About this file

This file is a Performance Requirements Summary (PRS) outlining the quality standards and performance metrics for Military Personnel Division (MPD) HR services at an Army installation. The document details specific requirements for processing military personnel actions through the Integrated Personnel and Pay System-Army (IPPS-A), covering permanent party soldiers, student officers, and enlisted trainees.

Key requirements include processing user access requests within 2 business days, managing in/out processing within specified timeframes, handling assignments and transfers within 3 business days, conducting personnel record reviews, managing IPPS-A roles and access, processing deployment/mobilization orders, and maintaining records in iPERMS within 20 days. The PRS establishes Acceptable Quality Levels (AQL) for each task, typically allowing 2-5 defects per month, with remedies requiring corrections within 2 hours and inclusion in monthly reports. Tasks are monitored through random inspections, 100% inspections, periodic sampling, and customer complaints.

Rescind – Divert Assignment is only permissible between the departure of the assignment and before the arrival, with the understanding that the Member is diverting to a new assignment. During divert request transaction, an HR Pro selects an eligible JO as well as entering the Diversion Reason. The Diversion Reason codes will come from TESS values. If a JO does not exist yet for the new assignment, the HR Professional must work with HRC / enterprise user to create a JO within three business days of identifying the JO does not exist. All rescind-divert requests have an approval process before a revoked order type generates for the rescinded assignment.

Process Diversion Request. Once an authorized Contractor (HR Pro) selects a new JO and submits the diversion transaction, the existing approved assignment (to be revoked/canceled) goes into a pending status until the diversion request is approved by the Contractor HR Pro Supervisor. A denial of diversion request will set the existing assignment back to an approved status. An approval will revoke the existing approved assignment; open the JO that was used to create that newly revoked assignment for others to fill; fill the new JO and push the new filled JO to the Assignment Tracking module for processing and approval, The Contractor HR Pro and HR Pro Supervisor shall complete this process no later than three business days of new JO post.

Process New Assignment. The staging process in the Assignment Tracking module evaluates the assignment to determine whether Member’s elections, RCE, and LOA can duplicate from the original assignment that was revoked or be redone. If the entitlements have not changed, the new assignment will auto-approve. If the entitlements have changed, the new assignment creates as a draft in the Assignment Tracking module.
