like 0005 be added to address controls deficiencies and/or obsolescence?

QUESTION 40 (39 on document)
General Site Visit COMMENT: Onsite Conditions QUESTION: Is there any Asbestos known to be onsite? Is abatement excluded from our scope of work?
QUESTION 41 (40 on document)
General Unaddressed equipment repairs, Site visit COMMENT: Re: Typically, the successful offeror discovers equipment deficiencies (equipment is not operating as designed, is broken, not controlled, not communicating, or has other operational problems prior to the start of the base year during the phase in period. If these are deficiencies are minor and would be considered "covered repairs" once our period of performance begins, the successful contractor will be responsible for covered repairs as described in the contract. While the successful contractor should not be responsible for repairs that should have been done by the existing incumbent contractor during their POP under the previous contract. Government agencies typically allow the follow-on contractor to be reimbursed for preexisting conditions that should have been completed by the outgoing contractor?
QUESTION: (1) Are existing deficiencies considered covered repairs or are they treated as reimbursable repair exclusions? Pre-existing "covered repairs" should be addressed by the incumbent contractor who is responsible for them because they occurred during their Period of performance. (2) Typically, the new contractor is able to identify operational deficiencies during the initial stages of performance, so they will be reimbursable. Is this how this contract works?
(3) If the new contractor is required to make covered repairs that currently exist onsite under the basic services, please provide a condition report of all non-operating equipment so offerors can include the repair prices for the deficient equipment and add it to our base year price. (4) If not, and the new awardee is responsible to fix all the existing deficiencies for covered repairs, please provide a list of unfunded repairs, non-inoperable equipment, and other problems that have not been rectified under the incumbent contractor so offerors can determine their level of risk and include the prices in their proposal.
RESPONSE: Propose on PWS requirements. No known concerns with the ANC HVAC program exist at the present time. Corrections will be made if necessary via mod after Award.
QUESTION 42 (41 on document)
PWS 1.6.20
COMMENT: Conflict of Interest, "(1) The Contractor agrees that if it provides, under a contract or task order or delivery order, systems engineering and technical guidance for systems and programs, but does not have overall contractual responsibility, it will not be allowed to be awarded a contract or task or delivery order to supply the system or any of its major components or be a Subcontractor or consultant to a supplier of the system or any of its major components."
QUESTION: This seems to conflict with the contractual requirement on Page 1 of the PWS to provide Life-Cycle upgrades and Replacements to the HVAC equipment in this contract, and the requirements to report equipment replacement recommendations to government, and to recommend ancillary services (like duct cleaning) where a subcontractor may be used. Please clarify. If contractors have the capability to self-perform Life-Cycle upgrades, are they prohibited from doing so by the conflict-of-interest rules?
RESPONSE: Question was confusing. PWS 1.6.20.d.4.(1) simply states the prime contractor accepts full responsibility for satisfactory performance under this contract. KTR shall be responsible for Life-Cycle upgrades in accordance with the PWS and applicable standards.
