Contractor’s Questions (in BLACK) and MICC’s responses (in RED)
1. Should Exceptions/Assumptions be provided in Volume I (RFP Documents) IAW L.3 or in Volume II (Technical Proposal) IAW L.4.2 or with the pricing information IAW L.4.3?
Exceptions/Assumptions should be provided in the RFP documents.
1. Please confirm that the schedule referenced in L.4.3(ii) is the pricing schedule.
Yes, this is referring to the pricing schedule.
1. L.4.2. states “The Technical Proposal shall consist of the offeror’s response to meet the requirements outlined in the Performance Work Statement (PWS) as described below.” However there are no requirements described below. Can the Government please provide the referenced requirements that seem to have been omitted?
This statement should have ended after “outlined in the PWS.” “As prescribed below” will be removed.
1. It appears that some words got cut off from this statement in L.4.2. “Offeror should assume that (i) Exceptions/Assumptions.” Can the Government please complete this statement?
I will change the verbiage to read as “Exceptions/Assumptions (if required) are defined as identification and explanation of any exceptions or deviations. Additionally, any assumptions used in the proposal preparation must be identified.”
1. Can the Government please confirm that the pricing information identified in L.4.3(ii), L.4.4, and L.4.5 should be contained in the Price Volume (L.4.6)?
Yes, 4.3-4.5 should all be included in the Price Proposal (in Excel format).
1. M. Factor II Price (2) identifies Past Performance as an evaluated factor.
5. Section L does not identify Past Performance. In which volume would the Government like this information to be presented?
Please include it Volume IV. I have added this to the revised solicitation.
5. Does the Government want Offerors to provide CPARs or PPQS?
This is not necessary, as the Government will conduct an in-depth evaluation of all recent performance information obtained to determine if it is the same or similar in nature of work, size, and complexity to the services/products being procured under this solicitation.
5. Does the Government want Offerors to provide experience descriptions?
Yes, the offerors must provide their own experience descriptions.
1. L.1 states “An electronic copy will be accepted at the address identified below.” There is no address identified. Can the Government please provide the email address to submit the proposal?
My apologizes. I had this listed elsewhere, but it was removed. Please email electronic copies to:
Octavia Heflin-Smith (Contract Specialist) at octavia.l.heflin-smith.civ@army.mil and Magno Orrellana-Alvarado (Contracting Officer) magno.g.orellanaalvarado.civ@army.mil
1. Can the Government please provide the email addresses to submit questions? (I am assuming who I Cced is correct?)
Yes, the POCs in sam.gov are correct. All questions should be email to Octavia Heflin-Smith (Contract Specialist) at octavia.l.heflin-smith.civ@army.mil and Magno Orrellana-Alvarado (Contracting Officer) magno.g.orellanaalvarado.civ@army.mil
1. L.3 states “11x17 foldouts are permissible up to 10 pages and are excluded from page count.” Can you please clarify this statement? Does this mean Offerors can include an EXTRA 10 11x17 pages of content in the Technical Proposal?
Yes, that is correct. You may electronically submit up to 10 pages (for example, drawings or any other type of imagery).
1. It seems that the pricing requirements consist of a spreadsheet in contractor format as well as a completed Section B. Can you please confirm that a pricing narrative is not required?
