Building 622, Paint Interior Walls and Repair Flooring.
4. DESCRIPTION, PURPOSE AND NEED FOR ACTION (Identify decision to be made and need date) The proposed action includes painting interior walls and repairing flooring on the 1st floor, 2nd floor, and 3rd floor of building 622. The “Scope of Work” dated 9 December 2024 includes a complete description of the action.
Contractor shall conduct interior walls painting to include the hallways, administration offices, stair walls, bedrooms, day rooms, fitness rooms, latrines, and other interior walls on the 1st floor, 2nd floor, and 3rd floor.
Prior on painting to commence, Contractor shall include scraping, caulking, and priming of the walls.
Contractor shall remove existing baseboards, floor carpets, VCT tiles in the dayroom, lobby areas, soldier rooms and conference rooms, to include surface scraping and carpet disposal. Contractor shall install new rubber tile flooring in the hallways, in the conference rooms, administration office rooms, dayrooms, soldier rooms, and lobby areas on the 1st, 2nd and 3rd floors.
The purpose of the action is to provide new paint in the interior walls and new rubber flooring on the 1st floor, 2nd floor, and 3rd floor of building 622.
The Action is needed because building 622 is currently used as a military barrack facility and administration offices of the U.S. Army. The building’s existing interior hallways and interior bedrooms are stained, dirty, and unsanitary. Also, same as the existing interior flooring needs new rubber tile to improve on circumstances affecting the way people live, work, and sleep regarding their well-being of U.S. Army personnel. Building 622 was built in 1971.

24. Remarks:
NATIONAL ENVIRONMENTAL POLICY ACT
RECORD OF ENVIRONMENTAL CONSIDERATION
The proposed action has been reviewed in accordance with the National Environmental Policy Act (NEPA) and determined to qualify for a Categorical Exclusion (CX).
The proposed action is categorically excluded under the provisions set forth in “Part II Department of Defense, Department of the Army, 32 CFR Part 651 Environmental Analysis of Army Actions; (15 October 2024 Edition) Appendix B to Part 651 – Army CXs” as follows:
(g)(1) Routine repair and maintenance of buildings, airfields, grounds, equipment, and other facilities.
Examples include, but are not limited to: Removal and disposal of asbestos-containing material (for example, roof material and floor tile) or lead-based paint in accordance with applicable regulations;
removal of dead, diseased, or damaged trees; and repair of roofs, doors, windows, or fixtures (REC required for removal and disposal of asbestos-containing material and lead-based paint or work on historic structures).
The following conditions must be implemented for the project to qualify for a CX. Please abide by the following environmental stipulations:
1. General: Project must operate in full compliance with the most recent Federal, State, and local environmental laws, regulations, and programs.
2. Air Quality & Asbestos:
a. All building materials that will be disturbed shall either be tested to confirm the presence of asbestos, or if not tested, assumed to contain asbestos. The Scope of Work (SOW) shall require the following:
i. Asbestos Containing Materials (ACM) and assumed ACM are handled according to applicable laws and regulations with an asbestos certified contractor;
ii. Notification to the Monterey Bay Air Resources District (MBARD) if ACM is to be disturbed and exceeds the reporting thresholds OR if any demolitions are conducted even if there is no asbestos involved (demolitions are defined as the wrecking or removing of load bearing members, and need not involve complete destruction of a building);

iii. An Asbestos Abatement Plan is required to be submitted for review to the Environmental Division prior to any ACM removal.
b. Clarification on thresholds, notifications, and definitions are outlined in the attached Asbestos National Emission Standards for Hazardous Air Pollutants (NESHAP) and District Rule 424 Guidance.
c. PRIOR TO COMMENCEMENT OF THE PROJECT: copies of survey results, abatement plans, and contractor certifications shall be submitted to and reviewed by Presidio of Monterey Environmental Division.
d. At the completion of the project: copies of air monitoring results and completion reports shall also be submitted to the Environmental Division for required record keeping and to document ACM removal and handling. All ACM related submittals must be sent to robert.a.moreno2.civ@army.mil.
3. Lead Based Paint: Building 622 was built prior to 1979 it therefore has a high potential for the presence of Lead Based Paint (LBP). If painted surfaces will be disturbed, testing shall be completed to confirm presence of LBP. All paint chips or any dust removed from a surface that is not tested should be treated as LBP containing material. All individuals doing work in or on these premises that will cause any disturbance to any surface should be trained in the handling of LBP and in accordance with all Local, State, and Federal Laws.
4. Paint Coatings: Monterey Bay Air Resources District Rule 426 provides volatile organic compound (VOC) content limits for a range of coatings that are applied at the site of the structure and its appurtenances. Coatings covered under this rule include typical primers, sealers, and topcoats for building floors, walls, ceilings, and roofs; antenna coatings; and curb and pavement coatings. The application of coatings that exceed the VOC limits is prohibited. Coating containers must be closed when not in use. Thinning of coatings must not cause the applicable VOC limit to be exceeded. 5. Paint Disposal: Do not dispose of leftover paint or other chemicals down storm drains or sanitary sewer. Leftover oil-based paints and paint thinners must be disposed of as hazardous waste. Dried latex paint cans and empty paint cans may be disposed of in a covered garbage receptacle. Ensure paint cans remain under cover and on secondary containment while drying.
6. Hazardous Waste: If ACM, LBP, treated wood, oil-based paints, paint thinners, or other hazardous wastes are generated by the project, they shall be handled by a certified contractor in accordance with applicable laws and regulations. The contractor will prepare hazardous waste manifests to be signed by Presidio of Monterey, Hazardous Waste Office (831-242-7204 or 831-887-8878 with 3 working days prior notice).
1. Waste Management: During project activities, the project proponent and/or the contractor shall ensure that all trash that may attract wildlife will be properly contained, removed from the work site, and disposed of regularly. At the end of the project, the project proponent and/or the contractor shall remove all trash and debris from work areas.
2. Project Footprint: During all aspects or phases of this project, access routes, staging, storage, and parking areas shall be located on existing paved surfaces or hard pack. Access routes and the number and size of staging and work areas shall be limited to the minimum necessary. DPW ENG shall provide DPW ENV with project plans that show the locations where access routes, staging, storage, and parking areas will be located.
3. Vegetation and/or Ground & Soil Disturbance: During all aspects or phases of this project, the project proponent and/or the contractor shall ensure minimal disturbance to current landscaped and unpaved areas by locating vehicle and equipment parking on pavement/hardscape as possible.
Any disturbance or damage to vegetation or surrounding soil must be restored to its original condition or better using Presidio of Monterey, Integrated Natural Resource Management Plan (INRMP) approved plants or seed mix. 4. Water Quality:
a. Painters must use the following BMPs to comply with the water quality requirements and water pollution prevention measures:
i. Minimize water use.
ii. Use drop clothes during paint mixing and application of paint.
iii. Do not leave open containers on the ground where they may accidentally tip over.
iv. Filter, reuse, and recycle paint thinner and solvents whenever possible.
v. Never rinse out paint brushes or equipment exterior of the building. Use proper sinks within building only.
vi. Latex paint waste must be recycled. Never pour latex paint into the sanitary sewer or storm drain system.
b. Best Management Practices (BMPs) are required to minimize any erosion or illicit discharges to the storm drain system per Water Quality Order No. 2013-0001-DWQ, NPDES General Permit No. CAS000004, Waste Discharge Requirements for Storm Water Discharges from Small Municipal Separate Storm Sewer Systems (MS4) (General Permit).
BMPs implemented must be according to the latest California Stormwater Quality Association (CASQA) Construction and/or Municipal BMP handbook. Any illicit discharges to storm drains must be reported immediately to POM Environmental Division, Water Program Manager, Robert Moreno (robert.a.moreno2.civ@army.mil or 831-383-9022).
