1. Should Exceptions/Assumptions be provided in Volume I (RFP Documents) IAW L.3 or in Volume II (Technical Proposal) IAW L.4.2 or with the pricing information IAW L.4.3 o Exceptions/Assumptions should be provided in the Volume II, Technical Proposal.
2. Please confirm that the schedule referenced in L.4.3(ii) is the pricing schedule.
o Yes, this is referring to the pricing schedule.
3. L.4.2. states “The Technical Proposal shall consist of the offeror’s response to meet the requirements outlined in the Performance Work Statement (PWS) as described below.”
However there are no requirements described below. Can the Government please provide the referenced requirements that seem to have been omitted?
o This statement should have ended after “outlined in the PWS.” “As prescribed below” will be removed.
4. It appears that some words got cut off from this statement in L.4.2. “Offeror should assume that (i) Exceptions/Assumptions.” Can the Government please complete this statement?
o I will change the verbiage to read as “Exceptions/Assumptions (if required) are defined as identification and explanation of any exceptions or deviations.
Additionally, any assumptions used in the proposal preparation must be identified.”
5. Can the Government please confirm that the pricing information identified in L.4.3(ii), L.4.4, and L.4.5 should be contained in the Price Volume (L.4.6)?
o I have renumbered each Volume. Please refer to the amended solicitation
P0001.
6. It seems that some of the volume requirements in Section L.4 are out of order (L.4.3- L.4.5 seem to request pricing information within the Technical Proposal). Can the Government please clarify the requirements for the Technical and Price Proposals?
o This has been corrected. I have also Please refer to the solicitation amendment P0001.
7. M. Factor II Price (2) identifies Past Performance as an evaluated factor.

o This is not necessary, as the Government will conduct an in-depth evaluation of all recent performance information obtained to determine if it is the same or similar in nature of work, size, and complexity to the services/products being procured under this solicitation.
9. Does the Government want Offerors to provide experience descriptions?
o Yes, the offerors must provide their own experience descriptions.
10. L.1 states “An electronic copy will be accepted at the address identified below.” There is no address identified. Can the Government please provide the email address to submit the proposal?
o Please email electronic copies to:

o Yes, that is correct. You may electronically submit up to 10 pages (for example, drawings or any other type of imagery).
13. Attachment 5 Pricing Worksheet. Would the Government please have the 6 month option to extend services to be priced separately instead of taking half of the OPT IV price?
o The pricing sheet does not list the 6 month extension as a line item because it’s pricing shall NOT be included in the KTR’s total estimate. On the Total Evaluated Tab, it specifically says, “ As part of price evaluation, the Government will evaluate its option to extend services of the Adjutant General by adding six (6) months of the Offeror’s Year 4 price to the Offeror’s Total Overall Evaluated Price. Offerors are required only to price the five years, as indicated above. Offerors shall not submit a price for the potential six month extension of services period. The Government may choose to exercise the Extension of Services at the end of the ordering period utilizing the rates of that performance period (see FAR 52.217-8- Options to Extend Services).
14. The information on Page 69 of the solicitation PDF seems out of place. It seems that some of the pricing instructions are embedded in the Technical Volume section. Can you please clarify if the information identified on page 69 (ii) Schedule items b) and c) should be included in the technical volume as indicated?
o Items (b) & (c) have been moved to Volume III, Price Proposal

Volume. Can you please clarify?
o Clarification can me found in the solicitation amendment P0001 under Volume II, Technical Proposal.

o This entire statement has been removed.
18. The revised solicitation does not indicate that a Pricing Narrative is desired.
Can the Government please confirm that a narrative is required?
If so, can the Government please identify the specific information desired in the Price narrative?
o Yes, I added the documentation regarding the narrative under Volume III, Price Proposal. There should be a description of the services that will be performed during 30 Day Phase-In Period and each year to follow. The Pricing Narrative should include a description of each CLIN, how the vendor determines the cost associated with the CLINs. Please ensure the price is fair and reasonable. Please refer to the solicitation amendment P0001 for revisions.
19. Attachment 2 Exhibit 5: Please confirm that the 10 30yd Recycling containers listed in TE 5 are gable top roll offs; i.e roll-offs with a covered lid with slotted sliding doors.
o This is correct. Revised in Footnotes of TE5.
20. Will the Government, please confirm that the total containers listed in the bottom of TE 5 and Section 3.2 annex A are the required amount of containers that the contractor is to furnish for the contract?
o These numbers are the annual average and may fluctuate up or down with building/facility closures, building realignment, events, weather and weather related emergencies, and unforeseeable occasions etc.
21. Will the Government please confirmed what size containers and the commodities that need to be collected at the recycle center?
o That is determined by the contractor.
22. CLIN002AD/2.5.3 Will the Government please confirm that scales are necessary with a data collection tracking system with GPS that operates on a geo-fenced parameter for the front-end load containers (and front load truck) AND the 96 gal recycling roll carts (and rear load truck)?
o No. The contractor will furnish the actual landfill receipts reflecting tonnage and costs that will be reimbursed on a monthly basis by the Government to the contractor. It will be billed on the landfill CLIN for standard refuse.
23. Will the Government please confirm collection trucks and equipment to execute the contract are not allowed to park on post or at the recycling center?
o No vehicles stored or maintained on post outside of working hours.
24. Will the Government please confirm that the phase in is 30 days or 60 days? TE-2 A007 states the period is 60 days; however annex A, 2.1.2 states the phase in is in 30 days.
o 30 days
25. Is the contractor responsible for the liners for the 30 gal GFE trash containers or is the government?
o The Government is responsible for the liners.
26. Will the Government please confirm that the 2.4 Collection Containers: the two special made 20 yds for soil and absorbent pads, are Contractor owned and have to have a cover and be water tight correct?
o Correct. “Weather tight” with liner.
27. Will the Government please confirm the QTY of 6 in the pricing sheet/attachment 5 is “per haul” for AF, AG and AH? Or is it 6 total and each is 2 hauls, one for soil and one for absorbent pads? The Subclin in Schedule B differs from attachment 5, will the Government please confirm with which is correct?
o Yes, it is per haul. Please refer to the revised Pricing Worksheet.
28. Will the Government please confirm the haul, container costs and tonnage/disposal fees for these line items 0002 AF, AG, AH should be placed in the designated CLIN (AF, AG, AH) and that there is not a standalone CLIN for the tonnage of the disposal for the absorbent pads and soil?
o Refer to the revised PWS.
29. Will the Government please confirm that 2.3 Recycling Support: Please confirm that the recycle center has to be manned Monday- Saturday 8 am to 4 pm?

o This information can be confirmed on the U.S. Department of Labor’s website at https://www.dol.gov/agencies/whd/government-contracts/eo14026
31. Will the Government please confirm 2.3 Recycling Support: Please confirm that the shed on site is contractor owned and the recycling center and that the contractor is allowed to bring a shed/office with AC/Heat for the recycling specialist to occupy while not servicing a base customer? This is for the harsh weather conditions during the winter/summer months.
o Correct. The facility at the recycling Center is owned and maintained by the contractor. The government will supply a power source.

o They can be the same person or separate individuals. The government has no issue with this
34. Will the Government please confirm 2.4 Personnel: Will the QCM be able to drive? This will be crucial to perform QC on containers with bad bottoms on refuse/recycling containers.
o The government has no issue with this. Added to the revised PWS
35. Will the Government please confirm on 7.1.1.4 Bulky Waste. If the government wants a daily route for bulk items, pallets, furniture, etc? If so, we would advise the government to reconsider to a single day for collection. This would be more cost-effective for the government, and by doing so, it will create a lower carbon footprint.
o This can be taken into consideration at a later date and will require a MOD.
36. Will the Government please confirm that the Technical Exhibit 5 will be updated to show the correct number of compactors? Currently, there are 5, and the compactors at Bld 11105 and Bld 3810 are not listed. Will they be added to TE 5?
Or, Since the Technical has two extra compactors that does not include Bld 11105 and Bld 3810, does the government want the contractor to have two extra compactors on hand?
o Correct. Please refer to the revised PWS.
37. During the site visit, it was stated that the 10 yd dehydrated waste was getting phased out.
When is that going to take place and or is this accurate?
o As mentioned on the site walk on 09APR24, the 10 yard Containers for compostable food waste have been phased out since this PWS was filed with Contracting. Disregard anything referring to these10 yard containers or Dehydrators. They are no longer in use.
The 96 gallon carts currently being used at the Dehydrators are owned and maintained by the Environmental Office and not subject to this contract.
38. Fall/Spring Clean Up: Will the Government please confirm how many weeks of the year that the Fall/Spring clean ups for leaves lasts?
o 7 days in Fall, 7 days in Spring. Dates TBD by the GC via OpOrd.
39. Will the Government please explain the effort between the Government and the Contractor for this cleanup, and is the contractor responsible for the biodegradable bags that the soldiers use to bag the Leaves?
o The contractor is not responsible to supply the biodegradable bags. The government will supply the green bags to the soldiers and tenants.
40. Will the Government please confirm how many tons of leaves are collected annually?
o Averages between 70 and 90 Tons per year.
41. Annex E, Attachment 1, Section 2.3 provides exceptions for the weekly recycle pickup. One of the buildings identified is 8130. TE-5 does not identify a Building 8130. Can the Government please clarify?
o 8130 should be included in the revised Technical Exhibit 5
42. Annex E, Attachment 1, Section 2.3 states “Government furnished recycle containers will be located at desk side in each of the buildings listed on TE 8…” These recycle containers are not identified in TE-9. Can the Government please update TE-9 to reflect these items?
o They are government owned/furnished 5 gallon desk side containers. They are not the responsibility of the contractor therefore not in TE9.
43. Annex E, Attachment 1, Section 2.4.2 states “Contractor shall furnish all containers other than those listed in Section 3 and TE 5 to include dumpsters, roll offs, grease containers, recycling containers and self-contained compactors…” Section 3 is Contractor Furnished Material. Can the Government please clarify if Offerors are required to provide the material, property and equipment identified in Section 3?
44. Annex E, Attachment 1, Section 2.8.1 states “The contractor shall turn over to the Government the proceeds from the recycling sales.” This statement seems to conflict with TE-7 which shows the Government and Contractor receiving a percentage of proceeds based on waste diversion percentage in TE 7. Can the Government please clarify?
45. Annex A PWS is from July 7, 2022. Is there a more recent copy?
46. Schedule B/CLIN structure currently only has one CLIN, with 8 SUB Clins, and each
SUBCLIN is “per month” over a 60 month span. Is this an error or will the Government be adding option years and revising?
- No, this is not in error. This requirement is an IDIQ for 60 months. There will be no option years in this contract.
47. The subclin for compactor hauling is different than the pricing sheet/attachment. Will the
Government please confirm which is correct?
o Corrected in revised Pricing Worksheet.
48. Schedule B/PWS 1.2 Deliverables states, “Fees and rates will be based on actual receipts and weights tickets from landfill or recycle company where materials are disposed.” We agree that this is the best way to evaluate this proposal/contract. However, Currently, the CLINS for landfill and recycling, 0002AB Landfill Fees, et and 0002AE Process Fee Marketing Recycling Material are to be proposed on by month x 60 months. This would be impossible to accurately evaluate and price, as each offeror does not have an amount of refuse and recycling tonnage given to propose on AND the Richmond/Tri City area has had a tremendous shake up in the landfill recycling arena. Landfills have closed and fees have gone up over 100% in some instances for disposal and processing of recycling commodities. Its equally challenging to price because there are various recycling streams that have to be priced (OCC, paper, single stream, aluminum/plastic, steel, grease, leaves) all in one line item.
Would the Government please consider, keeping the current PWS statement of “Fees and rates will be based on actual receipts and weights tickets from landfill or recycle company where materials are disposed” and redraft the CLINS to have a NTE predesignated amount of funding based on historical average cost for the CLINS 0002AB and 0002AE so that all offerors are evaluated the same for these CLINS? Example set CLINS 0002AB at $375,000 per year and 0002AE at $75,000.00 per year. This would create an equal playing field for all by having everyone with the same amount of costs for landfill and recycling fees, and eliminate any bidder that may propose lower than actual cost to “get through the door” and raise later. Furthermore, with the uncertainty in the market and multiple product lines in recycling commodities that carry different per ton costs, it would be extremely challenging to evaluate on the Government side, and provide an accurate “per ton” or “per month” price on the contractors side.
If the Government will not revise the landfill and recycling fees as questioned in the above, the contractor will need annual tonnage amounts to bid on for landfill, and all recycling commodities in order for each offeror to propose equal pricing As stated, area has a long history of price increases. If the offeror is to quote per ton, will the Government allow increases if the price goes up during the contract period?
o Yes. The ClIN can be adjusted and/or an additional CLIN added.
49. Will the Government please provide the annual tonnage amounts for refuse/C&D, single steam, and other recycling commodities that are collected under this contract?
o Refer to attached Historical Data Refuse and Recycling 23-24 in sam.gov
50. The Government did not issue an SF 33 with the solicitation revision. Is Amendment 0001 pending?
o Once all questions are received and answered, an official revised solicitation will be posted to sam.gov
51. Would you please clarify the number of front-load containers and which of those containers would need to be power-washed on a schedule?
o Ref 2.4.12 in PWS, TE 6
52. Is there a location on the post where containers can be washed?
o Yes. There is a wash rack located next to Building 9035. It is the contractors responsibility to provide the method of washing (ie pressure washer and detergent/liquid used).
53. Does the current provider utilize fork scales to weigh each container?
o Yes.
54. Our trucks utilize cameras with artificial intelligence to capture overloaded containers and recycling contamination. Would these systems be allowed to be used on post?
o Yes. A waiver will need to be obtained from PMO for use of cameras.
55. Would you please extend the due date of this solicitation at least two additional weeks to allow for a thorough bid to be created?
o Unfortunately, we cannot extend the solicitation an additional two weeks;
however, we will extend the solicitation by one week from the date that the questions are posted.
o We have competition in accordance, the rule of two of the simplified acquisition thresholds Far Part 13. The Rule of Two says, that if there are two qualify competitive small business, expected to submit an offer between these two amounts, the contract opportunity is automatically set-aside for small business.
Additionally, we posted the solicitation in accordance with FAR Part 5, this agency posted the solicitation with 30-day response time for receipt of bids or proposals from the date of issuance of a solicitation if the proposed contract action is expected to exceed the simplified acquisition threshold.
56. Would you be willing to extend the start date of the contract to allow a new vendor to purchase the new equipment needed to fulfill the agreement? 60 days may not be enough time. Such a short window time gives an existing vendor a significant advantage and may discourage potential bidders from bidding, reducing the government’s ability to find a competitive offer.
o Unfortunately, no. The current contract is approaching it’s expiration.
57. How will the government evaluate the bids of a potential new vendor versus the incumbent? A new vendor will have significant capital expenditures to purchase new containers and compactors. Evaluating the bids at face value would potentially give the incumbent a significant advantage.
o Please review the Sections L & M for Instructions to Offerors & Evaluation Factors in the solicitation. This explains how each contractor will be evaluated.
58. Where the incumbent is the only offeror to have the requisite equipment on site, all other offerors would have to include fabricating and mobilizing of the equipment to the site.
Aside from the 30-day phase in period, will the government utilize a method to equalize the offerors.
o This will be the responsibility of the winning bidder/contractor. In the past, the winning bidder has made an agreement with the prior contractor to purchase the on-site equipment and gear from the prior. The Government is not involved with that transaction. That is between the new and old contractor.
59. In order to provide a competitive bid, we request and additional 21 days to the 4/25/2024.
o Unfortunately, we cannot extend the solicitation an additional 21 days; however, we will extend the solicitation by one week from the date that the questions are posted.
o We have competition in accordance, the rule of two of the simplified acquisition thresholds Far Part 13.
60. Sub CLINs 0002A through 0002AH are for 60 months each. Section L Instructions to
Offerors 4.3 refers to a Microsoft Excel Pricing Worksheet. Would the government please provide the required excel pricing worksheet, so that all bidders provide similar information in a standard format.
o Please refer to the revised Pricing Worksheet.
61. CLIN 0002AD Waste Management Scales, could you please clarify what this CLIN is for as we could not find a requirement that matches this in the PWS.
o This CLIN will be removed, as this service is no longer required.
62. Section L. Instructions to Offerors. At the bottom of pg. 67 of 75 of the pdf, section 3 Proposal Format it states:
Volume Title Format Number of Copies Maximum Page Limit
-Executive Summary -Exceptions/Assumptions -Signed SF 1449 -Amendments -Contact
It appears the following information is missing for Volume I:
The proposal Volume #, the number of copies required and maximum page limit.
Please add this information.
o Please refer to section L 4.
63. Section L. 3. Glossary of Abbreviations and Acronyms (pg. 68 of 75) states: No pricing information is to be presented in any part of the proposal outside of the Volume II.
However, Volume II is the Technical Proposal and Volume III is the Price Proposal.
Please correct this inconsistency.
o Corrected. Changed from Volume II to Volume III
64. Section L. 4 Proposal Content, Volume I, RFP documents, the SF 1449 is to be included in this Volume, please confirm that the completed Section B – Supplies or Services and Prices should not be included in this Section with the SF 1449.
o Section is not required in Volume I, RFP documents. Volume III is for pricing
65. Section L. 4 Proposal Content, Volume II, it appears that the paragraphs on page 69 of 75 of the pdf are out of place. The incomplete sentence at the top of the page and b.) and c.)
refer to pricing but are included in the Technical Proposal Instruction, should these be in the instructions for the pricing volume?
o This information has been moved to Volume III, Price Proposal
66. Section L. 4 Proposal Content, Volume II paragraph b.) states: the offer shall complete all CLINS including the total amount for each period and the total amount for total contract price. However, there are no CLINS provided for each option period, just 60 month (full contract term) CLINS. Please provide CLINS for each period.
o Please refer to the attached Pricing Worksheet. This is a 60 months/5 years (full contract term) IDIQ. There are no option years.
67. Section L. 4. Proposal Content, Volume II paragraph c.) states: (iv) Completed Direct
Labor, Table Labor Category, Area Wage Determination Code, FLSA Exempt/Non- Exempt, # of FTEs, Total Labor Hr Wage Rate, Fringe Benefits. Please provide the referenced Direct Labor Table that is to be completed.
o Refer to Attachment 3- SCA Wage Determination 2015-4313 on sam.gov
68. Section L. 4. Proposal Content, Volume II top of page 70 of 75, first paragraph is numbered a) however there is a paragraph a) on page 68 of 75 and paragraphs b.) & c.)
on page 69. Please correct the numbering and remove pricing paragraphs so that the Instructions are clear and proposal can be structured to follow the submittal requirements.
o Corrected. Refer to the answer to question 65. Also, refer to Amendment P0001.
69. Section L. 4. Proposal Content, Volume III states: The Pricing worksheet shall be submitted in Microsoft Excel and shall not be read only or password protected. Please provide the referenced Pricing Worksheet.
o The reference Pricing Worksheet has been uploaded to sam.gov
70. Section L. 4. Proposal Content, Volume IV. The first three paragraphs of this section explain how, post award, the awarded contractor’s performance will be rated. There are no instructions as to what Past Performance information the Offeror is required to provide in its proposal. Please provide instructions explaining what Past Performance information should be submitted in Volume IV.
- Please refer to the amendment P0001, for updated Sections L.4(a) & L.4(b).
71. Evaluation Factors, Factor II Price, Total Evaluated Price (pg. 73 of 75) states: The Government may determine that an offer is unacceptable if the option years are significantly unbalanced. As part of price evaluation, the Government will evaluate its option to extend services (see FAR Clause 52.217-8) by adding one-half of the Offeror’s final option year prices to the Offeror’s total price. Thus, the Offeror’s total evaluated price for the purpose of evaluation will include the base year, 1st option year, 2nd option year, 3rd option year, and 4th option year, and 1/2 of the 4th option year. The CLINs in the solicitation are for 60 month periods, please provide a CLIN structure that allows for separate pricing of individual option years.
o Please refer to the attached Pricing Worksheet on sam.gov and to question number 68.
Annex A. Overarching PWS.
72. 2.4.3 Contractor Key Personnel, we respectfully request that one suitably qualified person be allowed to fulfill the roles of Project Manager and Quality Control Manager. This would save the cost of an additional person on this contract.
o The government has no issue with this.
Attachment 1. Recycling & Solid Waste Management PWS
73. 1.2 Deliverables, states: “Fees and rates will be based on actual receipts and weights tickets from landfill or recycle company where materials are disposed.” Will the contractor be reimbursed for disposal based upon the price bid for CLIN 0002AB or the price on the receipts from the disposal facility?
o Receipts from the disposal Facility. The CLIN funding can be adjusted, as needed.
74. 1.3 Co-mingling Waste, states: Solid waste and recyclables generated … shall be collected, transported, and disposed of at the direction of the COR/ ACOR. Please advise which disposal and recycling facilities the COR/ACOR will direct the Contractor to use.
o The COR/ACOR will not direct the contractor to use a specific off-site disposal facility. The intent of this passage is the COR/ACOR can direct the contractor to pick-up certain receptacles that need to be serviced, on post.
75. 2.0 Description of Services states: “Should any Contractor-furnished solid waste container or recycle container generate material beyond its capacity, dumped at the frequency indicated on the schedules in TE 5, …”
And also, 2.2.1 Recycle/Refuse Collection Schedule states: “The Contractor shall use TE-5 to establish collection routes and frequency of pick-ups for recycle materials and solid waste.”
Service frequencies have been omitted from TE5, please provide the historic service frequencies for the waste and recycling containers.
o The “Average” frequency of pick-ups has been added to Sam.gov. These are averages and not fixed quantity/location. They can be adjusted to meet the government’s requirements.
76. 2.0 Description of Services refers to the quantity of containers listed at “… and Annex A, PWS, Paragraph 6.1” There is no paragraph 6.1 in Annex A, please clarify this reference.
o The sentence is a remnant/artifact of a prior draft and should be disregarded.
77. 2.1 Scope states: “The Contractor shall empty recycle/refuse containers, compacters, and roll-offs once a week.” Is once a week the service frequency for all containers listed on T.E. 5 and T.E.8? No other service frequencies are provided in the solicitation documents.
o The “Average” frequency of pick-ups has been added to Sam.gov. These are averages and not a fixed quantity/location. They can be adjusted to meet the government’s requirements.
78. 2.3.1.7 Yard Waste Area, States “Wood shall be collected and chipped.” During the site visit it was noted that the wood chipping area is operated by the BOS contractor and is not a requirement of this contract, also a roll off container full of wood waste was seen being taken off post for disposal. Please clarify what, if any, wood chipping the contractor will be required to perform.
o Wood Chipping work is at the discretion of the COR/ACOR. This requirement is being phased out as it’s currently written. The future intent is to reserve the right to have the refuse contractor perform this duty after a natural disaster or event.
Clean Green-waste however, is collected and taken off post and not co-mingled with the MSW. On occasion, the clean green waste will be diverted from the final disposal site to the North Range property for re-introduced into the natural environment. The COR/ACOR will make that determination.
79. 2.4 Collection Containers “Contractor shall supply two 20 cubic yard open top roll off containers with retractable lids for the collection and disposal of POL-contaminated soil and absorbent pads.” Are these standard 20CY open top roll off containers? are there any further specifications such as leak proof doors, etc.? Please provide as detailed specification as possible.
o The 2ea, 20 yard containers shall have a retractable lid and a heavy, petroleum resistant liner.
80. 2.6.2 Additional services states: “These containers are to be utilized from the total outlined in 4.3.13.” We were unable to find 4.3.13 please clarify or correct this reference.
o The sentence is a remnant/artifact of a prior draft and should be disregarded.
81. 2.7.4 Unscheduled Clean-Ups & 2.7.5 How will the contractor be compensated for these Clean-Ups and the scheduled/Unscheduled additional requirements? There does not appear to be a CLIN for these types of service.
o It is part of the agreement of this contract.
82. 3.2 Container Inventory specifies 10 ea 10CY Roll Off Containers capable of having government lids attached and the paragraph below refers to “The 8 ea 10 CY Roll Off Containers shall be cable system type capable of having Government owned covers attached..” Please clarify whether the requirement is for 8 or 10 of these containers.
o As mentioned on the site walk on 09APR24, the 10 yard Containers for compostable food waste have been phased out since this PWS was filed with Contracting. Disregard anything referring to 10 yard containers. They are no longer in use.
83. 3.2 Container Inventory specifies 10 ea 10CY Roll Off Containers capable of having government lids attached, however during the site visit, when we requested to see one of the containers, we were told that they are being phased out and are not being used anymore for the dehydrated food waste. TE 5 list a 10CY container at Bldg. 18028, however when we visited 18028, during the site visit, there was no 10CY roll off on site and the compostable food waste was being stored in 96 gal carts.
a) Please clarify whether the 10 CY roll offs will be required under the forthcoming contract and if so how many will be needed, and
b) please confirm that the 96 gall cart compostable food waste service is not a requirement of this contract.

The 96 gallon carts currently being used are owned and maintained by the Environmental Office and not subject to this contract.
Technical Exhibits
84. The following locations listed on TE 6 Cleaning Frequency do not have any waste containers shown on TE 5 Dumpster Location and Size: Bldgs. 2609, 3810, 12015.
Please clarify these inconsistencies.
o The placement of containers throughout Fort Gregg-Adams is fluid. For instance, B2609 was the Regimental Club at the time of this current PWS Draft. It has now been converted to office space so the food waste cleaning frequency is not a valid requirement for that building.
85. The following locations listed on TE 6.1 Cleaning Frequency, Grease Receptacles do not have any Grease containers shown on TE 5 Dumpster Location and Size: BLDGS.
12025, 18020, 3003, 3810, 11105, 3500, 1630.
Also, TE 5 shows Grease containers at the following buildings that are not listed on TE 6.1: 9304, 10500, 11200, 12015.
Please clarify these inconsistencies.
o Again, the placement of all containers throughout Fort Gregg-Adams is fluid.
Grease Containers are currently in the process of being consolidated at the DFACs. There is also influence from outside tenant food vendors such as Subway, Burger King, Panera, etc which turn over frequently. Most of the buildings listed are currently vacant but may be occupied in the future.
86. TE 5. Is the Recycle Center and its container requirements listed on TE 5? If so what building number is it?
o The Recycling Center building is owned, operated and maintained by the Refuse contractor. The number of containers in the RC is also determined by the Refuse contractor.
