The Statement of Work has been revised to require a 180-day period of performance from Notice to Proceed, with contractors responsible for obtaining a PE-stamped roof design, hiring a third-party commercial roof inspector certified by the International Institute of Building Enclosure Consultants (IIBEC) with RRC® credentials, and compliance with UFC 3-575-01 for lightning protection certification. The Government clarified that permitting is not required, site visit attendance is optional, designated parking and laydown areas will be provided, and contractors must bear all costs associated with design, inspection, equipment relocation, and system certification.

27 Section 00 00 00 – Procurement and Contracting Requirements; Key Performance Requirements: “Gutter and Drainage Maintenance: Clear, repair, and reinforce the gutter and drainage systems to ensure proper runoff and prevent water pooling.”

During the 8/10 site walk, it was noted that the roof does not include a gutter system and has internal roof drains instead. The SOW includes replacement of the roof drains in paragraph 5.2.1. Please confirm SOW 5.2.1 encompasses the expected scope for this KPR.

17-Aug-26 Confirmed. The building utilizes internal roof drains and does not have a gutter system.

The scope of work under paragraph 5.2.1 encompasses the complete replacement of the existing roof drain assemblies—including the drain body, clamping ring, and strainer dome—to properly tie into and seal with the new roofing membrane.

Replacement of the interior vertical drain piping (conductors/leaders) below the deck is excluded from this scope.

Gutter references were removed from the solicitation, section 00 00 00, Key Performance Requirements - #4.

28 During the site visit on 8/10/26, contractors were shown a concrete access road on the East side of the facility that runs from the North Entry Control Point to the Southwest Entry Control Point. Please confirm the following:

This access road is rated for heavy construction vehicle traffic such as cranes, lifts, telehandlers, dump trucks, and delivery trucks.

This access road will be accessible to the contractor through the duration of construction.

17-Aug-26 Contractor needs to coordinate with government for service road access, however long-term, continuous access can be granted. Cranes must be setup and used on the loading doc area.

29 Attachment #1, TARC 1 Roof Plans, includes the following drawings:

•Sheet A2-8 – East Wing, Area “A”
•Sheet A2-9 – East Wing, Area “B”
•Sheet A2-23 – West Wing, Area “C”
•Sheet A2-24 – West Wing, Area “D”

These drawings show the lower roof sections with the tapered roof slab and lightweight concrete crickets.

However, I do not see any drawings showing the upper roof areas, which appear to be the Penthouse roof areas.

The upper roof areas are shown on the plumbing plans. Are there architectural or roof plans available that show these upper/Penthouse roof areas in greater detail?

24-Aug-26 All drawings available have been provided. 8/24/2026

If the existing system cannot achieve certification without component upgrades, please confirm which party bears the cost of those upgrades.

24-Aug-26 Lightning Protection System shall be provided, installed, tested, and certified in accordance with UFC 3-575-01.

8/24/2026

32 Please confirm whether the rooftop equipment screen enclosure and the stair penthouse roofs are within the replacement scope. No plan sheet was issued for the stair penthouse roofs, and no detail was issued for the screen enclosure.

24-Aug-26 Yes, the screened enclosure area in between Penthouse A and B as well as the stair penthouse roofs is a part of the scope of work. The Government has no additional drawings for the stair penthouse roofs and screen enclosure area.
