1. Paragraph 2.b of the Statement of Work indicates the contractor is to coordinate furniture relocation with the Directorate of Public works (DPW). Please clarify who is responsible for the actual relocation; the contractor or DPW.

RESPONSE: Contractor is responsible for moving furniture within building of the work area to accommodate work.

The SOW and floor plan indicate that the contractor is to conduct lead paint surveys at two locations on each floor, however there are no specifications indicating what is to be done in the event that lead paint is found. Please clarify whether the contractor is to include mitigation costs in their bid, or if lead paint abatement, if required, will be considered a change order to the contract.

RESPONSE: Construction projects are not to be bid with contingencies (i.e. potential for lead paint).

The contractor, however, is required prior to the initiation of work to hire a 3rd party testing of lead paint within the building.

See attachment #7 for specifications. Clarifications on standards for testing are to be obtained through the DPW Environmental Division to the attention of Ms. Tania M. Leisten at tania.m.leisten.civ@army.mil.

In the event, an awardee was to discover lead paint, FAR Clause 52.236-2 Differing Site Conditions will result in a “Stop Work” from the Contracting Officer to allow to time for the contractor to provide proper abatement of any lead paint discovered and a modification to account for the price of the abatement.

4. There were a number of posted signs throughout the areas visited during the job walk that had the following notice to the occupants of the building.

“Mold in your barracks room? …Better call Stahl!”

If it is in scope, please elaborate, as there are both suspended acoustic ceiling systems and hard lid ceilings throughout the building.

RESPONSE: Hard Lid ceilings included in the SOW.

17. There are “Wiremold” (surface metal raceway) conduits throughout the building, many of which are damaged, and portions of the conduit are missing and open leaving the cables and conductors exposed. Are these to remain in place, as is? Are they to be masked off, and NOT be painted?

RESPONSE: Presidio of Monterey is a Federally owned installation and therefore while we do not require the contractor to have either a CLASS B or CLASS C certification, contractors will be subject to providing a BID Bond for a bid submission.
