About this file

This is a Question and Answer document for solicitation W91QF525R0003, providing government responses to 26 industry questions about a human resources support services contract for the Department of the Army at Fort Eustis. Key details clarified include: the incumbent is Gemini Tech Services (contract W91QF524C0006); no corporate security clearance is required; key personnel positions are Program Manager and Alternate Program Manager; office space will be provided with no telework allowed; and Not-to-Exceed amounts of $20K for supplies and $10K for travel per CLIN year.

The Q&A addresses staffing requirements, security protocols, transition periods, and pricing structure. Notable clarifications include: this is a performance-based requirement; contractor personnel will have access to required IT systems; security/CAC processing will take 1-2 business days; performance reviews occur monthly; and past performance evaluation will utilize PPIRS and FAPIIS rather than questionnaires. The government also removed several erroneous attachments and clarified that pricing should be submitted using SF 1449 rather than a separate pricing worksheet.

15The government uses a 2,080 per FTE Direct Labor Hours basis within the Attachment 1 - Estimated Workload Data. 2,080 hours have historically represented the total available hours for 12 months including time for holidays, PTO, and sick leave. Since those hours are unproductive time and are by law, afforded to personnel, does the government require 2,080 work hours for each position? Or should offerors reduce the unproductive (non standard work hours) from that 2,080 per FTE total? This is a performance based requirement, the Government agrees the historical 2080 work hours encompasses; holidays/PTO. Each offeror should account for each productive workhour annotating any differences in the pricing volume submission.
16The government mentions Volumes I-IV, but only defines Volumes I-III. Can the government clarify what is expected to be returned in Volume IV?THE STANDARD LANGUAGE HAS BEEN UPDATED TO ALIGN WITH CURRENT SOLICITATION, VOL I-III
17The government has provided Attachment 1: SUBCONTRACTOR/TEAMING PARTNER CONSENT FORM with no further instructions on how they would like to receive this document. Could the government clarify if this is required to be in Volume I as it calls for "Other Statements of Offerors"? If so, under which tab?ERRONEOUS ATTACHMENT REMOVED.
18The government has provided Attachment 2: Specific Relevant Contracts Sheet with no further instructions on how they would like to receive this information. Could the government clarify if, how and where this information is to be returned to the government? Should this information be returned in Volume I as it calls for "Other Statements of Offerors"? If so, under which tab?ERRONEOUS ATTACHMENT REMOVED.
19Reviewing recent, relevant contracts of similar size, scope, and complexity helps the government lower performance risk by assessing a contractor’s ability to successfully deliver on contract requirements. To support this, the government has provided an unnumbered attachment: PAST PERFORMANCE EVALUATION QUESTIONNAIRE FORM with no further instructions on how to return to the acquisitions staff? Could the government clarify how they would like past performance questionnaires returned? To ease the administrative burden on government contracting staff, would the government consider CPARS in lieu of a returned PPQ?ERRONEOUS ATTACHMENT REMOVED.
20Could the government clarify past performance parameters for recency (completed in 3 years? 5 years? Etc.) and relevance (NAICS, contract value, headcount, etc.)PAST PERFORMANCE PARAMETERS ARE IAW THE SOLICITATION= COMPLETED WITHIN 3 YEARS OF SOLICITATION & APPLICABLE NAICS CODE OF THE SOLICITATION.
21A Collective Bargaining Agreement (CBA) governs the majority of positions on this contract, its wage and benefit rates should take precedence over the included Service Contract Act (SCA) rates to ensure compliance with FAR 22.1008-2 and Section 4(c) of the SCA (29 CFR § 4.163 - Section 4(c) - specifically subsection (k): "No provision of this section shall be construed as permitting a successor contractor to pay its employees less than the wages and fringe benefits to which such employees would have been entitled under the predecessor contractor's collective bargaining agreement.") The CBA establishes negotiated wage and benefit structures specific to the workforce, reflecting market conditions, job classifications, and employer-employee agreements. As the SCA schedule is superseded by the CBA, would the government remove the SCA schedule and replace it with the negotiated CBA that covers positions on this award?REFERENCE ATTACHMENT CBA_20250214
22The government calls for resumes of Key Personnel, but does not explicitly call out specific positions to be determined as "key". To mitigate the risks to contract performance, would the government accept that key positions for this award include: Project Manager, Assistant Project Manager / Quality Control Manager (APM/QCM), Retirement Services Officer (RSO), Site Security Manager / Site Verifications Officer (SSO/SVO), Personnel Automation Lead, Transitions Center Lead, Student Management Lead, Student Records Lead, Reassignments Strength Manager, and Personnel Services Lead, requiring resumes for each position as indicated?KEY POSITIONS: PROGRAM MANAGER AND ALTERNATE PROGRAM MANAGER IAW PWS SECTION 1.6.4.1
23The government included Factor 2 – Past Performance to evaluate industry responses, but did not explain how it will conduct this evaluation since the previous instructions to offerors section contains no related references to PPQs or other past performance information. Since the government provided a PPQ form and a contract details form in the solicitation, could it clarify how you want offerors to submit specific recent, relevant past performance information (including PPQs / CPARS) to conduct an accurate performance risk assessment?REFER TO SECTION M OF THE SOLICITATION; SPECIFICALLY (2) FACTOR 2 PAST PERFORMANCE. In lieu of requesting past perf ormance inf

ormation, Past Perf ormance Inf ormation Retrieval System (PPIRS), Federal Awardee Perf ormance and Integrity Inf ormation System (FAPIIS) and other commercial databases will be utilized in reviewing past performance.

24Best Value enables evaluators to assess technical approach and staffing alongside price, mitigating performance risks from unbalanced pricing or inadequate staffing that could compromise mission success. Would the government consider designating the basis for award as Best Value Trade Off? If so, could the government clarify adjectival ratings for evaluation criteria?REFER TO SECTION M OF THE SOLICITATION FOR THE EVALUATION FACTORS FOR AWARD.
25In determining unbalanced pricing, the government states that "Technical and past performance, when combined, are equal." As a pass/fail evaluation criteria does not allow the government to differentiate between offerors responses for this calculation, could the government clarify adjectival ratings beyond "acceptable" and "unacceptable" as well as relative weights of technical and past performance evaluation in consideration of price evaluation?REFER TO SECTION SECTION M OF THE SOLICITATION FOR THE EVALUATION FACTORS FOR AWARD. SPECIFICALLY ADJECTIVAL RATINGS. 52.212-2 EVALUATION
26Volume III Price instructions references Tab B Contractor Pricing worksheet - 'Attachment 1 - Pricing worksheet', however upon review, Attachment 1 is an estimated workload breakout. Will the government provice a separate pricing worksheet? Or should offerors prepare their own pricing template and provide that to satisfy the Tab B requirement?ALL OFFERORS SHOULD PROVIDE PRICING UTILIZING TAB A, SECTION SF 1449. Additional explanation has been added to Vol III Price - General Instructions
