STATEMENT OF WORK
For Directorate of Public Works, Paint Interior Walls and
Repair Flooring Building 622, Presidio of Monterey, California
21 August 2025
Project description: This project of DPW, U.S. Army Garrison is to Paint Interior Walls and Repair Flooring on the 1st floor, 2nd floor, 3rd and 4th floor of B622.
1. General:
a. Work to be Done: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to complete all work on painting of all interior walls, and to conduct flooring repair, and to do furniture removal, as described below scope of work. The contractor shall perform to the standards in this contract and all works shall comply to the current editions of all applicable codes and standards.
b. Background: Building 622 is currently used as a military barrack facility and administration offices of the U.S. Army. The building’s existing interior hallways and interior bedrooms are stained, dirty, and unsanitary. Also, same as the existing interior flooring needs new rubber tile to improve on circumstances affecting the way people live, work, and sleep regarding their well-being of U.S. Army personnel. Building 622 was built in 1971.
c. Objectives: The purpose of the requirements is to provide new paint in the interior walls and ceilings and door frames and new rubber flooring with new baseboards on the 1st floor, 2nd floor, 3rd and 4th floor of building 622 except bathrooms and laundry rooms floors.
The building's floor configuration varies. Some sections contain floors 1, 2, and 3, while others contain floors 2, 3, and 4. A 1st and 4th floor will never be present in the same section of the building.
The combined area of the 1st and 4th floors equals the area of both the 2nd and 3rd floors.
2nd floor area 20,161 square feet.
3rd floor area 20,161 square feet.
1st floor area 11,201 square feet.
4th floor area 9,625 square feet.
2. Scope of Work:
Preparation and Construction are not limited of the following:
Contractor shall perform the best construction management practice industry standards to paint the interior walls to include but not limited of the following:
a. Contractor shall conduct Interior Paint on all 4 floors of building 622 and replace all flooring and baseboards for all rooms and hallways including landing area. Only bathrooms and laundry rooms and stairs are not included.
b. Contractor shall coordinate for furniture relocation. The relocation will be the contractor’s responsibility.
c. Building 622 will be occupied by the User during interior walls painting work.
d. Contractor shall conduct interior walls painting to include the hallways, all rooms and staircases and all other interior walls on the 1st floor, 2nd floor, 3rd floor and 4th floor. Prior to painting commence, Contractor shall include scraping, caulking, and priming of the walls. Provide paint color samples for approval with DPW.
e. Contractor shall conduct lead paint survey test and analysis reports for interior walls prior to start of work.
f. Non – Historic building painting shall coordinate with DPW Master Planning Division to ensure consistency with the Installation Design Guide.
g. Contractor shall provide a workmanship warranty for all interior wall paintings.
h. The contractor shall leave the work site clean and free of debris when the workday ends.
The contractor shall dispose of all debris and rubbish in an off-post site at no additional cost to the government. The government dumpster shall not be used for construction materials disposal. All furniture shall be placed back to the original spaces.
i. Contractor shall conduct flooring replacement to install new rubber tile and new baseboards for all 4 floors in building 622.
j. In building 622, Contractor shall remove existing baseboards, floor carpets, VCT tiles in the dayroom, lobby areas, soldier rooms and conference rooms, and to include surface scraping and carpet disposal.
k. Contractor shall conduct asbestos survey and testing on the flooring areas prior to the start of work. Asbestos survey and testing minimum of two sections in the hallway and in the conference room flooring. l. Contractor shall install new rubber tile flooring and baseboards in the hallways, in the conference rooms, administration office rooms, dayrooms, soldier rooms, and lobby areas on the 1st, 2nd , 3rd and 4th floors. Contractor shall provide material sample and cut sheet design of manufacturer’s product for review and approval with DPW.
m. Contractor responsible for furniture relocation.
n. The contractor shall divide the work into at least three phases. Upon completion of each phase, DPW will receive it from the contractor and hand it over to the unit occupying the building before proceeding to the next phase.
3. Submittal: The contractor shall provide at a minimum the following submittals for review by the Government. The government has ten days to review and return submittals once they approved. Submittals shall be coordinated with COR/Contracting officer to their emails.
a. Construction project schedule in phases.
b. Materials sample and or cut sheets of paint color design and manufacture’s product.
c. Materials sample and or cut sheets of rubber flooring design and manufacture’s product.
d. The contractor shall submit Construction Safety Prevention Plan prior to construction.
4. Environmental Considerations:
a. General: Project must operate in full compliance with the most recent Federal, State, and local environmental laws, regulations, and programs.
ii. Lead paint and asbestos containing materials shall be handled according to applicable laws and regulations with a lead paint certified contractor.
iii. Prior to commencement of the project, copies of survey results, abatement plans, and contractor certifications shall be submitted to and reviewed by Presidio of Monterey Environmental Division.
iv. At the completion of the project, copies of air monitoring results and completion reports shall be submitted to the Presidio Environmental Division.
v. All ACM related submittals must be sent to DPW Engineering and DPW Environmental.
c. Volatile Organic Compounds - Monterey Bay Air Resources District Rule 426 provides volatile organic compound (VOC) content limits for a range of coatings that are applied at the site of the structure and its appurtenances. These limits do not apply to coatings used in shops. Coatings covered under this rule include typical primers, sealers, and topcoats for building floors, walls, ceilings, and roofs; antenna coatings; and curb and pavement coatings. The application or solicitation for application of coatings that exceed the VOC limits is prohibited. Coating containers must be closed when not in use. Thinning of coatings must not cause the applicable VOC limit to be exceeded.
d. Aesthetics/Installation Design Guide: For non-historic buildings and/or buildings outside of the historic district, coordination with Presidio Master Planning Division is required to ensure flooring and other materials are consistent with the Installation Design Guide.
e. Avoidance of Sensitive Habitat: All laydown, equipment, and access will be on paved areas. Any laydown, equipment, and access that needs to be off pavement shall be coordinated with the Presidio Environmental Division prior to initiation of work.
f. Land Restoration: Ensure minimal disturbance to current landscaped and unpaved areas by locating temporary storage, laydown yards, and parking of equipment on pavement/hardscape where possible. Any disturbance or damage to vegetation or surrounding soil, must be restored to its original condition or better using Presidio of Monterey, Integrated Natural Resource Management Plan (INRMP) approved plants or seed mix. Contact the Presidio Natural Resources Manager (julie.a.parish3@army.mil, 831-242-6736) for assistance with approved plants or seeds.
g. Hazardous Waste: If ACM, LBP, treated wood, oil-based paints, paint thinners, or other hazardous wastes are generated by the project, they shall be handled by a certified contractor in accordance with applicable laws and regulations. The contractor will prepare hazardous waste manifests to be signed by Presidio of Monterey, Hazardous Waste Office (831-242-7204 or 831-887-8878 with 3 working days prior notice).
5. Contractor requirements after award:
a. Provide contract progress schedule.
b. Submit for review all paint colors to be installed and rubber flooring design color.
c. Hold weekly Progress Meetings with Government POC. Contractor is to brief the Contracting Officer and/or their designated representative weekly on jobsite progress via MS Teams. The date and time will be published following the contract award.
6. Contractor requirements after construction completion:
a. Provide warranties that shall cover all material and labor for repair and replacement.
b. Provide as-built drawings.
7. Period of Performance: See contract.
8. General Information:
a. Federal Observed Holidays: The Contractor shall not be required to perform repairs or enhancement work on Federal Holidays. Below is the observed holiday’s schedule:

b. Hours of Operation: The Contractor is responsible for conducting business, between the hours of 0800 – 1630 Monday thru Friday except Federal Holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The contractor must always maintain an adequate workforce for the uninterrupted performance of all tasks defined within this SOW when the Government facility is not closed. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the workforce are essential.
c. Place of Performance: The work to be performed under this contract is at building 622 Presidio of Monterey (POM), California.
d. Quality Control Plan (QCP): The Contractor shall develop and maintain an effective QCP to ensure services are performed in accordance with this SOW. The Contractor shall develop, implement and maintain an effective Quality Control System which includes a written Quality Control Plan (QCP). The QCP shall implement standardized procedure/methodology for monitoring and documenting contract performance to ensure all contract requirements are met. The Contractors’ QCP must contain a systematic approach to monitor operations to ensure acceptable services/products are provided to the Government. The QCP, as a minimum, shall address continuous process improvement;
procedures for scheduling, conducting and documentation of inspection; discrepancy identification and correction; corrective action procedures to include procedures for addressing Government discovered non-conformances; procedures for root cause analysis to identify the root cause and root cause corrective action to prevent re-occurrence of discrepancies; procedures for trend analysis; procedures for collecting and addressing customer feedback/complaints. The contractor shall upon request provide to the Government their quality control documentation. After acceptance of the quality control plan the contractor shall receive the Contracting Officer’s acceptance in writing of any proposed change to their QC system.
e. Type of Contract: The Government will award a Firm Fixed Price contract.
f. Security Requirements: The Contractor shall submit a list of employees to the Contracting Officer Representative (COR) for security access processing and approval. The list shall contain the employee’s full name, state driver’s license number, social security number, and date of birth. Contractor personnel shall be prepared to be searched by the installation security guard force.
g. Physical Security: The contractor shall be responsible for safeguarding all Government equipment, information and property provided for contractor use. At the close of each work period, government facilities, equipment and materials shall be secured.
h. Inspection and Acceptance: The contractor shall coordinate with the COR for completion inspection on each phase of construction and final close-out inspection and acceptance at each of the project.
i. Safety Requirements: No person shall be subjected to work in an unsafe or dangerous environment. Contractor safety will be governed by AR 385-10, paragraphs 3-5, 3-8, and Chapter 4. AR 385-10 may be made available through the COR upon request.
j. Contracting Officer Representative (COR): The COR will be identified by separate letter.
The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract; perform inspections necessary in connection with contract performance; maintain written and oral communications with the Contractor concerning technical aspects of the contract; issue written interpretations of technical requirements, including Government drawings, designs, and specifications; monitor Contractor's performance and notify both the Contracting Officer and Contractor of any deficiencies; coordinate availability of government furnished property; and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially about changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.
k. The Contractor shall develop and provide an Environmental Protection Plan (EPP):
The EPP shall clearly demonstrate how the contractor will adhere to environmental compliance requirements, including (but not limited to): air quality; biological resources (special status species, migratory birds, invasive species, etc.); cultural resources (historic buildings, archaeological sites, Native American sacred sites); hazardous materials and waste (including hazardous materials mitigation plan); noise, non-hazardous solid waste (including solid waste minimization and diversion plan); spill response; storm water management; traffic; and water resources. The EPP shall be submitted for approval to the Directorate of Public Works, ATTN: NEPA POC (lauren.r.sullivan.civ@army.mil), Environmental Division, Presidio of Monterey, not later than (NLT) 15 business days following the issuance of the notice to proceed. The EPP does not relieve the Contractor from the requirements of environmental laws and regulations
l. AT Level I Training: All contractor employees, to include subcontractor employees, requiring access to Army installations, facilities and controlled access areas shall complete AT Level I awareness training NLT 15 calendar days after contract award start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee to the COR or to the contracting officer, within 5 calendar days after completion of training by all employees and subcontractor personnel. m. Access and General Protection/Security Policy and Procedure: Contractor and all associated subcontractor employees shall provide all information required for background checks to meet installation access requirements to be accomplished by the installation Provost Marshall, Director of Emergency Services or Security Office. Contractor workforce shall comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.
n. Contractors that do not require CAC but require access to a DoD Facility or Installation: Contractor and all associated subcontractor employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Data Base (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or at OCONUS locations, in accordance with status of forces agreement and other regulations.
o. iWATCH Training. The contractor and all associated subcontractors shall brief all employees on the local iWATCH program (training standards provided by the requiring activity ATO). This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed NLT 30 calendar days of contract award and NLT 5 calendar days of new employees commencing performance. The results shall be reported to the COR on/or before the timelines stipulated.
p. OPSEC Training: Per AR 530-1 Operations Security, the contractor employees must complete Level I OPSEC Awareness training. New employees shall complete training within 30 calendar days (if applicable) after their report of duty date and annually thereafter.
q. Personal Identity Verification of Contractor Personnel (Jan 2011) - Clause:
a. The Contractor shall comply with agency personal identity verification procedures identified in the contract that implement Homeland Security Presidential Directive-12 ( HSPD-12 ), Office of Management and Budget (OMB) guidance M-05-24, and Federal Information Processing Standards Publication (FIPS PUB) Number 201.
b. The Contractor shall account for all forms of Government-provided identification issued to the Contractor employees in connection with performance under this contract. The Contractor shall return such identification to the issuing agency at the earliest of any of the following, unless otherwise determined by the Government.
i. When no longer needed for contract performance.
ii. Upon completion of the Contractor employee’s employment.
iii. Upon contract completion or termination.
v. The Contracting Officer may delay final payment under a contract if the Contractor fails to comply with these requirements.
vi. The Contractor shall insert the substance of clause, including this paragraph, in all subcontracts when the subcontractor’s employees are required to have routine physical access to a Federally controlled facility and/or routine access to a Federally controlled information system. It shall be the responsibility of the prime Contractor to return such identification to the issuing agency in accordance with the terms set forth in paragraph (b) of this section, unless otherwise approved in writing by the Contracting Officer.
